This study examines how the 2023 Gaza War reshaped maritime security dynamics and geopolitical rivalry in the Red Sea, particularly in the Bab al-Mandab Strait, through a complex interplay between great powers and non-state actors. It demonstrates that the Houthi (Ansar Allah) attacks on commercial vessels –framed as support for Gaza – transformed the strait into a global flashpoint that exposed the vulnerability of international supply chains. The study also shows how these developments reactivated U.S.–China rivalry in the Red Sea: the United States adopted a military–security approach in support of Israel's war on Gaza and to reaffirm its role as guarantor of the maritime commons, while China favored a cautious strategy centered on economic influence, calculated non-involvement in military operations, and securing the passage of its vessels through discreet diplomatic channels. The study concludes that the Red Sea has become a space where U.S. naval dominance intersects with China's rising economic power, and where non-state actors increasingly shape regional and global security.

This paper examines the 2012 General National Congress (GNC) elections in Libya, analyzing their implications and the interpretations that framed them as a victory for the liberal bloc (the National Forces Alliance) over the Islamist faction (the Justice and Construction Party and its allies). The paper reveals that this interpretation lacks accuracy, highlighting that a significant number of winning independent candidates were affiliated with Islamist movements. It also argues that Islamists later succeeded in consolidating their control within the GNC, leveraging their alliances to pass laws that excluded their political opponents. These elections marked a turning point in Libya after the overthrow of Gaddafi, representing the country's first democratic experiment in building a new political system despite the challenges inherited from the previous era. The paper examines the electoral system, key competitors, election results, and internal conflicts within the GNC, concluding that Islamist dominance after 2012 challenges the idea of a liberal victory.

Several scholars studying the so-called authoritarian elections argue that the primary motivation for citizens to vote in the Arab world is the pursuit of individual (mostly material) interests driven by clientelism that may take the form of explicit vote-buying or granting services and privileges to electors. However, research overlooked the potential impact of citizens' evaluation of the regime's democratic level on electoral participation. The goal of this study is to fill this gap. The analysis of the eighth round of the Arab Opinion Index (2022) across nine Arab countries—Jordan, Tunisia, Algeria, Iraq, Kuwait, Lebanon, Egypt, Morocco, and Mauritania— reveals that individuals who perceive their country as more democratic are more likely to vote, regardless of objective indicators suggesting the undemocratic nature of the political system.

The paper studies the Iraqi-Syrian-Turkish conflict over the Tigris and Euphrates rivers, from a geopolitical perspective. It argues that this conflict has historical and political roots, not solely tied to the natural availability of water in the Tigris and Euphrates, but rather connected to the policies of different parties in managing water resources. The paper includes three essential elements. The first examines the geographical and hydrological characteristics of the Tigris and Euphrates. The second explores the political and academic discourse in the 1990 s regarding the "water war" theory. The third and final element analysed the characteristics of the new conditions that have distinguished the three countries since the beginning of this century, imposing on Syria and Iraq the need to devise a new vision for managing their available water resources. The research concludes with the inevitability of negotiation for the joint management of the Tigris and Euphrates water resources as it is not in Turkey's interest to ignore the interests of downstream countries. Moreover, Syria and Iraq cannot achieve any results without negotiation and water diplomacy.

This introductory essay highlights the considerations that prompted this in-depth look at the state of political science in Arab academic institutions, and made it essential. For political science, and the humanities and social sciences more generally, play a central role in any societal renaissance. Our experience of teaching graduate level political science at the Doha Institute for Graduate Studies has already indicated to us that the situation of the discipline in Arab universities was not at all rosy. This impression was confirmed by many studies, conferences, and forums organized by the Arab Center for Research and Policy Studies, which revealed a huge gap of knowledge in the field. This made it imperative to undertake an evaluation of what Arab universities were offering in their efforts to guide students to master the discipline up to global standards. The studies in this special issue, and the following one, highlight a multi-layered crisis in the field, impacting teaching, research, and employment prospects. The studies point to the late arrival of the discipline in the region, the limited areas covered, inadequate resources, and a lag behind international achievements in the field. The crisis is complicated by a number political, economic, social and structural obstacles that hold the discipline back from achieving its potential. This introduction summarizes and assesses the findings of the studies included in this special issue, and the second part in the following one, one emergence, evolution and achievements of the discipline, and the impediment obstructing its progress and maturity in the region. It focuses on case studies from Egypt, Algeria, Sudan, and Tunisia, adding surveys and reflections on methodologies and theoretical challenges. It concludes that despite some major achievements and progress, the biggest obstacle to progress in the discipline remains the absence of viable scholarly communities, both regionally and nationally in in each country. The essay offers proposals to address this problem.

Palestine Over Two Months

Transitional justice in Libya is the key to stability of state and society. Under the previous regime, many Libyans' rights were violated. The regime's collapse only exacerbated these violations, in addition to bringing about the country's social and cultural disintegration. The very exceptional nature of the Libyan state complicated efforts to establish a transitional justice system in post-revolution Libya. Successive governments since the revolution have failed to exercise control over security. This paper deals with transitional justice in three sections. The first reviews Libyan legislation since the 17 February 2011 revolution. The second analyzes reasons for the failure of legislative efforts to implement an integrated program of transitional justice. The third outlines short- and medium-term requirements for implementing a transitional justice program.

This text presents public opinion trends towards a set of public policies in Arab countries, using Arab Index data. This text focuses on citizens' evaluations of their governments, due to the importance of this evaluation itself, in addition to what it reflects about the trends in the nature of the relationship between the citizen and the state in the Arab countries. This assumption is tested through a wide range of questions that measure the level of confidence in the three state authorities, the extent of confidence in the basic executive bodies, and the use a set of detailed indicators that address the evaluation of the performance of the legislative councils in carrying out their roles and the performance of governments in providing basic services. The text uses the two indicators of the priorities of Arab citizens and the priorities of spending in the state budget from the point of view of public opinion, and the evaluation of government performance.

This study adopts the regulatory state thesis to highlight the changes that have occurred in the economic and social role of the state and then the way in which public policy problems are addressed. The discussion focused on the regulatory policies of the telecommunications sectors following the economic liberalization of these markets and their opening to competition, through examining three cases in the Arab region: Egypt, the UAE and Qatar. The study is based on the hypothesis that the shift in the role of the state from the welfare state model, whereby the state and its institutions played the main role in the operations of providing communications services, to the regulatory state model, whereby the country adopts strategies to liberalize those markets, has necessitated making room for non-state actors to play an expanding role as a telecommunications service provider and operator. At the same time, the state has become the regulator that controls the behavior of new actors by designing regulations and legislation that control the rhythm of service delivery processes in liberalized telecom markets, in a manner that guarantees the quality of the services provided, and in a way that benefits the users.
