The concept of soft power continues to receive significant attention from researchers, relevant actors in the international community, and small and rising powers alike. This paper discusses the nature of soft power, how it works, how it can be employed, its effectiveness, and its limits. It critically engages with the existing literature on soft power and argues that soft power does not exist by itself, but rather is made. Accordingly, soft power is not just a strategy as is the case with smart power, nor it can be purchased in its raw form, as is the case with hard power, and it is not of unilateral negative nature, as is the case with sharp power. The paper asserts the need to distinguish between sources of soft power and its tools. It contends that soft power resources can be mobilized and directed towards the target using soft power tools. The paper aims to contribute to discussion of what soft power is and how it works; thus, it offers a theoretical framework on the working mechanism of soft power that takes into account using soft power against non-democratic systems: autocracy, totalitarian, or theocracy.

This study fits into a broad category of scholarship concerned with transitional periods in various political systems. Specifically, it examines the political transition in post-revolutionary Tunisia since 2011. It does so by comparing the legal provisions of the post-revolutionary transition - the major texts, which define the transitional stage - and the political realities, which take the shape of events, actions and political discourse. A point of particular focus is the 2011 elections to the National Constituent Assembly, which the author analyzes through the rubric of "electoral engineering". One more conclusion of the paper is that electoral engineering remains a feature of Tunisian politics, although it has gone from "authoritarian electoral engineering" to "democratic electoral engineering," reflecting changes which have taken in the country as a whole.

This study explores the challenges facing Indian foreign policy in West Asia, especially the attempt to balance the forces in the Arab Region in light of competition between West Asian states to spread their influence. It argues that Arab countries have demonstrated a willingness to see India undertake a greater role in maintaining peace and stability in the region. But Indian strategies seem limited, not only requiring bilateral collaboration, but also to rationalize their competitive relations at the regional and global levels. The study argues that India must redraw its strategic vision of the region, as well as its regional and global partnerships with China, Pakistan, Russia and the United States, a process that will undoubtedly have repercussions for India's traditional reluctant West Asia policy.
