Milestones in Democratic Transition in the Arab World 1/11 - 31/12/2021.

This paper presents Arab public opinion trends on the Palestinian issue, through data collected by the ACRPS-conducted Arab Opinion Index. It assesses whether Palestine is a pan-Arab issue or one that concerns Palestinians alone. It also evaluates Arab regional attitudes towards recognition of Israel and towards the positions and policies adopted by some international or regional powers towards Palestine. The paper demonstrates that Arab public opinion strongly leans towards dealing with Palestine on the basis that it is a pan-Arab issue, not specific to the Palestinian people alone. It also shows that public opinion in the region is almost unanimous (at a rate of 88%) in rejecting any national recognition of Israel and that the assessment of Arab public opinion of regional or international powers in the region is determined by their policies towards the Palestinian issue.

Early in the transitional justice process during and after the Tunisian revolution, the need arose to develop a full-fledged legal framework guaranteeing the rights of victims and, at the same time, of perpetrators. However, no sooner was transitional justice legislation ratified than progress towards the objective faltered. In an atmosphere of partisan political turbulence, the legislation resulted in weak outcomes. This led to the conclusion that the foremost problem of transitional justice does not lie in an absence of political will as much as in the philosophy on which it is founded. This philosophy adheres to liberal democratic values in facing the painful past and restoring rights to victims of despotism – by stipulating a set of rights that put the victim and the executioner on the same footing, without the slightest consideration of the balance of power between them. Consequently, perpetrators and torturers tend to dodge justice and recognition of truth, equating reconciliation with accountability.

This article looks at Algeria's security policy in general and its security doctrine in particular, analysing its changes and dilemmas in a turbulent regional environment and in the context of an internal Hirak. It argues that these doctrines have undergone minor changes to meet regional security needs, which precludes fundamental change at this stage. It also argues that the tension between the moral-normative imperative and the security imperative, on the one hand, and the principle of dual non-interference (political and military), on the other, constitute two major dilemmas confronting Algerian politics and security doctrine. Starting from these two elements, the article, after setting out my concept of the subject, examines the formation and nature of Algerian politics, ideology, and transformations. It then looks at the constitutional decision on the participation of Algerian armed forces in international peacekeeping operations, analysing their context (domestic and foreign), their motives and justifications, and the reservations they face. Finally, it analyses Algeria's regional security strategy as an alternative to intervention. The article comes to three main conclusions. First, there is a limited adjustment to the issue of external interference depending on the needs of the security interest. Second, the end of the absolute refusal to use armed forces outside the borders. Third, it is likely that the tension between moral-normative and security considerations will escalate if the unrest continues within its geographical boundaries.

This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.
