Role of the International Criminal Court in Punishing the Crime of Aggression in Light of the Kampala Amendments
2014-01-01
Aggression is the door that lets in all other forms of crime. Therefore, it is necessary to criminalize it rather than just ban it. Although it was difficult to realize that these two goals are separately essential, they were ultimately reached through the 1945 UN Charter that banned the use of force in international relations and the 1998 Rome Statute that stated the inclusion of the crime of aggression in the jurisdiction of the International Criminal Court (ICC). However, the practice of this jurisdiction was put on hold until 2010, pending the holding of the review conference that would define aggression and the conditions of the court’s practice of its jurisdiction in this crime in compliance with the UN Charter. This alignment between the UN Charter and the amendment seems logical at first as long as it halts war. The Security Council gets to decide whether the committed act was an act of aggression and a threat to international peace and security. But, the question is the following: Did the amendment of the Rome Statute complement the relationship between the Security Council and the ICC in the field of aggression or did it entrench the council’s dominance over the court?

Moroccan-Algerian Relations: The Geostrategic Complex
2014-01-01
This paper tackles the Algerian-Moroccan rivalry over the position of central state in North Africa and explores the stages of the Algerian-Moroccan conflict. According to the author, the rivalry between these two Arab neighbors over the position of “unitary state” is the main factor behind the tense relations between the two states, tension that inevitably affects the action plan of the Arab Maghreb Union. The relative balance of power between Algeria and Morocco explains why the conflict is centralized between them rather than other states of the Arab Maghreb. Libya, Tunisia and Mauritania are well aware that they do not have the qualifications to occupy the position of “unitary state”.
The Assad regime was quick to accept the terms of a Russian proposal to destroy its stockpile of chemical weapons following a chemical weapons attack on civilians under siege in East and West Ghouta. Within days of the attack on August 21, 2013 the regime’s chemical weapons stockpile was made available to international observers, with the Syrian regime even making an application to join the Chemical Weapons Convention on September 20 of the same year—Damascus had previously insisted that Israel join the Nuclear Nonproliferation Treaty before it signed up to the CWC. This paper seeks to understand (the possible) increased acceptance of Bashar Al Assad by the global media, which might presage a rehabilitation of his image, pending his presentation on the world stage as a legitimate head of state for Syria in the wake of the chemical weapons deal his country has struck.

Globalization and extremism or radicalism are two important phenomena attracting unprecedented attention. They conquer an ever expanding space in traditional and modern media outlets today. Moreover, they have become major topics of research, academic studies, scholarly conferences and seminars, and specialized reports in think tank and policy-making circles. This fact raises important questions. Is there any relationship between globalization and radicalism in the world today? And if so, as this paper contends; what is its nature? What are the mechanisms behind it? And how does it manifest itself? These are major questions the paper attempts to answer. But before engaging in that, we need to consider the concepts themselves. What is Globalization and how it has come to be? What is Extremism, and what are its sources and consequences? What is radicalism, and how it relates to extremism? In what fields these two phenomena can be best observed.
This report documents the most significant Palestinian events and developments related to the Arab-Israeli conflict, covering the period from September 1 to October 31, 2024.

Armament and the Security Dilemma in the Maghreb: Algerian-Moroccan Rivalry
2024-05-01
The study addresses the issue of armament and the security dilemma in the Maghreb region, focusing on the rivalry between Algeria and Morocco. It argues that the armament level of the two countries has risen significantly in recent years, in the context of structural rivalry, making the Maghreb region one of the most heavily armed regions in the world, despite the absence of existential inter-Maghreb threats. The study attempts to examine the armament issue in the Maghreb and to understand its determinants and developments, focusing on the factors that influence it and on its likely consequences. Adopting the realist approach as a theoretical framework, it analyses SIRPI's data to demonstrate the high volume of Maghreb military expenditure and its evolution, and examines the Maghreb armament and its determinants and military risks. The study concludes that: the armament of the two countries reflects their competition over leadership and their threat perceptions; the armament dynamic is independent from the inter-Maghreb political tensions; the existence of a potential military confrontation between the two regional powers due to the interaction between emerging factors and structural ones.
