Book Title: The Concept of the Islamic State: The Crisis of Foundations and the Inevitably of Modernity [Arabic]

Looking at the results of the mid-April 2015 presidential and parliamentary elections in Sudan, the paper reviews the changes that have occurred amid the last presidential cycle under al-Bashir (2010-2015). The election results are analyzed against a background of the South's succession when Sudan lost two-thirds of its oil revenues and entered a severe economic crisis, and a period when war erupted in the South Kordofan and the Blue Nile states, and unrest continued in the Darfur states. This will also be put into the context of a collapse of Islamist powers in Sudan, the decline of the role of the Islamic movement in the political process, President Bashir's exclusion of Islamist leaders who defected form Sheikh Hassan al-Turabi, the rise of generals to power, and their control of the leadership of the Islamic movement itself. Further, the implications of the broad boycott of the elections, the loss of trust in the national electoral commission, and the implication of the growing number of independent candidates are taken into account. Finally, the paper examines Sudan's disengagement with Iran its attempt to return to the Arab fold as a last attempt to buy additional years for the ruling regime.

The debate over the most appropriate model for governing Somalia continues. This article begins by synthetizing that debate using interviews, discussion groups, as well as document and literature analyses. It addresses issues of complaint with the current system, including lack of confidence, demands for democracy, access to basic services, and for a fair share of resources. These form the core of local interest in decentralized proposals. It analyses the regional and international context, as well as tribal politics as forces pushing for the current tribal federal project. The suitability of proposals for confederacy, federalism, government by consensus, and decentralization contained in the published literature are analyzed in this context, alongside the literature available on the subject. The paper finds that a decentralized system is the most appropriate governance model for Somalia, explaining how the flexible tools it involves will work to keep the country united, address local grievances, and legitimate interests of external Parties.

This article looks at Algeria's security policy in general and its security doctrine in particular, analysing its changes and dilemmas in a turbulent regional environment and in the context of an internal Hirak. It argues that these doctrines have undergone minor changes to meet regional security needs, which precludes fundamental change at this stage. It also argues that the tension between the moral-normative imperative and the security imperative, on the one hand, and the principle of dual non-interference (political and military), on the other, constitute two major dilemmas confronting Algerian politics and security doctrine. Starting from these two elements, the article, after setting out my concept of the subject, examines the formation and nature of Algerian politics, ideology, and transformations. It then looks at the constitutional decision on the participation of Algerian armed forces in international peacekeeping operations, analysing their context (domestic and foreign), their motives and justifications, and the reservations they face. Finally, it analyses Algeria's regional security strategy as an alternative to intervention. The article comes to three main conclusions. First, there is a limited adjustment to the issue of external interference depending on the needs of the security interest. Second, the end of the absolute refusal to use armed forces outside the borders. Third, it is likely that the tension between moral-normative and security considerations will escalate if the unrest continues within its geographical boundaries.

The 2011 Arab uprisings sparked hopes for positive change in the regional politics of the Middle East. The uprisings not only challenged the authority of states at the domestic level but seemed poised to disrupt regional geopolitics and alter the position of the Middle East in the international system. With the outbreak of civil wars in Syria, Libya, and Sudan, military interventions in Bahrain and Yemen, and the unprecedented proliferation of armed non- state actors in the region, the uprisings seem to drive important changes in the nature of the state and its regional and international role. Despite its artificial inception and its puzzling survival throughout the 20 th century, the Arab State faces challenges in the post- 2011 era and its vulnerabilities have been exposed. While the uprisings may have weakened Arab states, changes at regional and international levels created permissive conditions to challenge the regional state system. Hamas's 7 October 2023 operation and Israel's ensuing wars in the region have further exacerbated state erosion and reinvigorated post- 2011 regional dynamics. This paper examines how structural international and regional conditions have reshaped statehood and agency in the region post- 2011. It also explores how the responses of Arab states to international conditions and the regional reverberations of the uprisings have further generated disintegrative effects for the Arab state.

This paper examines the positions of the five permanent members of the UN Security Council vis-à-vis the Palestinian issue between 1979 and 2013. Using the voting patterns of the US, Russia/former USSR, United Kingdom, France, and China in international bodies, this paper – with a focus on the US as leader of the current international system—examines the points at which international law and foreign policy overlap and intersect. This contributes a wider theoretical understanding of the positions of major powers in international organizations.

This study examines the constitutional management of political transition in Algeria following the popular protests of February 2019 (the Hirak). After setting out the basic tenets of Transitional Constitutionalism, the study investigates the extent to which peaceful political change can be achieved through constitutional mechanisms or arrangements derived from inherited texts. In contrast to similar Arab cases, the Algerian experience was characterized by the adoption of a political plan to manage the transitional phase, based on constitutional measures derived from the texts in force. But it was not convincing for a large segment of the Hirak, who believed that these arrangements would restrict the path of change to reproduce the existing system at the expense of achieving peaceful political change. In this sense, managing the transitional political phase according to the applicable constitutional texts did not set a precedent. Rather, in Algeria, a kind of precedent was set in the restriction of the concept of constitutional solution to the literal requirements of the functional constitutional text, without partial constitutional amendments, nor a fundamental revision of the inherited legislative structure.

Alongside two constitutions, an old one brought down by a revolution and a new one drawn up by the "constituent power", the state enters a transitional phase during which it is usually ruled by "interim constitutions", enforced by the "transitional constituent" to act as a bridge between the two major constitutions in temporarily regulating the transition and the relationship between authorities. Since the "transitional constituent" wields "authority" outside of constitutional legitimacy, and since contingency and intentionality are inherent features of interim constitutions, a question arises about the extent of the "transitional constituent's" impact on shaping the constituent power, and the legacy of the interim constitutions in drawing up the permanent constitution. The study explores this question, addressing the Egyptian and Tunisian experiences in a comparative context, within a timeframe that begins with the regime collapse in early 2011 and ends with the entry into force of the current constitution in both countries in early 2014. The study seeks to understand the repercussions of the constitutional designing of the transition on the foundational process, and the constitutional regime that it has produced today in the two countries.
