This paper examines those Arab Spring states in which political Islamists are actively engaged. Specifically, it looks at the cases of Tunisia and Egypt, in which political Islamists were involved in regime change, as well as Morocco and Jordan, which did not experience regime change but in which Islamists were actively engaged in the political process and a protest movement. Following an examination of the individual circumstances which prevail in each of these states, the author asserts that there remains a number of pressing questions related to the future roles of political Islamists that merit attention. The first question surrounds the political and ideological project that the Islamists want to promote: will Islamists be capable of shedding their ideological burden, and forwarding a novel political program? This paper demonstrates the limitations of the long-standing ideological promulgations of the Islamists, especially as it pertains to questions of the nation-state, democracy, pluralism, civil liberties and minority rights.

By making use of the data provided by the Arab Opinion Index during the periods 20172018- and 20192020-, a survey implemented by the Arab Center for Research and Policy Studies in 13 Arab countries, this paper deals with Arab public opinion towards Iran in two periods – before and after 2011 – based on an analysis of survey respondents' views of Iranian foreign policy, as conveyed in their answers. It answers a set of sub-questions: How has Iran's involvement in Syria and Yemen affected its image in the Arab world? Is Iran seen as a threat in the Arab world? Did Iran's policy towards Palestine contribute to improving its image in the Arab world? Are sectarian goals seen to be driving Iran's foreign policy towards the Arab world?

The Arab Opinion Index 2019/2020 data on the Algerian Hirak shows the consolidation of the phenomenon of taking to the streets to protest as the dominant form of expression of political, economic, and social demands at a time when forms of institutional political participation, such as party and trade union membership, are declining. The Index results confirmed that tyranny, monopolisation of power and corruption are the main factors that led people to protest and gave the movement the great dynamism that characterises it. Although the Algerian street movement succeeded in forcing Abdelaziz Bouteflika, the former President of Algeria, to resign, preventing him from running for a fifth term as president and raising hopes for an improvement in economic and social indicators, these hopes quickly faded after the conviction grew that the regime had not changed and that the general situation remained as it was before.

This paper presents Arab public opinion trends on the Palestinian issue, through data collected by the ACRPS-conducted Arab Opinion Index. It assesses whether Palestine is a pan-Arab issue or one that concerns Palestinians alone. It also evaluates Arab regional attitudes towards recognition of Israel and towards the positions and policies adopted by some international or regional powers towards Palestine. The paper demonstrates that Arab public opinion strongly leans towards dealing with Palestine on the basis that it is a pan-Arab issue, not specific to the Palestinian people alone. It also shows that public opinion in the region is almost unanimous (at a rate of 88%) in rejecting any national recognition of Israel and that the assessment of Arab public opinion of regional or international powers in the region is determined by their policies towards the Palestinian issue.

The National Index for Democratic Transition in Iraq is a local initiative to measure democratic progress in Iraq, in an environment marked by multiple foreign indicators, which — despite their importance — are mostly based on general information derived from media or political reports. Some of their sources are neither documented nor qualified. National Index for Democratic Transition in Iraq is conducted by the Governance Center for Public Policies, a think tank based in Baghdad, to meet the need for an index based on a local perspective. A team of Iraqi academics from different disciplines contributed to building the index, and it has been conducting annually since 2018, with four reports published to date. Prepared specially for Siyasat Arabiya, this text represents a summary of the results of the four reports, and the state of democratic transition in Iraq, nearly two decades after the US invasion and the fall of Saddam Hussein's regime.

The Arab Opinion Index (2019/ 2020) offers interesting data on public opinion about political regimes. Our study used Principal Component Analysis to evaluate the public opinion trends toward the suitability of some political regimes for Arab countries. It is clear from the the first conclusion that the Arab citizen adheres to the democratic priority, despite other priorities related to religious and security concerns. However, it seems that the political elite did not give much importance to this priority; this is why the Arab countries experienced a series of failures in the democratic process. The second conclusion is that some countries share similarities, which differ from other groups of Arab societies. Our method helps to better understand the factors and components behind the differences or similarities between Arab countries.

This paper explores public attitudes to pan-Arab issues, specifically, the question of intra-Arab relations and intra-Arab cooperation. The results, based on a series of public surveys conducted for the Arab Opinion Index, indicate that a majority across the surveyed countries agree either with the statement “The Arab peoples constitute a single nation, even if certain specificities distinguish the specific peoples”. In contrast, only 14% of the respondents agreed with the view “That the Arab peoples are entirely distinct nations tied together by only tenuous bonds”. This broad consensus among respondents in the countries surveyed is further evidenced by respondents’ answers to a number of other points, such as support for increased intra-Arab cooperation and respondents’ reported desire for increased economic, political and military cooperation between Arab countries.
