In such a context, this special issue of Siyasat Arabiya claims that pandemic is a political issue at its core, and that state and interstate/international relations lie at the heart of almost everything related to it. This special issue includes four articles; these look at the relationship of the pandemic to theories of International Relations, the international system, the Political Economy and Populism respectively; in addition to a theoretical article on public and global health translated into Arabic, and a critical review of an edited book on the future of conflict, competition and international cooperation after the pandemic. very different perspectives, from politics and policies, economy and trade, family and society, travel and transportation, environment and urbanization, work and education, and so forth

Antoine Nasri Messarra (b. 1938), a pioneer of Constitutional and Political Science in Lebanon and the Arab region, outlines a selection of the fundamental political ideas he developed over the course of his academic career. Messarra focuses on his critique of Arab political science in its reliance on a diasporic political culture that adopts European theories of nation building and applies them to Middle Eastern societies, without bringing to bear Arab-Islamic heritage in dealing with pluralism in those societies. Messarra argues that Arab production in political science has been dominated by two approaches. The first are diaspora approaches that draw on European Jacobite models , which have consequently failed to understand the Arab social dynamics. These include sectarianism studies that overlook ethnoreligious diversity and secularization research that rejects the Islamic constitutional tradition. The second (smaller) group are authentic approaches, which Messarra argues are grounded in reality and draw on the region’s heritage.

This study seeks to measure the digital divide and its impact on political participation in selected Arab countries. It focuses in particular on assessing the role of demographic and socio-economic status (SES) in unequal access to the Internet. A multivariate logistic regression analysis was used to predict political participation based on SES and internet use. Based on Arab Index data, the results of the analysis indicate that SES (gender, age, income and educational level) plays a major role in the level of Internet access, and that the purpose for which the Internet is used determines the likelihood of political participation. The results also indicate that vulnerable social groups are more reluctant to participate in political activities.

This paper attempts to study a wider trend of jihadist groups with a globalist outlook, a phenomenon which was not entirely clearly understood when the Syrian revolution broke out. Since only the broad outlines of this trend are apparent, leaving many of the details as yet unclear, the author shall attempt to illuminate the environment in which these groups operate. Specifically, the paper examines “Nusra Front” (known in full as the “Nusra” or “Salvation” Front for the People of Syria). The paper follows the foundation of the group and the circumstances which allowed it to flourish and spread across Syria through to the internal divisions which led to its fragmentation before it made way for the Islamic State in Iraq and the Levant. The conclusion of this paper surveys some of the immediate and secondary consequences of the spread of both of these groups.

The paper provides indications and analysis of the positions of the most influential Shia powers and parties in Iraq after the fall of the predominantly Sunni city of Mosul and the rise of the Islamic State group in 2014. In addition to the Najaf-based supreme Shia religious authority led by ayatollah Ali al-Sistani, the Shia parties represented in government since 2003, the paper shed light on the increasingly powerful Iran-backed armed groups Popular Mobilization (Hashd Sha'abi) and how their appeal, visibility and influence had changed after the fall of Mosul. The question of the Iraqi national identity and how it interacts with the Shia identity is addressed in the paper in light of the discourse of the Shia powers and relations between Shia Iraqis and other communities.

The 2011 Arab uprisings sparked hopes for positive change in the regional politics of the Middle East. The uprisings not only challenged the authority of states at the domestic level but seemed poised to disrupt regional geopolitics and alter the position of the Middle East in the international system. With the outbreak of civil wars in Syria, Libya, and Sudan, military interventions in Bahrain and Yemen, and the unprecedented proliferation of armed non- state actors in the region, the uprisings seem to drive important changes in the nature of the state and its regional and international role. Despite its artificial inception and its puzzling survival throughout the 20 th century, the Arab State faces challenges in the post- 2011 era and its vulnerabilities have been exposed. While the uprisings may have weakened Arab states, changes at regional and international levels created permissive conditions to challenge the regional state system. Hamas's 7 October 2023 operation and Israel's ensuing wars in the region have further exacerbated state erosion and reinvigorated post- 2011 regional dynamics. This paper examines how structural international and regional conditions have reshaped statehood and agency in the region post- 2011. It also explores how the responses of Arab states to international conditions and the regional reverberations of the uprisings have further generated disintegrative effects for the Arab state.

Trends in Arab public opinion regarding the role of the external factor in democratic transition show a great deal of importance, in spite of the fact that citizens of the Arab region do not believe that the external factor is the fundamental impediment to democratic transition there. This paper presents trends in public opinion on the Arab Spring revolutions, focusing on Arab citizens' evaluations of the revolutions themselves and their subsequent standstill. It also presents trends in assessment of the policies of world and regional powers by analyzing the results of polling regarding the USA, Russia, Turkey and Iran, with the aim of investigating Arab citizens' opinions on issues of democratic transition.
