This paper highlights the role of the armed forces and their impact on the process of political transition, and discusses civil-military relations in their various aspects: the state, society and the armed forces per se, in order to reveal the main pillars that constitute a balance between the power of political institutions (legislative and executive) and the military power of the army. Such a balance would lead to the subduing of the army to the civil authority, and confine military activities to security and defense. The paper focuses on the common characteristics shared by states that have succeeded in building democratic armies. To conclude, the author presents a set of recommendations addressed to activists and democrats, on what ought to be done and what should be avoided in the security-defense field during the process of democratic army building.

This study examines the impact of securitization on the democratization of three countries in the in the Horn of Africa: Djibouti, Somalia and Sudan. The three countries, all members of the Arab League, represent diverse but integrated securitization models. The study assumes that securitization in the region has left democratic transformation low in the list of priorities for the major powers, at a time when counterterrorism rhetoric is overwhelming. The paper raises the following questions: Why has securitization discourse overpowered talk of democracy in the Horn of Africa? How do the mechanisms of the securitization discourse interact with political reality? What is the role of regional institutions in enhancing securitization discourse?

Current scholarship on elections in authoritarian regimes has focused on exploring the relationship between elections and democratization, and it has generally used analytical frameworks and methods imported from the study of genuinely democratic elections to do so. These tendencies have kept scholars from asking a wide range of questions about the micro-level dynamics of authoritarian elections and the systematic differences among them. With these issues in mind, this review examines literature that investigates the purpose of elections in dictatorships; the electoral behavior of voters, candidates, and incumbents in these elections; and the link between elections and democratization. The review ends with a call to redirect the study of authoritarian elections toward uncovering and explaining the important differences among them.

Examining the conditions of active groups in the Yemeni political arena, this paper will highlight the groups' most important wagers in managing the conflict. The many groups, each carrying out vendettas against past acts, create complex intersections. The coalition of the "clique" and Al-Islah party with the General People's Congress Party in the war of the summer of 1994 is one example, as is the alliance between the Houthis and the former regime against the forces of February 11, 2011 that drove Saleh out of power. So too can the role of Maj. Gen. Ali Mohsen al-Ahmar in the confrontations with the Houthis in the six wars between 2004 and 2006 be read into the current political scenario. In explaining the division of national identity into southern and northern groups, and the popular mood against everything that is northern, the paper tackles the escalating sectarian conflict and the systematic undermining under Saleh's regime of the foundations of a modern civil state. It further addresses the weakening of modernizing forces in favor of traditional ones, and the weakening of the center in favor of the peripheries. The paper argues that any treatment that does not address these issues will be unsuccessful. It suggests that any political settlement among the warring parties could only postpone cyclical war and instability, and act as a gap for foreign intervention and tutelage.

Examining the Egypt's military coup against an elected president on July 3 2013, this paper compares these summer events with similar experiences of countries that were also in the early stages of democratic development, including Venezuela in 2002 and Algeria in 1992. It looks in particular at the relationships between the "deep state," the "street," and the media in shaping the course of a coup's aftermath. In Egypt, the paper shows, it was the alliance liberal and secular forces with private media companies as well as military institution's reliance on its "deep state" network, which played a central role in mobilizing the street against the elected president Mohamed Morsi. This led to a counterrevolution that brought the tyrannical state and its figures back to power. Reading into the post-coup models Egypt's internal circumstances, regional situation, and the nature of the organization itself (different in many respects from the nature of the Islamist political movement that went through the same experience in Algeria), the paper draws out possible scenarios for the future of the Muslim Brotherhood in Egypt.

One of the most important gains of Tunisia’s revolution has been that elections are no longer subject to interior ministry supervision. A look at these elections reveals a process managed by a permanent constitutional body, the Independent High Authority for Elections, which in itself marks a revolutionary success. These events are read within the context of the assassination of Constituent Assembly member Mohamed Brahmi, which caused many to worry that the democratic path would be hindered, as in other Arab Spring countries. More than the elections mechanism, this paper argues that success can also be attributed to the Troika alliance, especially the Ennahda party. It shows how the neutrality of the military institution and the great role played by the country’s General Labor Union in bridging the gap between Tunisian opponents through national dialogue, have largely contributed in the success of the elections.
