Following the ouster of President elect Mohamed Morsi after only one year in power, this paper looks at the future of elections in Egypt. Without any political party that holds the support of the masses, or the possibility of making up for this by building strong partisan alliances, the paper examines the rules of political practice and the nature of legislations based on the 2014 constitution in order to find a way forward amid a current deadlock. It finds a current legal and legislative condition that has restored Mubarak-era rules, characterized by weak partisan influence and a lack of the necessary political pluralism that accompanies democracy. It finds that, despite accelerating steps towards building partisan alliances and electoral consensuses, there are still structural obstacles hindering the establishment of a genuine parliamentary system, partly due to the weakness of political parties and the limitation of their legislative and procedural structure.

This study explores protest dynamics in Morocco following the "Arab Spring", examining the Rif uprisings within their local, national, and regional context, and assessing the various socio-political, economic, historical, and cultural drivers behind the protests. The research draws on the political, constitutional and legal shortcomings that render street protest the preferred political action against the negative impact of public policies. Despite government violations, these protests have remained peaceful, maintained a youthful character and popularity. These movements have continued to expand, innovate, and communicate, while maintaining diversity in organization and expression. The combination of radicalism and flexibility, and the fusion of its local character with its national and international dimensions. All of these characteristics indicate the developments in protest behaviour, with a new generation adding new experiences.

​This paper addresses a theoretical model for the concept of "consociational democracy", beginning with the concept's roots in the Austrian Marxist tradition before describing its elaboration in 1969 by the Dutch-American political scientist Arend Lijphart. Lijphart's work was part of his wider critique of Gabriel Almond's categorization of Western political systems. This study presents a structural criticism of the term "consociational democracy" and its usage, arguing that the practice of "consociational democracy" was born of pragmatic policies before maturing into a theoretical model. It argues that the subsequent contributions of Lijphart were merely an extrapolation from a set of examples without "theory" to underpin it and that "power sharing" does not necessarily lead to democratization. The study thus draws up several theoretical observations that help distinguish "consociationalism" from "consociational democracy". Finally, the paper contrasts the suitability of this theoretical model for both Northern Ireland and Lebanon.

This article explores the introduction and implementation of mandatory military service, in three of the six Gulf monarchies that constitute the membership of the Gulf Cooperation Council. Two of these states, Qatar and the UAE, have never before imposed conscription while the third, Kuwait, decided to reintroduce it after a fifteen-year hiatus. The new policy, the essay argues, has been motivated by several reasons. First, conscription will build up the reserve forces of these states that have recently become more active in projecting military power beyond their borders. Second, it will strengthen national identity and the political socialization of young men and, to a lesser extent, women. Third, it will engage and train often poorly educated, unemployed, and unhealthy youths. Finally, the article contends, there is little chance of compulsory military service being introduced in the other three GCC states.

Since late May 2017, the Gulf region has been witness to the most intense diplomatic crisis since the formation of the Gulf Cooperation Council in 1981. Tis paper attempts to highlight the roots of the present-day Gulf crisis and explore the potential, complicated outcomes, taking in the roles of various regional and global players. Te crisis begun with a vicious smear campaign against Qatar and led by Saudi- and Emirati-state owned media. In contrast to the 2014 diplomatic rif in which the Ambassadors of the United Arab Emirates, Saudi Arabia and Bahrain were withdrawn from Doha, this latest crisis also included a complete severing of diplomatic ties on the part of the UAE, Saudi Arabia and Bahrain in addition to Egypt.To this was later added a complete blockade of Qatar by air, sea and land. Te countries leading the siege on Doha later presented a ten-point ultimatum to Qatar to fulfill within 10 days. A further attempt by the countries leading the blockade to isolate Qatar on the world stage failed, however, as leading world powers opted to play a more constructive role and mediate an end to the crisis.

Starting with a discussion of its theoretical components and criticisms it has received, this article addresses how consociationalism has been implemented in in post - 2003 Iraq. The article asks whether the Iraqi constitution and institutions formed by it represented a successful case of consociationalism. Key consociational mechanisms such as an electoral system based on proportional representation, governments based on big multi - party coalitions and a federal and decentralized governance were adopted. However, this model was not entirely consociational as some practices that are common in the majoritarian government have also been used. In fact, divisions between majoritarian and consociational perspectives have polarized, and sometimes paralyzed, the political process. In light of this, the article discusses the sustainability of the current model and its likely future trajectories.

The paper focuses on transnational human rights activism and its efforts to influence the human rights landscape in Egypt. It argues that the global human rights system has provided a space for resisting authoritarianism in Egypt and that its significance has grown amid the widespread restrictions on civil and political rights, as well as the forced or voluntary relocation of many human rights activists and political actors into exile. The paper further reveals that the extent of the Egyptian government’s response to pressures from transnational networks is shaped by domestic, regional, and international conditions and factors—including the impact of counter- discourses and strategies that enable authoritarian regimes to contain and weaken the effects of transnational networks. The paper draws on a diverse set of primary and secondary sources, including publications from international and local human rights organizations, government statements, and media reports, in addition to semi- structured interviews with a group of Egyptian human rights defenders.

This study argues that the political system resulting from the post-2003 political process in Iraq contributed to the reproduction of ethnic, religious and linguistic minorities within a homogeneous political identity, without taking into account the multiplicity of ideological orientations within the minorities themselves. These minorities have become political minorities, but they are powerless and unable to change or influence the political decision-making process in Iraq. This means that political practice in Iraq, including general electoral practice, remained a practice based on the reproduction of ethnic, religious and linguistic minorities, and did not turn into a real political practice. In other words, the identity marker (sect, ethnicity, etc.) comes before the political manifesto. This political reality imposed on ethnic, religious and linguistic minorities a political behaviour represented in voting for their ethnic, religious and linguistic parties, just as they were in the one-party era.

Beginning in 1995, Qatar underwent a major transformation in its foreign policy, adopting an independent and neutral foreign policy as a result of being located in an important vital, geopolitical and economic region, with tensions between the influential regional powers. Given the importance of mediation in resolving disputes and bringing peace to a region raging in conflict, Qatar adopted a foreign policy approach of dialogue, good offices, mediation, and preventive diplomacy, and worked to settle disputes and crises peacefully, remaining impartial and independent, in accordance with the provisions of international law and the Charter of the United Nations. This study explores Qatar policy and experience in mediation and dispute settlement and highlights its active role and contribution over the past twenty years, by clarifying the features of its foreign policy, strategy, and principles, and highlighting case studies of previous Qatari mediation.
