The study takes up the topic of the evolution of Hamas' military action from the foundation of the Izz al-Din al-Qassam Brigades between 1987 and 1992, the movement's military wing, and beyond, drawing upon memoirs and testimonies of the movement's political and military leaders in Palestine and on available data regarding military confrontations with the Israeli occupation. The study starts from the assumption that the evolution of Hamas's military action as an active "agent" in the region differs across the different stages of the Palestinian-Israeli conflict on the one hand, and with the development of the movement's political thought and relations with regional and international systems on the other. These stages have been formational of the movement's variable identity, one that has led it to defining its regional interest and role on the basis of military strength. It transformed into a "semi-classical" army in Gaza specifically, after having been a movement of modestly equipped and armed groupings, as it continues to be to this day in the West Bank. This study attempts to monitor this evolution across the successive confrontations with the Israeli occupation in the wars of 2008, 2012 and 2014.

This study evaluates the strength of the legislative bodies in three Arab countries both on paper and in public opinion. It utilizes an existent measure, the parliamentary power index, to gauge the strength of parliamentary bodies, before comparing that with public perception. The study asks if the power given to legislative bodies reflects the actual impact on policy from the point of view of Arab citizens. This study uses the questions in the ACRPS Arab Opinion Index on the legislative councils of Jordan, Morocco and Kuwait, in comparison with the parliamentary power index, to make this assessment.

This study is a reading of the results of the referendum on the Egyptian constitution which was backed by 63.8% of those who voted and rejected by 36.2%. The opposition saw this result as testimony to it having become an organized force opposing political Islam whose popularity was declining. Do the results of the referendum really indicate a decline in the strength of political Islam in Egypt? Or a fall in the levels of support for the Muslim Brotherhood specifically? And that the opposition has developed an attractive alternative for voters? This study concludes that the drop in turnout at the referendum, most likely, reduced the share of the opponents of the Islamist trend, for the opposition has failed, or so it seems till now, to formulate a clear alternative program to the Islamist project. On the other hand, if turnout continues to decline, this suggests that a section of Egyptians feel that no one represents them or that they are beginning to despair of the political process. That is something that all the political currents and forces should pay attention to.

This paper presents Arab public opinion trends on the Palestinian issue, through data collected by the ACRPS-conducted Arab Opinion Index. It assesses whether Palestine is a pan-Arab issue or one that concerns Palestinians alone. It also evaluates Arab regional attitudes towards recognition of Israel and towards the positions and policies adopted by some international or regional powers towards Palestine. The paper demonstrates that Arab public opinion strongly leans towards dealing with Palestine on the basis that it is a pan-Arab issue, not specific to the Palestinian people alone. It also shows that public opinion in the region is almost unanimous (at a rate of 88%) in rejecting any national recognition of Israel and that the assessment of Arab public opinion of regional or international powers in the region is determined by their policies towards the Palestinian issue.

Despite the dire situation in Syria, the International Organization for Migration states that about one in ten Syrian refugees is returning home. The United Nations High Commissioner for Refugees predicts that hundreds of thousands of refugees may soon voluntarily return to their devastated homeland. The fear is that this will happen without any prior planning, especially since the Syrian crisis may be relatively unique in terms of its size and the difficulty of predicting its trajectories. Accordingly, the purpose of this study is to identify the lessons learned from the experiences of refugee return, whether voluntary or forced, which illustrate the most important factors for ensuring the sustainable return of Syrian refugees. The study is based on an extensive literature review, consultations and interviews with experts and stakeholders, supported by the researchers' accumulated experience in the field of post-war reconstruction and refugee studies. The study does not aim to analyze the current political or military situation in Syria, or to evaluate any ongoing or planned political talks, nor does it evaluate any proposed political solution.
