This section lists the most prominent political documents related to the democratic transition in the Arab world. In this issue we publish documents related to the reaction of Tunisian political currents on the issue of dissolving parliament and dismissing the government, the reaction of the coordination framework of Shiite forces rejecting the election results in Iraq, and the reaction of the Sudanese government and the Sudanese Association to the coup measures taken by the President of the Sudanese Sovereign Council, Abdel Fattah Al-Burhan . We will stop when the documents are published between September 1 and October 31, 2021.

The study concerns the armed Shiism in Iraq and its most prominent embodiment, the Mahdi Army (MA). It deals with the relationship between the MA and the Sadrist movement, as a case og the relationship between political organizations and their armed wings. It explores the specificity of this relationship, whereby the MA arose within the Najaf Shiite's Hawza . Hence, the MA was not a typical armed wing, but was more like a general beacon of mobilization for the Shiite community in Iraq. MA was the first organizational step for the movement as much as its presence as the armed wing remained an essential pillar, controlling and determining the development of the movement. The study argues that the debate over the extent of armed action led to a struggle over the identity of the movement, between two wings: remaining an armed organization, or turning to political action. Therefore, the leadership's efforts to control MA were intersects with the political struggle between its wings.

This study attempts to determine the latest changes in the US-Saudi alliance and reflect on its destabilization. Specifically, it aims to determine whether the current crisis in US-Saudi relations might actually lead to a rift. Alternatively, the current events could be nothing but a temporary breakup depending on each country’s vision of its interests, after which relations could resume. The study reached some important results. It concluded, for example, that the speculation of a collapse of the US-Saudi alliance and its replacement with the US-Iranian alliance is farfetched and lacks depth. It is politically impossible and strategically inoperable for the US to side with Iran at the expense of Saudi Arabia amid the current polarization.

This study argues that the political system resulting from the post-2003 political process in Iraq contributed to the reproduction of ethnic, religious and linguistic minorities within a homogeneous political identity, without taking into account the multiplicity of ideological orientations within the minorities themselves. These minorities have become political minorities, but they are powerless and unable to change or influence the political decision-making process in Iraq. This means that political practice in Iraq, including general electoral practice, remained a practice based on the reproduction of ethnic, religious and linguistic minorities, and did not turn into a real political practice. In other words, the identity marker (sect, ethnicity, etc.) comes before the political manifesto. This political reality imposed on ethnic, religious and linguistic minorities a political behaviour represented in voting for their ethnic, religious and linguistic parties, just as they were in the one-party era.

Brazil is considered a rising power in the world order of the post-Cold War era, and some see it as an emerging middle power. Several motives and caveats drive Brazil’s stance vis-à-vis the Arab Spring revolutions. Brazil decided not to get involved in the affairs of the Arab world and carefully observed the internal developments in Arab countries and the role of some intervening foreign powers. It also reiterated that the West’s military intervention in the affairs of Arab countries is selective and causes more harm than good. Brazil’s reactions varied, as did its stances and ways of addressing the Arab revolutions. The paper explores and analyzes the conflicting Brazilian reactions and assesses the factors behind the different views. It also mentions some expected outcomes of the Brazilian stance and the possible repercussions on Brazil’s international role and economic interests in the Arab region.
