The relationship between economies and polities is one of vital importance to the outcome of the contemporary intensifying struggle between authoritarians and democrats. Investigating this relationship in Egypt is therefore of relevance for the world as a whole, increasingly divided as it is between countries with political economies informed by authoritarian or democratic models. This study will explore manifestations of that vital relationship in Egypt. It will commence by outlining the global and national contexts within which the economy operates, and both shape it and present challenges that must be met to achieve more rapid growth. How economic factors have contributed to the rise of Sisi's new authoritarianism will then be investigated. This will be followed by reversing that relationship, analyzing the economic consequences of the Sisi regime. Whether those consequences will better enable Egypt to compete economically, or will undermine its capacities to do so, is addressed in the fourth section. That is followed by an effort to answer the related question of what the key building blocks of a more successful economic strategy might be. In the conclusion scenarios of alternative futures of Egypt's political economy are considered.

This is the second section of a study examining the application of good governance in Egypt and Tunisia. The first section, published in issue 42 of the Siyasat Arabiya journal, provided an in-depth theoretical framework for assessing the dynamics of administering governmental affairs, establishing the prerequisites of effective governance, and combatting corruption. This second section argues that administrative corruption is an important obstacle to the quality of public services provided by central government in Egypt and Tunisia, despite various laws and codes calling for tackling corruption and corrupt individuals. This study recommends governmental decentralization; gradually permitting legislative bodies to review the work mechanisms of public administration; adopting organizational philosophies that can serve to improve the process of providing public services; and finally, activating e-government and information and communications technology to achieve more effective public administration operations and services provision and thereby contribute to expanding economic growth.

In such a context, this special issue of Siyasat Arabiya claims that pandemic is a political issue at its core, and that state and interstate/international relations lie at the heart of almost everything related to it. This special issue includes four articles; these look at the relationship of the pandemic to theories of International Relations, the international system, the Political Economy and Populism respectively; in addition to a theoretical article on public and global health translated into Arabic, and a critical review of an edited book on the future of conflict, competition and international cooperation after the pandemic. very different perspectives, from politics and policies, economy and trade, family and society, travel and transportation, environment and urbanization, work and education, and so forth

This study begins by discussing the concept of legitimacy and then examines the patterns of legitimacy in Egypt since 2013. It specifically focuses on the legitimacy of performance within the field of educational policies and its role in the regime's continuity. The study finds that the regime cannot establish its own legitimacy merely by creating an illusion of effective performance. Instead, it can manage legitimacy through several strategies: shaping public expectations by emphasizing the importance of maintaining public order and providing basic goods and services; influencing public perceptions by highlighting achievements while concealing failures and suppressing criticism; and managing citizens' perceptions of alternatives, such as Islamist groups or a descent into chaos, or both. The study also concludes that the regime's objective is not to secure genuine popular support but to ensure general compliance by persuading the majority that it is more effective in improving their lives than any alternative. This level of legitimacy may be sufficient to encourage adherence to laws and discourage efforts to replace the regime.

This article traces the different paths taken by constructivism in International Relations, from its emergence as a critical social theory in the 1980s, in response to the third debate between positivist rationalists and post-positivist reflectivists, to Alexander Wendt's project to seize a middle ground and to bridge the rationalist–reflectivist epistemological gap. The article, then, examines the intra-debates among conventional and critical constructivists on Went's project, as well as the rise of the new constructivism after Wendt left the constructivist research program. The article explores the Wendtian project's epistemological tensions and demonstrates how such tensions led to a plurality within constructivism: modernist conventional and postmodernist critical (reflectivist). It highlights that Wendt's leaving constructivism and his shift to a quantum approach have not caused constructivism to decline, but instead, it continued to thrive through the efforts of a new generation of constructivists. The article argues that three main developments in International Relations over the past twenty years have contributed to its ongoing thriving: the decline of epistemological polarization among IR theories; the rise of critical realism as a philosophy of science in International Relations, and the emergence of analytical eclecticism.
