Book Title: The Arab State: Origins and Trajectory

The Islamic Republic's foreign policy, grounded in a revolutionary commitment to Shi ʿ i transnationalism, has long been viewed as a central mechanism for securing Iran's regional influence and post-revolutionary identity. Yet recent developments, most notably the June 2025 war with Israel, raise critical questions about the sustainability of this approach. While much scholarship has explored Iran's identity-driven foreign policy, less attention has been paid to the chronic contradictions it generates within Iran's ontological security framework, or how these contradictions both shape and constrain Iran's regional conduct. This study approaches the problem by theorising Iran's predicament as an ontological trap, a condition in which identity-affirming foreign policy routines produce chronic insecurity rather than stabilisation. It introduces the concept of a security dilemma of influence to explain how transnational networks (once strategic assets) now provoke nationalist contestation and narrative fatigue in Iran, Iraq, and Lebanon.

​The fourth annual Conference on the Arab Democratic Transition was convened by the Arab Center for Research and Policy Studies in Tunis, Tunisia. The 2015 meeting was devoted to theme of violence and politics in contemporary Arab societies. In total, 45 academic papers were rpesented over two days from 12 to 13 September. It came at a time when the Arab region, and particularly those countries within it that witnessed the Arab Spring, was engrossed in massive violence.

Qatar is on a path to ever widening global production and trade, its networks today including the entire global market. This paper discusses how the economy is no longer governed by the system of the nation-state alone, as new types of actors in the economic field appear. The private sector has gained the primary role in fields of production, marketing, and global competition, causing some theorists to say that globalization has put the state’s role in the shadow of globalization, predicting an end to the state. Others, however, say that though it has removed restrictions and barriers on the flow of goods, capital, labor, values ​​and cultures, globalization does not toll the demise of the role of the state as much as it promotes the role of national authority in the management of economic, social, civil, cultural, and scientific activities. The general global trend toward the international reality of gradual global institutionalization allows the overcoming of barriers and other enormous challenges that lie ahead. This study discusses a number of issues related to globalization and the opening of old borders, it reviews the trend toward institutionalization of international action on issues such as terrorism, war, and environmental crimes, as international law has taken a step forward to develop mechanisms of judicial action

This study evaluates the strength of the legislative bodies in three Arab countries both on paper and in public opinion. It utilizes an existent measure, the parliamentary power index, to gauge the strength of parliamentary bodies, before comparing that with public perception. The study asks if the power given to legislative bodies reflects the actual impact on policy from the point of view of Arab citizens. This study uses the questions in the ACRPS Arab Opinion Index on the legislative councils of Jordan, Morocco and Kuwait, in comparison with the parliamentary power index, to make this assessment.

This study addresses the vital importance of the Litani River in Lebanon and tackles the environmental challenges resulting from severe pollution in the river, where approximately 40 million cubic meters of untreated sewage are dumped annually. The study argues that political fragility and inadequate governmental response in Lebanon, along with the sectarian system, civil war, and extreme poverty, have contributed to the failure to resolve Lebanon's water crisis. The study emphasizes the urgent need for sustainable development and balanced reconstruction in Lebanon, through the implementation of integrated solutions and effective governance of water and land. The study highlights the importance of efficiency in using natural resources and the adoption of innovative technologies to build resilience against climate change, such as remote sensing services, improving rainwater collection, and enhancing soil moisture.

This paper uses the findings of the 2015 Arab Opinion Index to gauge Arab public attitudes towards the “Joint Comprehensive Plan of Action”, the international agreement which brought to a close a world crisis over Iran’s nuclear program. The paper also explores Arab attitudes towards the possibility of Iranian non-compliance with the terms of the agreement as well as the possible transformation of Iran into a nuclear capable state. The findings reflect a sharp division within Arab public opinion: 43% of respondents expressed the belief that Iran would abide by the terms of the agreement, with 46% predicting that the country would not follow through with the terms of the multilateral treaty.

This paper discusses the escalation of the refugee crisis following the revolutions of the Arab Spring, which triggered a mass exodus of people fleeing the countries witnessing revolution, including Syria.
