This section lists the most prominent political documents related to the democratic transition in the Arab world. In this issue, we publish a number of documents from Tunisia, Egypt, and Libya for the period July–August 2022.

This paper discusses the escalation of the refugee crisis following the revolutions of the Arab Spring, which triggered a mass exodus of people fleeing the countries witnessing revolution, including Syria.

The Palestinian Authority today is facing enormous pressure. Lack of international and regional political support, coupled with declining economic support and internal legitimacy, has led to a situation in which the PA's days may be numbered. This is especially true given Israel's seeming commitment to eminent annexation of much of the PA's promised territory. But Palestinian society today has undergone immense transformation since 1994; Palestinians are more fragmented, demobilized, and politically stagnant than ever before. If the Palestinian Authority collapses, and its formalized institutions which have overtaken Palestinian society for the past two decades disappear, how will Palestinians respond? Will the territories degenerate into violence, or will Palestinians coordinate to undertake strategies to organize a Palestinian response? This brief review Palestinian public opinion on preferences for non-violent strategies versus violent strategies, and examines what variables impact this dynamic.

The literature on state capacity is often at odds with what constitutes state capacity, how to operationalize it, and how to measure it. Nevertheless, it is important for us to attempt this endeavor given the importance of state capacity, and its effect on a number of political and social dynamics. With the proliferation of quality surveys in the Arab world in recent years, we also have an unprecedented opportunity to examine state capacity in a new light, according to citizen perceptions in addition to material measures. Thus, in this paper I will examine variations of state capacity measurements using the Arab Opinion Index data. I will provide evidence to show that many political phenomena can only be understood if the conditions surrounding state capacity are accounted for.

This study explores the relationship and reciprocal influence between the political authority in Iran, led by the Supreme Leader, Ali Khamenei, and the religious authority in Najaf, led by the Grand Ayatollah and marja', Ali al-Sistani. Rather than focusing exclusively on jurisprudential/ideological doctrines, the paper approaches the subject from a perspective that emphasizes the interactive relationship between the structure and the agency. It suggests that the emergence of the Islamic regime in Iran, based on the principle of Willayat Al-Faqih, had a significant impact on reshaping power relations in the Shi'i theological space and the response of Shi'i religious actors. At the same time, the practices adopted by al-Sistani in Iraq after 2003 , the context he was responding to, and the emergence of the Marji ʿ yya as an extraconstitutional actor, allowed for the formation of an alternative transitional model, which I term a "neo-traditional authority". The study argues for an alternative to two theses: first, the potential decline of the traditional Marji ʿ yya due to the dominance of the Willayat Al-Faqih in Iran, put forward in particular by Mehdi Khalaji, and second, the superiority and continuity of the traditional Marji ʿ yya due to its depoliticization, contended by Linda Wallbridge. The paper also maintains that there is an interpretive framework that meets the two theses in the middle, represented by the rise of the neo-traditional Marji ʿ yya and the possibility it will emerge as an alternative model in the future.

This paper uses the findings of the 2015 Arab Opinion Index to gauge Arab public attitudes towards the “Joint Comprehensive Plan of Action”, the international agreement which brought to a close a world crisis over Iran’s nuclear program. The paper also explores Arab attitudes towards the possibility of Iranian non-compliance with the terms of the agreement as well as the possible transformation of Iran into a nuclear capable state. The findings reflect a sharp division within Arab public opinion: 43% of respondents expressed the belief that Iran would abide by the terms of the agreement, with 46% predicting that the country would not follow through with the terms of the multilateral treaty.

​This study seeks to measure the digital divide and its impact on political participation in selected Arab countries. It focuses in particular on assessing the role of demographic and socio-economic status (SES) in unequal access to the Internet. A multivariate logistic regression analysis was used to predict political participation based on SES and internet use. Based on Arab Index data, the results of the analysis indicate that SES (gender, age, income and educational level) plays a major role in the level of Internet access, and that the purpose for which the Internet is used determines the likelihood of political participation. The results also indicate that vulnerable social groups are more reluctant to participate in political activities.

This paper discusses the implications of the Iranian nuclear agreement inside Iran which is experiencing an ongoing battle between moderates and conservatives. It also observes and analyzes the responses within the Gulf states, which is the Arab bloc geographically closest to Iran and the most involved with it and fearful of it. The agreement restrains the Iranian Republic more than it gives it free rein, as it places Iran under international monitoring. The kind of sanctions that can be imposed on Iran in future, if it violates any or all of the provisions of the agreement are a factor controlling Iran’s future course. Alternatively, from what has come to light, it is clear that the marathon negotiations were not limited to the nuclear agreement, as both sides wish to portray. Rather other issues were discussed, including Iran’s future role in the region and the world. The acceleration of action on Syria and Yemen may be a reflection of these other issues.

An analysis of the strategic documents produced by the United States can play a significant role in understanding the comprehensive visions of successive administrations in dealing with the outside world. However, these documents cannot present a day-to-day picture of what a given administration might do amid rapidly evolving crises. In analyzing each document, these day-to-day strategic concerns, which in fact govern each US strategic document, must be taken into account. This study attempts to analyze the text of the 2015 UN national security strategy by taking into account the international context, its goals, priorities, and governing principles. The analysis carries out an assessment of six key strategic indicators in the strategy document, as well as nine indicators of change compared to the 2010 document. This paints a picture of the larger vision of the Obama administration and the White House, which will shape US foreign and security policy until the end of his term.
