Held by the Arab Center for Research and Policy Studies on June 2, 2014, this special one-day symposium examines the crisis in the Ukraine caused by Russian annexation of the Crimea, and the repercussions of this crisis on the Arab region.

Current Russian policy is based on a nationalism that rests on state capitalism, and that speaks to nationalist sentiment built on the rejection of Western exploitation. This patriotic nationalist position becomes evident through the lack of any ideologically derived principles driving Russia’s position: state interests including national security are what drive current policy. The drivers for this new Russian policy mean that Russia can simultaneously suppress a separatist movement by armed force in one region and champion another separatist movement with armed force in another. In this sense, the Russian Federation has no fixed positions but only fixed interests, and even its interests can change. In Syria, critics suggest that the proximate aim of Russia’s policy is to defend the Assad regime, Moscow’s ally, from collapse. Saving the regime is not, however, an end in itself. Rather, it is a means of self-assertion and another step toward the goal of becoming a global superpower, this time in the Middle East. If the Syrian regime believes its rescue is the exclusive objective of Russia’s intervention, it is wrong. The exertion of Russian influence will at most provide a temporary respite. The mere fact of Russia’s military presence in Syria means that the regime is no longer master of its own destiny and no longer even a player on the international stage, since Russia is now its proxy at any international negotiations.

Multiple International Relations theories brand the international system as anarchist. What is meant by anarchy here is the absence of a central authority at international level to settle conflicts between actors in the international system. This is why states always seek to attain more power, but to do so they cannot adopt idealist policies in the global arena. This theory applies to the way international powers dealt with the Arab revolutions in 2011. International interests in some cases played a key role in the revolutions' development and outcomes. This study characterizes the nature of the international system on the eve of the Arab revolutions and analyzes the degree to which these revolutions interacted with the international system and their outcomes based on the characterization it infers.

​A one-day academic symposium hosted by the Arab Center for Research and Policy Studies will bring together experts from Russia, the Arab world and the region to examine Moscow’s latest military intervention in Syria, on Saturday, October 24, 2015. While Russia’s decision to intervene directly in the conflict in Syria comes as the culmination of more than four years of diplomatic and military support for the Assad regime, the move by the Kremlin to deploy its military forces has come as a surprise to many observers, becoming a turning point not only in the militarized revolution within Syria, but also in the broader Middle East and indeed in a larger global arena. To better study the circumstances which gave rise to the Russian maneuver and the outcomes likely to result from it, the Arab Center for Research and Policy Studies will convene “Russian Military Intervention in Syria: Motives, Objectives and Repercussions”. In the highly volatile climate which the Middle East is presently witnessing, selected participants at the meeting will be asked to examine the fallout of Russia’s actions on the future stability of the region.

Given the unrest boiling in the region, this paper considers the possibility of partitioning the countries of the Levant. Given the state of affairs and current political indicators in Syria and Iraq, which suggest the Kurds have started to regain their national unity and awareness, the group is now the only faction in the Levant fighting on nationalist or ethnic bases. What makes it easier for them to establish a viable Kurdish entity, at the local level, is the fact that they have huge economic, political, human, and military potential. This paper examines local and international contexts and obstacles to the establishment of a Kurdish state. It also argues that it will be unlikely, meanwhile, that sectarian entities could be created in Syria and Iraq given current local and international circumstances. Indeed, sectarian tension is nothing more than social tension that is the result of imbalance in the distribution of wealth and power, and the result of political authoritarianism. Therefore, the warring groups are not part of the framework of separatist tendencies; though they are liable to turn into sectarian nationalisms due to foreign intervention and agendas.

This paper adopts the assumption that the series of foreign interventions which served to transform the Syrian crisis from a domestic revolution into a regionalized, and later globalized, conflict were not the result of factors intrinsic to the revolution itself, but rather the consequences of dramatic changes sweeping across the entire Middle East following the 2003 US invasion of Iraq. The fallout from 2003 included the collapse of the former tripartite of Arab regional powers: Egypt, Syria and Saudi Arabia. For the first time, the non-Arab regional powers of Turkey and Iran came to be directly involved in intra-Arab affairs. The latter effectively had an overland border tying it to Syria's Mediterranean coast once the US withdrew the bulk of its military forces from Iraq in 2011. While the Syrian regime had worked to strengthen its ties to both Ankara and Tehran in the wake of its losses following the 2003 invasion of Iraq, Syria would fall victim to regional power politics between its two regional neighbors. Once the Syrian revolution was militarized, in response to the Damascus regime's iron-fisted approach to peaceful popular protests, Turkish-Iranian rivalry over the future of Syria quickly became bloody. In an attempt to limit the extent of influence not only by Turkey but also its ally Iran, the Syrian regime resorted to seeking out additional foreign support, latterly from Russia.

The post-Cold War environment has produced a world distribution structure different from that of the system prevailing in the 1945-1991 period. Geographical regions of pivotal value have emerged as important arenas of competition among the great powers, each drawing strength from the prominent features of location and resources. Referencing these same features, this study examines the geopolitical importance of Arab and Islamic countries within the international system. It posits a set of factors to inform an understanding of the international system's evolving nature: energy, the distribution of power and hegemonies in the geopolitical spaces of Europe and Asia.

The study addresses the issue of armament and the security dilemma in the Maghreb region, focusing on the rivalry between Algeria and Morocco. It argues that the armament level of the two countries has risen significantly in recent years, in the context of structural rivalry, making the Maghreb region one of the most heavily armed regions in the world, despite the absence of existential inter-Maghreb threats. The study attempts to examine the armament issue in the Maghreb and to understand its determinants and developments, focusing on the factors that influence it and on its likely consequences. Adopting the realist approach as a theoretical framework, it analyses SIRPI's data to demonstrate the high volume of Maghreb military expenditure and its evolution, and examines the Maghreb armament and its determinants and military risks. The study concludes that: the armament of the two countries reflects their competition over leadership and their threat perceptions; the armament dynamic is independent from the inter-Maghreb political tensions; the existence of a potential military confrontation between the two regional powers due to the interaction between emerging factors and structural ones.

This study aims to define the interests and goals of the United States in the Arab region by answering two main questions: how does the Obama administration differ from its predecessors in view of its promises of change, particularly following the tragic transformations raging in the Arab region at present? And to what extent does the strategy of this administration reflect its public diplomacy regarding democracy, freedom, and justice in the region? The study explains how Obama raised the ceiling of expectations when he did not limit his promises to a change in American policy only, but included putting an end to the mentality that had pushed the United States into war. Despite the difference in style and method between the Obama and Bush Junior administrations, the overall goals and the regional strategy can be summarized in terms of three key interests: the priority of ensuring free access to energy supplies in the region; maintaining American supremacy over all other global powers; and the containment of all Arab objections to ensure the dominance of the US strategic agenda in the Arab region, including the guarantee of Israel's security.
