Political Stability in the Member States of the Gulf Cooperation Council: the Challenge of Migration and Population Instabil
2018-03-01
Beside the military and external challenges, the Gulf Cooperation Council (GCC) countries are facing serious domestic non-conventional challenges, i.e., the demands of political reform, social mobilization, demographic imbalance, environmental deterioration, resource depletion, the transformation and diversification in post-oil economy, terrorism and radicalization etc. In particular one of these new kinds of threats has started to be significant in the last decade. The massive immigration and demographic imbalance between local citizens and foreign residents in countries like the U.A.E, 10 percent; Qatar, 15 percent. This imbalance and the massive immigration into the GCC countries increased the vulnerability of these states, especially since it relates to other critical security issues such as human security (food security for example, in UAE is an example, the country import almost 95 percent of its food consuming) radicalization, energy security, and domestic unrest especially after 2011.

On the Development of the Concept of Consociational Democracy and its Adequacy for Resolving Sectarian Conflicts: Northern I
2018-01-01
This paper addresses a theoretical model for the concept of "consociational democracy", beginning with the concept's roots in the Austrian Marxist tradition before describing its elaboration in 1969 by the Dutch-American political scientist Arend Lijphart. Lijphart's work was part of his wider critique of Gabriel Almond's categorization of Western political systems. This study presents a structural criticism of the term "consociational democracy" and its usage, arguing that the practice of "consociational democracy" was born of pragmatic policies before maturing into a theoretical model. It argues that the subsequent contributions of Lijphart were merely an extrapolation from a set of examples without "theory" to underpin it and that "power sharing" does not necessarily lead to democratization. The study thus draws up several theoretical observations that help distinguish "consociationalism" from "consociational democracy". Finally, the paper contrasts the suitability of this theoretical model for both Northern Ireland and Lebanon.

Repeated Changes of Palestinian Cabinet Ministers and the Impact on Public Policies: the Point of View of Higher Authorities
2017-09-01
This research addresses the problem of government turnovers in Palestine between 1994 and 2016 and the impact on public policy sustainability. The thesis of the research is that government turnovers (changing ministers repeatedly) disturb the capability of top management professionals to formulate and implement sustainable public policy that can make positive impact on generations. The research adapted a qualitative methodology through selecting all 18 ministries that had eight turnovers or more between 1994-2016 as case studies, some had 17 turnovers. More than 35 deep interviews with three levels of management in the selected ministries where conducted. The researcher also interviewed former prime ministries and a sample of ministers who were in positions for three terms or more. Questions of this category focused on the impact of politics on government turnovers and public policy in regard. Major findings of the research include the way in which governments are selected (the consensus tradition of selecting governments) and the absence of the Palestinian Legislative Council encouraged ministers to ignore law and politicize public service sector.
