The paper provides indications and analysis of the positions of the most influential Shia powers and parties in Iraq after the fall of the predominantly Sunni city of Mosul and the rise of the Islamic State group in 2014. In addition to the Najaf-based supreme Shia religious authority led by ayatollah Ali al-Sistani, the Shia parties represented in government since 2003, the paper shed light on the increasingly powerful Iran-backed armed groups Popular Mobilization (Hashd Sha'abi) and how their appeal, visibility and influence had changed after the fall of Mosul. The question of the Iraqi national identity and how it interacts with the Shia identity is addressed in the paper in light of the discourse of the Shia powers and relations between Shia Iraqis and other communities.

A literature review of the major writings that covered the Arab Spring during the last five years

Five years prior, the Arab Center for Research and Policy Studies brought together a group of young activists whose dedication and courage gave ris eto what would become the Arab Spring. The group of activists, gathered again in Doha on January 15-16, 2016, appeared to have been completely changed by the intervening months. With the initial ecstasy of the fall of tyrants across the region now faded, the young revolutionary activists had matured ideologically and politically. It was a maturity born of suffering and setbacks, and revealed a realism towards the coming battle for freedom. One unchanging fact was their continued hope for freedom, and their belief in its possibility.

Morocco's participation in the Saudi-led coalition was formed to confront the expansion of Houthi rebel control over the Yemeni state. This study gives an overview of the factors that led to the expansion of the geopolitical and geostrategic depth of the Gulf States to include a number of Arab countries, all the way to the Kingdom of Morocco. The paper discusses the gains Morocco made as a result of joining Operation Decisive Storm. Morocco faces similar challenges from extremist groups, making participation in the operation an opportunity it can benefit from later in the event it needs to tackle similar militias in the Sahara. In addition to the economic and political reasons for joining the coalition, the geostrategic shifts in the Arab region and the rise of the threat of extremist ideological forces in the region has prompted Morocco and the Gulf States to develop a new vision for relations on the basis of cross-border national security. The paper finally tackles the shift Morocco's participation has represented, examining King Mohammed VI's preference for more rapprochement with the European neighborhood.

Examining the negative effects on the economies of oil-exporting Arab countries as a result of the current imbalance in the international monetary system, this paper finds that the imbalance is mainly represented in the continuation of the dollar as the central reserve currency of the Gulf States. As long as this imbalance exists, it postulates, the surpluses achieved by these countries in their balance of foreign payments ends up as dollar-denominated reserves deposited in the US government treasury or as US bonds. In other words, as loans countries with financial surpluses Gulf States give to the richest economy in the world in return for meager interest rates instead of investing them in high-yielding productive projects that could increase demand in the global economy, drive up employment rates, and help protect against crises and instability. This study aims to start a debate about the need for the Gulf countries to take part in efforts to reform the international monetary system, and join developing nations that spend on infrastructure and sustainable development instead of on defense. This paper sees such a move as ensuring that the Gulf States would then participate in reforming global governance and the development of the international monetary system. Gulf countries should seriously consider joining the New Development Bank and the Asian Infrastructure Bank, as well as establish a trans-regional bank between Asian and Arab countries, as a more advanced step.

External influence has played a central role in the Yemeni conflict. Powers seeking to extend power and establish dominance have manipulated Yemen’s diversity as a way to gain influence. Other powers seem to be using Yemen as a way to step into regional power vacuums. At the same time, diplomatic activity has been used as a way to maintain interests and sustain polar uniqueness. Each of these areas of influence are key to understanding the current conflict and for determining a path ahead. This paper examines these avenues and specifically looks at key developments leading up to the current conflict. These include the six wars waged by Ali Abdullah Saleh against the Houthis, the political game shifts in Yemen, the weakening of the state and other factors that led to the take-over Yemen’s capital city of Sanaa.

This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.

This paper explores attitudes among Syrian refugees and displaced persons towards the presidential elections held in their country on June 3, 2014. Respondents came from refugee camps located in Turkey, Lebanon and Jordan as well as internally displaced persons camps along the Syrian-Turkish frontier. Survey questions also asked respondents about their views of the existing regime and its institutions in addition to their prescriptions for an “ideal solution” to the Syrian crisis. Answers to the latter question came in three distinct categories. A clear majority (64%) which supports a change of regime as the path to an ideal solution to the Syrian conflict, in contrast to a mere 6% who support the total defeat of the opposition by the regime as an ideal end to the crisis. A third group, accounting for 23% of respondents, held that the ideal solution to the Syrian conflict would be peaceful, based on a dialogue which brought together the regime and the opposition.
