Victimization narratives compose a principle element in creating of sub-national identities in societies afflicted by divisions and communal disputes. Little wonder then that narratives of victimization abound in Kirkuk province, which lies at the heart of Iraq’s “disputed internal areas” problem. This paper starts of by analyzing the nature of victimization narratives and how they make use of the past to serve political projects spearheaded by political elites. It then turns to surveying and deconstructing the contending narratives propagated by communal elites in Kirkuk regarding the victimization, whether real or imagined, endured by the province’s demographic components – Kurds, Turkmens, Arabs and Christians. By analytically surveying the narratives of victimization of these four communities, this paper seeks to ascertain the workings of these narratives and to explicate the role they play.

In his paper Yilmaz reviews the main events since Turkey’s June 2015 elections prior to the rerun in November, the main results of the elections, the factors behind the result, and the implications of this for Turkish domestic and foreign policy.

The war against ISIL is a critical US national security interest. It not only threatens to create a major center of terrorism and extremism in a critical part of the Middle East, and one that could spread to threaten the flow of energy exports and the global economy, but could become a major center of international terrorism. It is important to understand, however, that ISIL is only one cause of instability in the region, and only one of the threats caused by spreading sectarian and ethnic violence. Iraq is a key case in point. No defeat of ISIL can bring Iraq security or stability, or give it the unity and independent strength to resist pressure from Iran and threats based in Syria and Turkey. No military course of action can—by itself – create a stable regime and economy, and reduce tension between Iraqi Sunnis and Shiites, and Arabs and Kurds, to workable levels. Like Syria, Libya, and Yemen, military action must be joined to political and economic action and the creation of some form of viable governance.

Following the transformations in the Levant’s regional system since the beginning of World War II to the rise of the Islamic State group in Iraq and Syria, this paper examines the new context of the region with regard to Washington’s resumption of direct military intervention. It finds that the Levant – as a soft area easily subject to geopolitical influences – has always been subject to changes based on shifts in world order, from the Cold War, followed by unipolarity, to the relative decline of US power. Thus, while the main actors of the Levant’s regional system were Arabs during the Cold War, the region has become a battleground for non-Arab parties – namely Turkey and Iran – following the invasion or Iraq and the eruption of the Arab Spring revolutions.

The conflict in Syria is rooted in its important geopolitical location and its significance in regional alliances and international rivalries. This paper argues that the Syrian Revolution, especially after its transition from non-violence to militarization, fell victim to an intense rivalry in the context of the game of nations over three things: the direction of the ongoing conflict, the future of the country, and its political orientation. Although the essence of the conflict has not changed much since the beginning of the crisis - both with respect to the objectives of local actors and the interests and alliances of influential powers - the regional context has seen important changes. Perhaps the most prominent of these are the overthrow of the Muslim Brotherhood in Egypt and the return of the army to the political stage; the decline of Turkey’s regional status as a result of the setbacks faced by the leadership of the Justice and Development Party; and the possible predominance of pragmatic thinking in Iranian foreign policy after the presidential election in Iran. In addition, the Saudi decision to abandon its traditional caution and move toward a direct confrontation with the Iranian project in the region presents another momentous change. Amid this changing regional landscape, the Syrian crisis remains at a standstill - a military solution is not possible and a political solution is not viable - in the context of a state of regional and international polarization, and the absence of an effective international that will to put an end to this tragedy.

This paper analyses the extent to which a “New Era” of the Turkish Republic is possible following the election of former Prime Minister Recep Tayyip Erdogan to the presidency on August 10. Erdogan is the twelfth individual to hold the office of President since the foundation of the Republic of Turkey in 1923. Having won the presidency following a prolonged period as prime minister, Erdogan has become the single most influential individual in Turkish politics since Mustafa Kemal. Given Erdogan’s current ambitions to bring about major constitutional change in Turkey, his election to the presidency can be seen as ushering in a new era for the Turkish Republic.
