This paper traces the evolution of the official stance of the US establishment, including the White House, towards the 2017 intra-Gulf crisis. While the president's seeming bias in favor of the four countries leading the blockade on Qatar served to make them more intransigent and less amenable to various attempts at mediation, other organs of the US establishment were quick to move to try to contain the excesses of statements made by Trump and limit the fallout of the crisis. The author concludes that the disarray in the American approach to the Gulf crisis is a reflection of the lack of a clear vision of what US foreign policy ought to be under the Trump presidency. Coupled with the inexperience of President Trump, his personal vendettas and his reliance on ideological gimmicks, this reality foretells huge challenges for US interests around the world.

This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.

Establishing a genuine and effective system to settle disputes through ministerial conferences is an essential point of progress for developing countries. Such a system would mean these states– and Arab countries in particular – would defend their rights based on a legal rather than economic basis. This paper argues that developing countries’ inability to benefit fully from the advantages of a dispute settlement system poses an essential and fundamental problem. It shows how the World Trade Organization’s dispute settlement system has failed to become an effective tool in the hands of developing countries to repair imbalances resulting from unequal economic relations between countries. It then asks why developing countries – including Arab countries – have taken part in this system. It examines the root cause of this participation, asking wither it is due to subjective factors such as limited contribution in WTO or the lack of specialized national talents? Or objective obstacles that the system places before developing countries, especially in terms of long and demanding procedures, as well as the nature of the implementation process. The paper encourages a reconsideration of the system in order to keep it in line with the positions and potentials of developing countries. In its approach, this paper adopts analysis at two levels; the first looking into the outcome of the participation of developing countries in dispute settlement, and the second a reading of plans to reform the structures of the system.

Morocco's participation in the Saudi-led coalition was formed to confront the expansion of Houthi rebel control over the Yemeni state. This study gives an overview of the factors that led to the expansion of the geopolitical and geostrategic depth of the Gulf States to include a number of Arab countries, all the way to the Kingdom of Morocco. The paper discusses the gains Morocco made as a result of joining Operation Decisive Storm. Morocco faces similar challenges from extremist groups, making participation in the operation an opportunity it can benefit from later in the event it needs to tackle similar militias in the Sahara. In addition to the economic and political reasons for joining the coalition, the geostrategic shifts in the Arab region and the rise of the threat of extremist ideological forces in the region has prompted Morocco and the Gulf States to develop a new vision for relations on the basis of cross-border national security. The paper finally tackles the shift Morocco's participation has represented, examining King Mohammed VI's preference for more rapprochement with the European neighborhood.
