This study addresses the intricate issues posed by the State of Palestine's legislation concerning the redefinition of the Palestinian. Despite the fact that these laws seem to be regulatory for particular situations, they propose a fragmented and different definition of that which is proposed by the Palestine Liberation Organization (PLO) charters. One of its manifestations was the controversy surrounding who the Palestinian is during the postponed general elections of 2021. This contributed to the creation of the current practical framework for the legal text that categorizes Palestinians according to where they live; allowing one group to exercise their right to self-determination and not others. It also had an impact on how the definition of two concepts—the Palestinian and the right to self-determination—were altered, and the extent to which the effects of the legislation may impact the legal basis of the PLO. The PLO enjoys an international legal personality recognized by the international community as the sole representative of all Palestinians, regardless of their place of residence.

This paper seeks to ascertain the extent of positive Arab public attitudes—or lack thereof—towards the Arab popular revolutions, after more than a year since the revolutions first broke out. The results show an overall positive attitude towards the Arab revolutions among the Arab public. When asked to provide reasons for their positive disposition towards the revolutions, respondents spoke of an "Arab Awakening" which laid the foundations for democratic governance in the Arab region by restoring the democratic rights of Arab citizens. Opposition to the Arab revolutions and their impacts accounted for only 25% of Arab public opinion. A majority of respondents who disapproved of the Arab revolutions blamed the failure of these popular movements to achieve their aims, as well as the resulting economic and political instability. In addition to broad overall support for the Arab revolutions, the Arab public credits the recent revolutions with improved treatment of the public by the police and other government officials in the Arab region.

An academic workshop to be hosted by the Arab Center for Research and Policy Studies will examine the regional implications of a long-term drop in oil prices on oil producing states in the Arab region. It is difficult to imagine an influential presence for Salafism in Turkey despite the talk of the "spread" of Salafism there. This must be accompanied by methodological questions that articulate the challenges related to the intellectual environment of the Turkish society. It also relates to the historical context and political competition amongst the Sunni community. One question is "How could Salafism have such a powerful presence in a Sufi society, whose empire had adopted the 'opinion approach' of Abu Hanifa and Maturidi and whose modern republic had adopted the philosophy of the West and secularism?" Both are contrary to the Salafi approach based on tradition and the literal commitment to the texts of the Quran, Hadith and the sayings of 'al-Salaf a-Saleh'. Another question is "How can Salafism overcome the historical and psychological barrier in Turkey that formed as a result of Ottoman-Saudi disputes at the beginning of the nineteenth century and whose intellectual effects have continued until a recent time?"

The purpose of this paper is to document Qatar's recent contribution of humanitarian aid to the Palestinians. We consider Qatar as an example of a mini state that relies on its wealth and soft power to further its interests in the Middle East and support a beleaguered Arab-Muslim state. The paper carries out analysis of Arabic newspapers and other documentary evidence to contextualize and estimate Qatar's financial contribution from 2010 to 2016. Contextualizing Qatar's aid necessitates considering Israel's military control of the Palestinian Territories, and its ability through hard power to regulate the inflow of aid to Palestine. The paper concludes by calling for adopting the political economy perspective in dealing with humanitarian aid.
