A one-day academic symposium hosted by the Arab Center for Research and Policy Studies will bring together experts from Russia, the Arab world and the region to examine Moscow’s latest military intervention in Syria, on Saturday, October 24, 2015. While Russia’s decision to intervene directly in the conflict in Syria comes as the culmination of more than four years of diplomatic and military support for the Assad regime, the move by the Kremlin to deploy its military forces has come as a surprise to many observers, becoming a turning point not only in the militarized revolution within Syria, but also in the broader Middle East and indeed in a larger global arena. To better study the circumstances which gave rise to the Russian maneuver and the outcomes likely to result from it, the Arab Center for Research and Policy Studies will convene “Russian Military Intervention in Syria: Motives, Objectives and Repercussions”. In the highly volatile climate which the Middle East is presently witnessing, selected participants at the meeting will be asked to examine the fallout of Russia’s actions on the future stability of the region.

Since the publication of Horowitz's Ethnic Groups in Conflict, comparative political scientists have increasingly converged on their classification of ethnic identities. But there is no agreement on the definition that justifies this classification— and the definitions that individual scholars propose do not match their classifications. I propose a definition that captures the conventional classification of ethnic identities in comparative political science to a greater degree than the alternatives. According to this definition, ethnic identities are a subset of identity categories in which membership is determined by attributes associated with, or believed to be associated with, descent (described here simply as descent-based attributes). I argue, on the basis of this definition, that ethnicity either does not matter or has not been shown to matter in explaining most outcomes to which it has been causally linked by comparative political scientists. These outcomes include violence, democratic stability, and patronage.

This text is an introduction to ACRPS published The Islamic State of Iraq and the Levant (Daesh). It deals with a range of methodological questions to help understand the appearance of Islamic State (Daesh) as a phenomenon. It argues that as a complex, political, social and religious phenomenon, Daesh requires an approach that takes multifaceted and pluralistic perspectives. Hence, an integrated methodological approach, in which disciplines simultaneously overlap and reflect, examines Daesh within its context without neglecting its intellectual and religious characteristics. This paper argues that the existence of Daesh relies solely on war and expansion; once expansion ceases, extinction begins. It is a system that is built around a hostile environment, only remaining viable through a continuous state of expansion and regression. China’s foreign policy is concerned with strengthening relations with states of significance in the world, whether large or small. Its strategic culture plays a key role in shaping its vision of the international order, its objectives, and the tools it employs to enhance its global standing. China has primarily relied on soft power instruments in its relations with other countries, particularly in the economic sphere, and it recognizes the importance of the State of Qatar within the Arab region in general and among energy-exporting countries in particular. Accordingly, China has concluded long-term contracts for the import of substantial quantities of natural gas and has been constructing massive liquefied natural gas (LNG) carriers for Qatar. Although Qatar is considered a key ally of the United States, China and Qatar signed a strategic partnership in 2014 covering multiple fields. Both countries seek to further develop this partnership in alignment with China’s Belt and Road Initiative and Qatar’s National Vision 2030.

In this interview, Cheikh Rached Ghannouchi recounts his experiences of working with his “brothers” in the Ennahda movement, who, he claims, criticized his “ad hominem” attacks on ousted president Benali, in contrast to party policy—at the time—which forbade direct criticism of the former president. Cheikh Ghannouchi also reasserts his previous position that Islamists should avoid taking the reins of power—even when they win elections. This is to acknowledge, he says, the regional and global orders whichs imply would not tolerate Islamists in power.
