Milestones in Democratic Transition in the Arab World

This study deals with the war of aggression launched by Israel against the Gaza Strip at dawn on July 8, 2014. The war lasted for 50 days, during which the Israeli army committed a series of war crimes and crimes against humanity against Palestinian civilians, killing around 2,150 people and injuring 10,870. Thousands of homes were destroyed and around 400,000 Palestinians were made homeless. The paper gives an overview of the background to the assault, its stated and unstated goals, and the means adopted by Israel to achieve these goals, which basically meant the commission of successive massacres against Palestinian civilians. The paper considers the decision making process in the cabinet committee for security affairs (the Israeli security cabinet) and the debates and disagreements that occurred concerning the war aims and the means to achieve them. It also casts light on Israel’s fears concerning the formation of an international commission of inquiry, and on the economic losses to Israel caused by the war. Finally, it looks at the effect of the war for the future of Benjamin Netanyahu on the Israeli political party map.

What is "democratic" depends on the values one attaches to democracy. The distinction that determines the answer is between minimalist and maximalist conceptions of democracy. Defending democracy requires a positive, forward-looking program of reform.

Settlement and occupation of Arab lands constitute paramount values in Zionist ideology and are highly important in the politics of all Zionist currents, be they secular, religious, leftist or rightist. Settlement in the West Bank and the occupied Eastern Jerusalem is a constant central colonial policy through which Israel seeks to achieve what it failed to do in the 1948 war, that is control the largest surface area of lands accommodating the least number of Arab-Palestinian citizens. As soon as Israel occupied the remaining Palestinian territories in the six-day war in June 1967, it started building settlements. Since 1967, Israel has gradually developed its colonial settlement project in the occupied Palestinian territories. This paper examines the stalling policy that Israel is adopting by using double standards: it caves to international pressures at times, while it expedites its settlement pace at other times.

Many American observers agree that the recent Israeli aggression against the Gaza Strip represented a major challenge for the administration of President Barack Obama because it aggravated the international crises facing American foreign policy and shed light once again on the subject of the decline of American leadership. This paper discusses the decline in the capabilities of the American presidency under Obama and sheds light on the failure of the United States to deal, as it should have, with the Israeli aggression on the Gaza Strip, which was unprecedented in size, destruction, and duration. The paper gives particular focus on the increasing inability of the United States to confront Israeli intransigence.

A close look at negotiations seeking a truce deal between Israel and Hamas reveal a conflict approached by the two parties using game theory. Seeking to understand Hamas’ shift toward active player status in directing the Palestinian question, this paper asks: How far can Hamas get involved in negotiations with Israel as a way to resolve the conflict? Can communications and negotiations between the two sides evolve into direct negotiations to end the conflict? This study aims to understand the positions of Israel and Hamas on direct and indirect negotiations and their willingness to participate in direct negotiations. It will look at the negotiations for a truce during Israel’s Operation Protective Edge as a case study.

This paper monitors the post-2007 trends of US foreign policy towards the Gaza Strip. This paper's discussion first examines the general framework of the US approach to the Arab-Israeli conflict before discussing the quandary posed by the Gaza Strip to that framework. The paper then focuses on the role played by President George W. Bush's administration in creating the impasse over Gaza, deconstructs the efforts to overthrow Hamas, and tracks the attempts to isolate and marginalize the Gaza Strip. Finally, it analyses the status of the Gaza Strip in the respective administrations of US presidents Barack Obama and Donald Trump. The paper concludes that the Gaza Strip represents a predicament to both the US and Israel, to a large extent the outcome of flawed and biased US policies as well as symptomatic of the Zionist project in occupied Palestine; an outcome that cannot justify the crushing crisis caused by the official Egyptian blockade on the Gaza Strip.
