Siyasat Arabiya is a bi-monthly peer reviewed academic journal published by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies (ISSN 2307-1583/E-ISSN 2789-326X) dedicated to political science, international relations, and strategic affairs.
US and Gulf relations are based on more than self-interest, but common selfinterest is always a key (or the key) factor in shaping an alliance and strategic relationship. The key common self-interests that drives US and Arab Gulf relations are security – the need to deal with Iran, fighting extremism, and securing the flow of petroleum exports out of the Gulf and Arabian Peninsula to meet the needs of the global economy, and to provide the key source of income for the Gulf states. This study explains why the United States maintains close ties with its Arab strategic partners in the Gulf. The study finds out that the US and its Gulf strategic partners face serious challenges, including domestic political change in the US, divisions between Arab states, the impact of regional conflicts and instability, and the growing role of non-Western powers.

The Shortcomings Within Chronicles of an Unfulfilled Revolution Syria 2011-2012
2019-07-01
European Jihadism has evolved since it first appeared in the 1990s. In many European countries, at the outset, it tended to be restricted to the "disaffected youth! from the poor suburbs (France) or poor inner city areas (UK), but it rapidly spread to the middle classes, whether Muslims or converts. In 2013, with the civil war in Syria, Jihadism underwent major changes. Before that it was restricted to a few hundred people, but it has now risen to several thousand. At the same time, adolescents have become numerous and the number of girls and converts has sharply increased. The aim of the article is to propose an understanding of the mindset of these new social actors in the light of the internal conditions of European societies.
This study aims to define the interests and goals of the United States in the Arab region by answering two main questions: how does the Obama administration differ from its predecessors in view of its promises of change, particularly following the tragic transformations raging in the Arab region at present? And to what extent does the strategy of this administration reflect its public diplomacy regarding democracy, freedom, and justice in the region? The study explains how Obama raised the ceiling of expectations when he did not limit his promises to a change in American policy only, but included putting an end to the mentality that had pushed the United States into war. Despite the difference in style and method between the Obama and Bush Junior administrations, the overall goals and the regional strategy can be summarized in terms of three key interests: the priority of ensuring free access to energy supplies in the region; maintaining American supremacy over all other global powers; and the containment of all Arab objections to ensure the dominance of the US strategic agenda in the Arab region, including the guarantee of Israel's security.

The Welfare State in Egypt 1995-2005: A Comparative Study
2014-11-01
This paper applies the categorization of welfare state systems set out by Esping-Andersen in 1990 to the welfare state in Egypt. It analyzes the relationships between state, market, and society over the 10 years from 1995 to 2005, which were marked by a shift to a market economy and a confrontation with the historical legacy of the state’s social role. The best description for the current welfare state in Egypt is “conservative/unorganized” in that social security entitlements are limited to work in the formal sector, which makes the family, religious institutions, and patronage networks take on important roles in meeting the social needs of the large informal sector. Additionally, the study proposes some modifications to the Esping-Andersen categorization with the aim of understanding welfare programs in developing countries. When analyzing welfare systems in general, particularly in the developing countries, it is necessary to take into account methodologically aspects of mismanagement, considerations of quality, the gap between stated aims and their implementation, the disparity resulting from differences between countryside and city and between the sexes, and the role of the informal sector.

This paper will attempt to approach the present crisis between Qatar and a group of four countries formed of Saudi Arabia, the United Arab Emirates, Bahrain and Egypt from a number of perspectives. The complexity of the present situation means that a process of deconstruction is required before the problem can be solved. Specifically, the present crisis reveals how the countries involved are both intertwined and in conflict, simultaneously; and how the players in question are in conflict over attempts to undo the Arab Spring. The conflicts between Qatar and the remaining countries have roots which stretch into history, and they also demonstrate that any belief that the birth of the modern nation-state would end those rivalries was misguided.

Tribalism, Regionalism, and the Stumbled Building of the Modern State in Libya
2023-07-01
This study is about the state-building impasse in the Arab World in General, and in Libya in particular. These states have suffered, since the beginning of the Arab Spring, from lack of political prospects, eruptions of civil wars, and obstacles of political settlements among different actors in the public space. These elements have inhibited the achievement of state building, the formation of a pluralist political system and the realization of an integrated national identity. This study endeavors to analyze the obstacles that have obstructed state-building in Libya until now. It focuses on tribalism and regionalism as main obstacles to that process. In addition, it analyzes the role of external factors and actors in the light of tribalism and regionalism. It argues that state-building in Libya has stumbled and has not followed a gradual path of modern state-building and formation, and it has not gone through the necessary stages of political transition. The former has trapped Libya within narrow loyalties which are short of the wider loyalties necessary for the national state.
This review addresses the diary of Adnan Abu Odeh, which has not yet received a thorough study of researchers benefit from what he said in a deeper understanding the changes in the Arab world.
