The post-Cold War environment has produced a world distribution structure different from that of the system prevailing in the 1945-1991 period. Geographical regions of pivotal value have emerged as important arenas of competition among the great powers, each drawing strength from the prominent features of location and resources. Referencing these same features, this study examines the geopolitical importance of Arab and Islamic countries within the international system. It posits a set of factors to inform an understanding of the international system's evolving nature: energy, the distribution of power and hegemonies in the geopolitical spaces of Europe and Asia.

The paper studies the Iraqi-Syrian-Turkish conflict over the Tigris and Euphrates rivers, from a geopolitical perspective. It argues that this conflict has historical and political roots, not solely tied to the natural availability of water in the Tigris and Euphrates, but rather connected to the policies of different parties in managing water resources. The paper includes three essential elements. The first examines the geographical and hydrological characteristics of the Tigris and Euphrates. The second explores the political and academic discourse in the 1990s regarding the "water war" theory. The third and final element analysed the characteristics of the new conditions that have distinguished the three countries since the beginning of this century, imposing on Syria and Iraq the need to devise a new vision for managing their available water resources. The research concludes with the inevitability of negotiation for the joint management of the Tigris and Euphrates water resources as it is not in Turkey's interest to ignore the interests of downstream countries. Moreover, Syria and Iraq cannot achieve any results without negotiation and water diplomacy.

This article discusses the failure of the Iraqi political elites to resolve the key problems brought about by the occupation of Iraq in April 2003, even after the declaration of the Iraqi constitution in 2005. The article holds that the new constitution could not be implemented and was unsustainable for purely internal reasons. It was unable to provide answers to the new questions and facts, and the new tactical alternatives it created to produce hybrid regimes from 2006 were incapable of overcoming the structural crisis of the regime. This was especially the case since the attempts described as consensual, aimed to preserve the delicate political situation on the basis of the existing balance of power—rather than on the basis of a governing frame of reference accepted by all—did not transform into binding political conventions for the political groupings representative of the ethnic and religious components of Iraq, and at a minimum did not transform into agreements respected by all sides.

This study explores the relationship and reciprocal influence between the political authority in Iran, led by the Supreme Leader, Ali Khamenei, and the religious authority in Najaf, led by the Grand Ayatollah and marja', Ali al-Sistani. Rather than focusing exclusively on jurisprudential/ideological doctrines, the paper approaches the subject from a perspective that emphasizes the interactive relationship between the structure and the agency. It suggests that the emergence of the Islamic regime in Iran, based on the principle of Willayat Al-Faqih, had a significant impact on reshaping power relations in the Shi'i theological space and the response of Shi'i religious actors. At the same time, the practices adopted by al-Sistani in Iraq after 2003 , the context he was responding to, and the emergence of the Marji ʿ yya as an extraconstitutional actor, allowed for the formation of an alternative transitional model, which I term a "neo-traditional authority". The study argues for an alternative to two theses: first, the potential decline of the traditional Marji ʿ yya due to the dominance of the Willayat Al-Faqih in Iran, put forward in particular by Mehdi Khalaji, and second, the superiority and continuity of the traditional Marji ʿ yya due to its depoliticization, contended by Linda Wallbridge. The paper also maintains that there is an interpretive framework that meets the two theses in the middle, represented by the rise of the neo-traditional Marji ʿ yya and the possibility it will emerge as an alternative model in the future.

​The Muslim response to colonialism has varied country to country and region to region. The dawn of colonialism created ruptures in Muslim political reasoning, forcing them to find and reconfigure an Islamic response to the changing political realities. The Indian subcontinent never came under an Islamic Caliphate of the Umayyad or Abbasid Empires. Most military expansionist ambitions in India stemmed from the volatile Central Asian Khanates who played a major strategic role between the Caliphate and Indian subcontinent, preventing the Caliphate from controlling India directly and maintaining an advanced independent politics. This paper profiles the political context of Muslim political thought and its response to the rise of nation-state, which was shaped more of political realism, setting aside the Islamic vocabularies of Dar al Islam or Dar al Harb. This paper concludes that, the South Asian Muslim mind had accepted nation-state either in its composite or in a distinctively Muslim format which resulted in the two nation-states of India and Pakistan. Both formats have evolved within a strong Islamic context that challenges Pakistan's "Islamic credentials" against India.

The purpose of this paper is to study the Algerian experience with the Arab spring by identifying the nature of the protests movements in Algeria, to search the adaptation mechanisms of the Algerian political regime with the protest act and to answer the question: why the change in Algeria is so hard to happen? Next, this paper will expose a range of the most important political bets to understand better the Algerian exception by searching the roots of the crisis which has been overcomed in searching a radical and real reform. Finally, this paper will be concluded by addressing the prospects of political, institutional and economical changes and by exposing a future scenarios of the hard transition in light of internal and external challenges.

In September 2018 it will have been thirteen years since the referendum on the reconciliation plan in Algeria. This paper considers the details and achievements of the plan by investigation of the concept and objectives of national reconciliation and the historical framework of the Algerian crisis, critiquing the plan in order to establish new horizons for reconciliation. It examines the historical context of Algeria's national reconciliation, and then the chronology of the path to national reconciliation. It then moves on to study the Algerian journey of reconciliation through a thorough reading of the draft Charter for Peace and National Reconciliation. Finally, the paper determines the extent of the advances made in establishing peace and coexistence in the Algerian homeland and also identifies some of the gaps in the reconciliation experience, and suggests ways to unlock potential achievements.

Consociationalism is a system of government recommended for ‘divided societies’. Starting with a discussion of its theoretical components and criticisms it has received, this article addresses how consociationalism has been implemented in in post - 2003 Iraq. The article asks whether the Iraqi constitution and institutions formed by it represented a successful case of consociationalism. Key consociational mechanisms such as an electoral system based on proportional representation, governments based on big multi - party coalitions and a federal and decentralized governance were adopted. However, this model was not entirely consociational as some practices that are common in the majoritarian government have also been used. In fact, divisions between majoritarian and consociational perspectives have polarized, and sometimes paralyzed, the political process. In light of this, the article discusses the sustainability of the current model and its likely future trajectories.

This study advances a new approach to theorizing the Arab state after the popular uprisings. It does this in two steps. Suspending the western European model of state formation and bringing the Arab world's experience in conversation with other parts of the Global South, it examines alternative state formation and state building sequences, trajectories, and temporalities in the making of Arab states. It thus historicizes the process of state formation and state building in the Arab world as compared to the western European one and other regions in the Global South. This first step liberates us from explicit and implicit comparisons with the European model of state formation. The second step surveys alternative theorizations of the Arab state after the uprisings. Tracing the causal assumptions embedded in these theories reveals how much they rely on the European model of state formation and state building as an implicit point of analytic departure and critical comparison. This survey unpacks the assumptions these theories make about the state, the difference between states and regimes, state and non-state actors, the private and public realms, and the formal and informal sectors. The objective of this study is to not only de-exceptionalize states in the Arab world, but, more importantly, borrowing from Gurminder Bhambra, 'unmake' our understandings of state formation and state building in the Arab world and thus contribute, following Walter Mignolo, to a knowledge production that serves a form of 'epistemic reconstitution' of alternative historical trajectories and possibilities.
