This report chronicles some of the most significant developments relating to the Arab-Israeli conflict.

​​The first Annual Conference for Strategic and Policy Studies in the Arab World was hosted by the Arab Center for Research and Policy Studies from December 15 to December 17, 2012. The brought together scholars working within policy research centers, the directors of these organizations and representatives of funding bodies.

This report highlights some of the major milestones of the Arab democratic transition. The countries covered include Tunisia, Egypt, Libya,Syria and Yemen.

The basic hypothesis of the study is summarized in Israel's ongoing efforts to maintain its monopoly on nuclear weapons in the Middle East for as long as possible, and its various political, diplomatic, security, military, and economic activities to prevent Iran and any other country in the Middle East from obtaining nuclear weapons. The study examines Israel's policy, which calls for imposing the maximum international economic sanctions on Iran, manifested in its complete abandonment of the nuclear project or the overthrow of the Iranian regime. It presents Israel's policy towards the negotiations to return to the Iranian nuclear deal and the strategic confusion in which Israel finds itself due to many mistaken assumptions adopted by the Benjamin Netanyahu government regarding the Iranian nuclear project. It also discusses Israel's goals in the "war between wars" it wages against Iran and the major strategy against Iran advocated by the Israeli military establishment, as well as Israel's efforts to establish an Israeli-Arab-American military alliance against Iran. The study also presents the Israeli vision of the Israeli military attack on Iranian nuclear facilities and the risks and problems it faces.

An agreement signed by the Russian Foreign Minister and his US counterpart in Moscow has taken observers by surprise due to its timing and the surrounding circumstances. The agreement in Moscow was the natural culmination of a series of events impacting the situation in Syria, including changes to the composition of Barack Obama’s Administration and an overall shift in American attitudes towards the Arab Spring. This has presaged a change in American vision towards its interests in the wider Middle East region and Washington’s relations with both regional powers and global players with influence on the Syrian conflict. Finally, the agreement can be regarded as an expression of American uncertainty, as well as the Obama Administration’s inability to formulate a coherent policy towards Syria two years into the revolution.

​It was mostly British colonisers who came to consolidate the political, economic and military interests of the motherland and did what they used to do: play football. Apart from spending their time, football worked as a colonial instrument both "civilising" and "disciplining" the colonised populations. The first clubs in North Africa and the Levant restricted membership for non-Westerners and non-whites, but soon football also became a transnational transmitter of independence movements, the stadiums becoming important social spaces on the local and national levels. Such was the emancipatory force of football that it has been preserved across the region ever since the colonial era, prominent again in the Arab Uprisings. However, the massive wealth of the Gulf States and their decision to invest in football's soft power has changed the equation. The article thus describes emancipatory and counter-emancipatory trends in MENA football history from a longue durée perspective.

This paper compares the results of the Fragile States Index issued by the Fund for Peace, a charitable organization, with indicators established in the Arab Opinion Index, an annual survey undertaken by the Arab Center for Research and Policy Studies in a number of Arab countries. These indicators reflect the assessments provided by Arab respondents of economic, social and political issues and what their views mean in light of the specific country contexts. The paper also examines whether citizens' views can be relied upon as indicators of the vulnerability of the state and the extent to which the indicators of state vulnerability are accurate by comparing them with the opinions of citizens in different areas. In this context, based on the Arab Index survey, the paper relied on nine indicators out of 12 adopted by the Fragile States Index in order to interpret economic, social and political opinions expressed by respondents.
