Five years prior, the Arab Center for Research and Policy Studies brought together a group of young activists whose dedication and courage gave ris eto what would become the Arab Spring. The group of activists, gathered again in Doha on January 15-16, 2016, appeared to have been completely changed by the intervening months. With the initial ecstasy of the fall of tyrants across the region now faded, the young revolutionary activists had matured ideologically and politically. It was a maturity born of suffering and setbacks, and revealed a realism towards the coming battle for freedom. One unchanging fact was their continued hope for freedom, and their belief in its possibility.

A one-day academic symposium hosted by the Arab Center for Research and Policy Studies will bring together experts from Russia, the Arab world and the region to examine Moscow’s latest military intervention in Syria, on Saturday, October 24, 2015. While Russia’s decision to intervene directly in the conflict in Syria comes as the culmination of more than four years of diplomatic and military support for the Assad regime, the move by the Kremlin to deploy its military forces has come as a surprise to many observers, becoming a turning point not only in the militarized revolution within Syria, but also in the broader Middle East and indeed in a larger global arena. To better study the circumstances which gave rise to the Russian maneuver and the outcomes likely to result from it, the Arab Center for Research and Policy Studies will convene “Russian Military Intervention in Syria: Motives, Objectives and Repercussions”. In the highly volatile climate which the Middle East is presently witnessing, selected participants at the meeting will be asked to examine the fallout of Russia’s actions on the future stability of the region.

This report chronicles some of the most significant developments relating to the Arab-Israeli conflict

This paper discusses what it sees as turmoil in Turkish policy towards the Syrian crisis, a policy that is marked by constant fluctuations. For example, the passive stance towards ISIL’s occupation of the Kurdish town of Ain al-Arab/Kobani stood in contradiction to Turkey’s subsequent air attacks on ISIL positions inside Syria following the explosions in Suruc, only for Turkey to then change tactic again by bombarding the rear lines of the PKK in northern Iraq. Even after Turkey opened up the Incirlik airbase to coalition forces, Turkey did not participate in the campaign against ISIL beyond a few strikes, while its air power was continuously targeting PKK positions. Turkish policy in Syria has not developed much, and is being pulled into the political crisis and acts of violence at home, which have crippled the country since the elections of June 7, 2015. In addition, the situation in Syria has forced Turkey to focus on its southern borders, putting it in contact with the various active parties in Syria with their conflicting interests. Furthermore, the Syrian crisis has forced Ankara to reconsider its management of the Aegean coast and its northern borders, to keep refugees on its territory and so maintain good relations with the EU.

This paper applies the categorization of welfare state systems set out by Esping-Andersen in 1990 to the welfare state in Egypt. It analyzes the relationships between state, market, and society over the 10 years from 1995 to 2005, which were marked by a shift to a market economy and a confrontation with the historical legacy of the state’s social role. The best description for the current welfare state in Egypt is “conservative/unorganized” in that social security entitlements are limited to work in the formal sector, which makes the family, religious institutions, and patronage networks take on important roles in meeting the social needs of the large informal sector. Additionally, the study proposes some modifications to the Esping-Andersen categorization with the aim of understanding welfare programs in developing countries. When analyzing welfare systems in general, particularly in the developing countries, it is necessary to take into account methodologically aspects of mismanagement, considerations of quality, the gap between stated aims and their implementation, the disparity resulting from differences between countryside and city and between the sexes, and the role of the informal sector.

The Gulf States enjoy a strategic location and economic power, owing that to their oil wealth. The paper examines the contributing factors of the Gulf Cooperation Council states that help in measuring their strength. One of the main goals of the study is to state the points of strength and weakness of these states so that decision-makers in the GCC countries can better understand the contributing factors. The findings show that the points of strength differ from one state to another. It is difficult to accurately evaluate the points of strength that make one state more powerful than the other, but one can deduce that the state's power does not rely on one factor. Based on the study indicators, Qatar emerged the strongest, followed by the UAE then Kuwait, Oman, Saudi Arabia and Bahrain came in sixth place.

Israel believes the US-Russian agreement to disarm Syria of its chemical weapons holds several opportunities and risks. In terms of opportunities, Israel thinks the agreement will save it from the dangers of chemical weapons and will eliminate the justifications for launching a US military campaign on Syria. Such a campaign could tip the balance of power in favor of the rebels in a way that might lead to the fall of the regime and the rise of jihadi groups, which is not in Israel’s interest. Israel is also afraid that the regime might succeed, with Russian support, in evading its commitment to the agreement. The risk factors would then persist and threaten its internal front. At the same time, there is a clear discordance in the Israeli stances vis-à-vis the resurgence of the Russian role in the region. This paper aims at exploring the extent to which the US-Russian agreement caters to Israel’s interests in Syria, and examines the repercussions of the agreement on the US and its deterrence power and their impact on Israel’s national security. The paper also explores the significance of the decisive Russian role in reaching an agreement.

This paper explores the roots and developments of the rivalry between the Houthis and the Salafis, based on the recent Houthi blockade and armed attack on Dammaj town in Saada governorate in north Yemen. Illustrated by the author is a sectarian map of the region and its three components: the dominant Zaidi sect and the two emerging sects in the region—Houthis and Salafis. The paper also sheds light on the historical circumstances that bred the status quo and tackles the Yemeni government’s sectarian manipulation during the rule of deposed President Ali Abdullah Saleh. This led to the militarization of the region and turned it into a hot spot. The paper also describes the stance of the current government vis-à-vis the violence in Saada, and notes how its negative reaction could result in the expansion of strife in Yemen and could push the country into a civil war.
