Book Title: Military Intelligence Comes to Light [Hebrew]

Examining the Egypt's military coup against an elected president on July 3 2013, this paper compares these summer events with similar experiences of countries that were also in the early stages of democratic development, including Venezuela in 2002 and Algeria in 1992. It looks in particular at the relationships between the "deep state," the "street," and the media in shaping the course of a coup's aftermath. In Egypt, the paper shows, it was the alliance liberal and secular forces with private media companies as well as military institution's reliance on its "deep state" network, which played a central role in mobilizing the street against the elected president Mohamed Morsi. This led to a counterrevolution that brought the tyrannical state and its figures back to power. Reading into the post-coup models Egypt's internal circumstances, regional situation, and the nature of the organization itself (different in many respects from the nature of the Islamist political movement that went through the same experience in Algeria), the paper draws out possible scenarios for the future of the Muslim Brotherhood in Egypt.

This paper discusses the relationship between Egypt’s military and security institutions, on the one hand, and the forces of the revolutionary movement since January 25 2011, on the other. It evaluates this relationship by looking at how it evolved during Egypt’s revolutionary and post-revolutionary periods. It achieves this by breaking events down into three main phases: an initial transitional phase managed directly by the Supreme Council of the Armed Forces (SCAF); Mohamed Morsi’s presidency; and the revolutionary movement after Morsi’s ouster. Based on observations of the three main junctures, this paper carries out a detailed reading of the major events in each phase and analyzes the impact that each had when it came to shaping the relationship between the military and security institutions. The paper sees distinct characteristics of the relationship between these central institutions at each phase, and assesses the impact of these different moments on the political process in Egypt more generally

This paper discusses the position taken by Israeli elite in welcoming the military coup in Egypt. It asks to what extent this attitude reflects the official Israeli position, even if it is not publicly announced. The paper outlines the intense efforts undertaken by Israeli Prime Minister Benyamin Netanyahu and the ruling Israeli elite, which deployed both international relations and diplomatic capabilities to secure recognition for the Egyptian government that came after the coup, especially from the US Administration. The paper explains the Israeli position, highlighting Israel's interest in supporting the coup; from restoring the strategic partnership with Egypt, to breathing life into the axis of 'Arab moderation,' draining the financial resources of Islamist movements, besieging Hamas, stimulating peace negotiations, delaying a resolution in Syria, expanding the rift and polarization in the Arab World, and tightening the noose around Iran, as well as a host of economic benefits that are even now being accrued.

This study reviews the various Syrian military groups currently active against the Syrian regime, and discusses the circumstances that led to their formation as well as their intellectual and political orientations, links, and funders. The study sees that in general these groups can be divided into two main currents: one with a secular orientation and one with an Islamist orientation. It argues that these military groups were formed spontaneously, in response to the violence of the regime, rather than as an intentional political act. In addition, uneducated sectors were confronted with the task of forming most of the leaderships of these military groups and actually leading them, which helped make their visions lack clarity. This study is a contribution toward filling the gap in Arab academic research on armed Syrian opposition forces.

The study addresses the issue of armament and the security dilemma in the Maghreb region, focusing on the rivalry between Algeria and Morocco. It argues that the armament level of the two countries has risen significantly in recent years, in the context of structural rivalry, making the Maghreb region one of the most heavily armed regions in the world, despite the absence of existential inter-Maghreb threats. The study attempts to examine the armament issue in the Maghreb and to understand its determinants and developments, focusing on the factors that influence it and on its likely consequences. Adopting the realist approach as a theoretical framework, it analyses SIRPI's data to demonstrate the high volume of Maghreb military expenditure and its evolution, and examines the Maghreb armament and its determinants and military risks. The study concludes that: the armament of the two countries reflects their competition over leadership and their threat perceptions; the armament dynamic is independent from the inter-Maghreb political tensions; the existence of a potential military confrontation between the two regional powers due to the interaction between emerging factors and structural ones.

Book Title: The Armed Nation: The Rise and Fall of the Israeli Military Reserves [Hebrew]

The conflict in Syria is rooted in its important geopolitical location and its significance in regional alliances and international rivalries. This paper argues that the Syrian Revolution, especially after its transition from non-violence to militarization, fell victim to an intense rivalry in the context of the game of nations over three things: the direction of the ongoing conflict, the future of the country, and its political orientation. Although the essence of the conflict has not changed much since the beginning of the crisis - both with respect to the objectives of local actors and the interests and alliances of influential powers - the regional context has seen important changes. Perhaps the most prominent of these are the overthrow of the Muslim Brotherhood in Egypt and the return of the army to the political stage; the decline of Turkey’s regional status as a result of the setbacks faced by the leadership of the Justice and Development Party; and the possible predominance of pragmatic thinking in Iranian foreign policy after the presidential election in Iran. In addition, the Saudi decision to abandon its traditional caution and move toward a direct confrontation with the Iranian project in the region presents another momentous change. Amid this changing regional landscape, the Syrian crisis remains at a standstill - a military solution is not possible and a political solution is not viable - in the context of a state of regional and international polarization, and the absence of an effective international that will to put an end to this tragedy.

The relationship between economies and polities is one of vital importance to the outcome of the contemporary intensifying struggle between authoritarians and democrats. Investigating this relationship in Egypt is therefore of relevance for the world as a whole, increasingly divided as it is between countries with political economies informed by authoritarian or democratic models. This study will explore manifestations of that vital relationship in Egypt. It will commence by outlining the global and national contexts within which the economy operates, and both shape it and present challenges that must be met to achieve more rapid growth. How economic factors have contributed to the rise of Sisi's new authoritarianism will then be investigated. This will be followed by reversing that relationship, analyzing the economic consequences of the Sisi regime. Whether those consequences will better enable Egypt to compete economically, or will undermine its capacities to do so, is addressed in the fourth section. That is followed by an effort to answer the related question of what the key building blocks of a more successful economic strategy might be. In the conclusion scenarios of alternative futures of Egypt's political economy are considered.

The rise of China as a new global power has placed a non-Western actor at the center of world politics; an actor with no colonial or imperialist history. Analyzing China's regional and global influence, the study follows the historical context of its rise and growth in a record period of time, making it a major global economic and military power. The study aims to shed light on the rise of Chinese Asian power, and the controversy that accompanied this. It will attempt to explain the causes that helped this rise take place and the potential for growth and development. The study also explains the obstacles that could hinder further Chinese growth and ascendancy, as well as the impact of China's rise on the world, and the regional and international positions vis-à-vis this rise.
