The Gulf states, collectively and individually, no longer enjoy the luxury of stability and security they did over the three decades that preceded the outbreak of the Arab Spring. The Gulf Cooperation Council (GCC) now faces new kinds of threats more serious than any since the fall of the Saddam Hussein regime at the hands of American forces in 2003. Notably, to date the GCC States have been among the states that have benefited most from the fall of dictatorial regimes in countries such as Egypt, Libya, and Tunisia. The UAE, for instance, has benefited in particular, becoming the favored destination for direct foreign investment in the region. The growing spread of regional instability however has created what could be called an unstable backyard for the Gulf, as its security and stability is threated in unprecedented fashion on a number of fronts, locally, regionally, and internationally. The GCC states must therefore adjust and change their political and strategic practices and policies so as to become more capable and more flexible in confronting and managing conflicts and crises. Ultimately, it is not just their security which is under threat but their very existence.

Arab People's view on Political Systems: Comparative Study Using Principal Component Analysis
2021-11-01
This article is an attempt to study the legitimization of the Moroccan political system by constitutional jurisprudence, considered as a concrete process within the science of constitutional law, and a social field that has witnessed struggles over epistemic authority. The structure and dynamism of this scientific field, and the appropriate political context, led to its transition from profane thought to traditionalism in the wake of the conservative revolution spearheaded by moroccan young researchers. This revolution, which constituted the kingdom of the constitutionalists, will shift from a counter field to a hegemonic one. This enabled the pioneers of traditionalism to participate in the process of legitimizing the political system in Morocco, through the production of constitutional documents broadcast and infused in symbolic violence through the constitutional lesson that will turn them, with the backing of the constitutional document and academic mentoring, into a scientific habitus.

Implications of the Nuclear Agreement: The Iranian View
2015-09-01
Iran, over the past four decades, lived through a state of continuous alert to defend itself against the threats surrounding it and targeting its national security. Over that period, Iran did not enjoy clear recognition of its legitimacy from the major powers, the United States in particular. This created ongoing anxiety and restricted Iran’s efforts of “preserving the regime”, which Ayatollah Khomeini made the highest duty. These circumstances had tangible effects on Iranian national security and its strategy. The article sees that the nuclear agreement might be the beginning of a new phase. Via the agreement, Iran feels it has gained the recognition of the international community, and acknowledgement of its demand for legitimacy. Most importantly for Iran, the agreement shifts it away from the obsession with security and stability, and encourages it to bring out the features of the “Iranian model” in the region. The paper also discusses the fears of neighboring states and Iran’s efforts to reassure them. The positions of the political currents and the power centers in Iran are also considered as well as their differences over the pluses and minuses of the agreement.

Sinai War: Combatting Terrorism or Strategic Shifts in Cooperation and Hostility?
2014-03-01
The phenomenon of armed groups operating in Egypt’s Sinai Peninsula is a growing one. This paper presents the history of this phenomenon as well as factors leading up to the violent encounters with state forces from former president Hosni Mubarak to Mohamad Morsi and the military coup led by Abdel Fattah al-Sisi. It examines different factors that led to the severe clash between groups and state forces, and the causes that saw the clash become widespread and even violent. The paper examines the role of state forces in escalating the conflict, and takes into account the religious authorities that these groups stem from, as well as the factors that affected their political views. It further examines what seemed an Egyptian-Israeli rapprochement and efforts at coordination to fight these groups. Based on personal interviews of groups in the Sinai and collected testimonies, the paper makes a core contribution to understanding the current events in the Sinai and their wider political context.

China and Its Foreign Relations through the Lens of Its Strategic Culture: The Case of Sino-Qatari Relations (1988–2024)
2025-01-01
China’s foreign policy is concerned with strengthening relations with states of significance in the world, whether large or small. Its strategic culture plays a key role in shaping its vision of the international order, its objectives, and the tools it employs to enhance its global standing. China has primarily relied on soft power instruments in its relations with other countries, particularly in the economic sphere, and it recognizes the importance of the State of Qatar within the Arab region in general and among energy-exporting countries in particular. Accordingly, China has concluded long-term contracts for the import of substantial quantities of natural gas and has been constructing massive liquefied natural gas (LNG) carriers for Qatar. Although Qatar is considered a key ally of the United States, China and Qatar signed a strategic partnership in 2014 covering multiple fields. Both countries seek to further develop this partnership in alignment with China’s Belt and Road Initiative and Qatar’s National Vision 2030.
