Rights to equality and non-discrimination in international law form the core of this paper. It begins with a preliminary study of the legal codes including the historical development of these principals in international and regional legal human rights instruments. It looks at the question of segregation, exclusion, derogation, and preference as elements that make up discrimination. It relates this to the standards of differentiation between legitimate discrimination and unlawful or prohibited discrimination. It goes on to present international standards that identify the meaning of equality and non-discrimination, and investigates the basis of prohibited discrimination in particular among the groups that are subject to it. Applying this context to Arab countries, the paper examines the need for a modern law on equality and non-discrimination that could be better enforced than current legal frameworks.

In September 2018 it will have been thirteen years since the referendum on the reconciliation plan in Algeria. This paper considers the details and achievements of the plan by investigation of the concept and objectives of national reconciliation and the historical framework of the Algerian crisis, critiquing the plan in order to establish new horizons for reconciliation. It examines the historical context of Algeria's national reconciliation, and then the chronology of the path to national reconciliation. It then moves on to study the Algerian journey of reconciliation through a thorough reading of the draft Charter for Peace and National Reconciliation. Finally, the paper determines the extent of the advances made in establishing peace and coexistence in the Algerian homeland and also identifies some of the gaps in the reconciliation experience, and suggests ways to unlock potential achievements.

We seek, through this special issue, to contribute to the broader scholarly effort aimed at rethinking the trajectory of the formation of the Arab state and its evolution into its current form, by deconstructing its internal structure and analyzing its dynamics in light of its own conditions and contexts. The studies included in this issue also aim to move beyond ready-made and complete interpretive frameworks by approaching the Arab state as a historical, political, and social entity with its own internal logic and distinct paths of development, rather than reducing it to imported explanatory models or external normative projections.
