The youth revolution in Yemen at the beginning of 2011 kindled a ray of hope that the walls of tyranny could be broken down and the country could be pulled back from the clutches of narrowly defined identities. It sharpened the will that formed a “historical bloc” capable of rendering democratic transition successful. However, the youth revolution never transcended the ecstasy of a romantic revolutionary act to reach the stage of building institutions capable of enforcing respect for the law and accommodating ethnic, tribal, sectarian and political pluralism. This study addresses the impact of the Saudi-Iranian role on Yemen's transition. It is premised on considerable importance attached regional factors, which perhaps have even greater influence than domestic factors on the outcome of the Yemeni revolution. The study stresses that the effects and limits of regional factors are related to several variables, such as the vicissitudes of international politics; international and regional balances and interests; as well as the strategic location of the country subject to interference; its resources; its internal dynamics; the maturity of local elites; the weight of political opposition; and the quality of institutions.

This section highlights key political documents related to the democratic transition in the Arab world. In this issue, we publish a document from Tunisia, issued between November 1 and December 31, 2023.

This article deals with the changes to the demographics of Israeli settlement in the West Bank and East Jerusalem from 1967 to 2013. It reviews the demographic data on the Jewish settler population, population growth, net migration, and ethnic distribution, and discusses the direct and indirect factors influencing the increase in settler numbers and in migration to the settlements. It also presents forecasts for the growth in the settler population until 2048. The article asserts that the rise in the number of settlers is a result of two factors: migration to the settlements and very high natural population growth among the settlers. The first factor can be explained by policies that promote migration to settlements and provide economic conditions and social services to support migration. The second (very high natural growth) can be explained by the nature of the settlers and their levels of religiosity and right-wing/nationalist ideology. The article clarifies that the relative importance of these two factors has varied according to the various political stages. In the early settlement period, migration was the main factor accounting for increasing numbers of settlers, while the high birth rate accounts for the increase in settler numbers witnessed over the last 20 years in the West Bank, but not in Jerusalem.

This paper presents an overview of trends in public opinion in four Arab countries—Jordan, Iraq, Lebanon and Palestine (covering the West Bank and the Gaza Strip) towards events in the Syrian crisis. The data presented in this paper draws on opinion polls, comprising of face-to-face interviews with representative samples within each of the countries named above, and conducted as part of the 2012 Arab Opinion Index. The results of the survey demonstrate that there is no sharp divide in public attitudes towards the Syrian crisis, with firm majorities across all countries believing that an ideal solution to the Syrian crisis lies in the overthrow of the current regime. Only 8% of respondents held the view that the best solution to the crisis in Syria would lie in the total vanquishing of the opposition.

This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.

The study defines the "external factor" and determines its impact on the transition process. The study notes that the role of these factors in transition is different from that of "democratization" if the external influence of the revolutions is minimal. This is especially so in the case of spontaneous popular revolutions where the external factor may be influential in the democratic transition, although its impact is decisive only when accompanied by facilitating domestic factors. The study shows the relationship between the external factor and the geostrategic location of the Arab state whereby the external factor becomes more important according to the importance of the state. The study follows the evolution of the principle of supporting democracy in US politics, which has been linked to US interests and has ended up supporting regime stability. It also monitors a regional and international trend of "promoting autocracy".
