​Qatari foreign policy presents a challenge for students of international relations. Whereas major theories within the field tend to privilege structural factors in explaining the action of states, and particularly small states, in the case of Qatar, the quality of leadership and the strategies that leadership employs to navigate through the structural constraints—primarily geography—are equally important. One of the main findings of this paper is that the strategies adopted by the Qatari elite since 1995 did alleviate many of the structural constraints which the country would otherwise have faced. Moreover, during the short-lived Arab Spring of 2011-2013, Qatar tried to reshape the political landscape in the Middle East to its favor, challenging the two regional hegemons Saudi Arabia and Iran, in Egypt and Syria respectively. Yet, the paper concludes, geopolitical factors and the relative capabilities of states remain instrumental in assuring a state’s sustained capacity to continue playing a key role. This is particularly true in a region where elite thinking continues to be defined by realpolitik.

The notions of superpower and unipolarity are seriously questioned by heavy trends: non-fungibility and dissemination of power; complexity of transnational interactions and interdependencies. The article argues that because of these mutations, China's rise, achieving the rank of "emerging potential superpower", and the narrowing of the gape on global power resources, the United State, who still have unmatched capacity, will probably be the last superpower in a Cold war era sense. The article concludes that unipolarity is not challenged because the operating interstate dynamics, in which involved actors which are supposed to work for building a multipolar world, contribute in fact to reproducing unipolarity.

​Over the past decades, the four Gulf states—Saudi Arabia, the United Arab Emirates, Kuwait, and Qatar—have emerged as active donor countries, playing prominent roles in fragile and conflict-affected areas in the humanitarian, developmental, and peace-related fields. While most of their foreign aid is visible in humanitarian and development sectors, their peace-related assistance remains directionally unclear and lacks sufficient analysis due to the absence of an official documentation system issued by Gulf donors in this area. To address this gap, this paper examines the foreign aid flows of Gulf donor countries through the lens of the Humanitarian- Development-Peace Triple Nexus. The analysis suggests that Gulf donor countries do not align their aid with the reform movement led by the Organisation for Economic Co-operation and Development (OECD) regarding the HDP Triple Nexus. The results reveal that the challenges to fully implementing this approach in the foreign aid policies of these countries include weak coordination among Gulf donors, the absence thereof, inadequate exchange of data, information, and joint .analysis, in addition to operating within a framework of bilateral funding.
