This study examines the management of ethnic and social diversity in the military by comparing the United States of America, a reference case, and Saudi Arabia, which is still in an early stage of institutionalization. It uses a military-sociological approach, which posits that the military reflects the socio-cultural structure of society. It focuses on four key societal indicators: ethnicity, gender, sectarian affiliation, and tribal identity. It argues that the effectiveness of diversity management depends on integrating both normative (legislation and policies) and practical (implementation) levels, while accounting for the societal specificity of each case. The US experience shows that the presence of both normative and practical frameworks does not necessarily yield an ideal type, due to persistent representation challenges, particularly at senior military ranks. In contrast, the Saudi case is characterized by the absence of a clear normative framework and the novelty of the experience, despite emerging indicators of openness, especially after 2017. The study concludes that managing diversity is not merely a social demand, but also a prerequisite for strengthening military effectiveness and institutional cohesion.

This paper observes the course of the recent Tunisian elections, analyzes the results, and on the basis of those results explores the coming course of Tunisian democracy. The paper sets out four possible scenarios for the form of alliances that could develop as a result of the inability of the winning party to obtain a comfortable majority. The paper also reviews the significance of the elections in having laid the foundations for a pluralistic political system where power rotates peacefully and which is based on the acknowledgement of the other and not their exclusion, thereby offering a model for the Arab states. The paper highlights the willingness of the parties with an open Islamic frame of reference to become part of the democratic system and participate in supporting and developing it.

A convergence of interests between the Houthi militia and former Yemeni president Ali Abdullah Saleh have served to undermine the National Dialogue for the country, which had earlier formed an implementation mechanism for the GCC Initiative. Previously, the aims of that Dialogue were intended to further the cause of a federalist, democratic state which decentralized power. This would have changed the status quo, in which power was concentrated in what Yemenis call the “Holy Center”, a tribalist-sectarian concentration of political and financial power which been in place for a millennium and which survived into the reborn, unified and modern-day Yemen of 1994.

Where the Cold War crises took place in the context of a bilateral international system represented by the Western and Soviet entities, the recent Ukrainian crisis is played out on an international stage where the US remains the world’s unipolar power. This paper discusses the major differences between these contexts with the aim of better understanding the possible outcomes and ramifications of the crisis. Such an understanding seems vital, for if the Ukrainian crisis continues without reaching a political or diplomatic solution, the cost will be higher for Russia and EU countries than it will be for the United States. The paper shows how European countries will pay a higher price for the crisis, compared with others in the region with different foreign policy priorities due to the EU’s current political and economic interests that tie it to Russia.

By studying Tunisian foreign policy in the decade after the 2010 popular uprisings, this article contributes to Role Theory by explaining how regional audience expectations influence foreign policy roles. The article first demonstrates how achieved roles develop expectations among regional states as the audience. Then it explains how these expectations condition role enactment. The article shows how Tunisia developed and established a foreign policy posture of strategic distance, defined by neutrality in regional conflicts, adherence to legalism, and pursuit of economic interests. Strategic distance came to be expected by North African states.
