Sponsored by the “Safer World” foundation, based in the United Kingdom, this meeting held at the Shanghai Institute for International Studies examined possibilities for the spreading of peace and stability across conflict hotspots around the globe.

Following the ouster of President elect Mohamed Morsi after only one year in power, this paper looks at the future of elections in Egypt. Without any political party that holds the support of the masses, or the possibility of making up for this by building strong partisan alliances, the paper examines the rules of political practice and the nature of legislations based on the 2014 constitution in order to find a way forward amid a current deadlock. It finds a current legal and legislative condition that has restored Mubarak-era rules, characterized by weak partisan influence and a lack of the necessary political pluralism that accompanies democracy. It finds that, despite accelerating steps towards building partisan alliances and electoral consensuses, there are still structural obstacles hindering the establishment of a genuine parliamentary system, partly due to the weakness of political parties and the limitation of their legislative and procedural structure.

Israel’s nuclear ambiguity is a policy formulated in the 1960s, and one that Israel has consistently applied until today. The paper examines the roots of this policy and the internal and external factors that contributed to its formulation. In this context it follows the influence of the United States by illustrating the development of contacts and negotiations between the US and Israel concerning the Israeli nuclear program, and the understandings between the two states during the 1960s, culminating in the agreement between Golda Meir and Nixon in 1969 over Israel’s possession of nuclear weapons. The study also follows the debates and discussions between Israeli academics and experts over this policy since the 1980s. Finally, the paper also reviews Israel’s preparation for a second strike and analyzes the aims of Israel’s nuclear policy.

One year has passed since the start of coalition air strikes against ISIL in Syria. Over that year ISIL has endured setbacks and defeats in a number of areas, perhaps the most important of which are Ain al-Arab (Kobani) and Hasaka. However, it succeeded in expanding its influence and incorporated new towns and villages such as Tadmur, the eastern Rif Homs, northern Rif Aleppo, Qalamon, and the Yarmouk refugee camp in the capital into its “state”. In this way it cut up the majority of Syrian territory and threatened strategic centers and urban areas such as Homs and the capital Damascus. The paper concludes that ISIL is imposing the rhythm and variables of battle in various parts of Syria. The international coalition remains unable to eliminate it or degrade it in the short or medium term. Eliminating ISIL may take years if the piecemeal US approach to confronting it continues as now.

The youth revolution in Yemen at the beginning of 2011 kindled a ray of hope that the walls of tyranny could be broken down and the country could be pulled back from the clutches of narrowly defined identities. It sharpened the will that formed a “historical bloc” capable of rendering democratic transition successful. However, the youth revolution never transcended the ecstasy of a romantic revolutionary act to reach the stage of building institutions capable of enforcing respect for the law and accommodating ethnic, tribal, sectarian and political pluralism. This study addresses the impact of the Saudi-Iranian role on Yemen's transition. It is premised on considerable importance attached regional factors, which perhaps have even greater influence than domestic factors on the outcome of the Yemeni revolution. The study stresses that the effects and limits of regional factors are related to several variables, such as the vicissitudes of international politics; international and regional balances and interests; as well as the strategic location of the country subject to interference; its resources; its internal dynamics; the maturity of local elites; the weight of political opposition; and the quality of institutions.

An agreement signed by the Russian Foreign Minister and his US counterpart in Moscow has taken observers by surprise due to its timing and the surrounding circumstances. The agreement in Moscow was the natural culmination of a series of events impacting the situation in Syria, including changes to the composition of Barack Obama’s Administration and an overall shift in American attitudes towards the Arab Spring. This has presaged a change in American vision towards its interests in the wider Middle East region and Washington’s relations with both regional powers and global players with influence on the Syrian conflict. Finally, the agreement can be regarded as an expression of American uncertainty, as well as the Obama Administration’s inability to formulate a coherent policy towards Syria two years into the revolution.

This study distinguishes between three Interrelated theoretical approaches prevalent in writings of researchers seeking to understand the emergence of the Islamic Resistance Movement, "Hamas". The first of these approaches examines the movement from the portal of ideology, stressing the importance of international and regional dimensions and the rise of political Islam after the "setback" (Naksa) of the 1967 Six Day War. The second approaches Hamas as representing a social movement seeking to revisit the historical narrative of Palestinian society. The third considers it to be the heir of the Palestinian national liberation movement, attributing its rise to transformations witnessed in Palestinian identity and the Palestinian community's definition of itself. Although the three readings do not contradict each other, a focus on one of them can lead to oversimplification or exaggeration: emphasis on the first approach is at risk of overlooking transformations in the movement in its later stages and a marginalization at the micro level of local dimensions; emphasis on the second approach can result in the overestimation of the effectiveness of collective action; exaggerated emphasis on the third approach deprives social actors of their effectiveness. Hence this study proposes situating Hamas in the ​intersection of these three approaches.

This paper presents in-depth, eyewitness testimony to the progress of events through the earliest stages of the Syrian revolution, and chronicles how the protests spread. Specifically, it covers the junction when a de-escalation of the protests became difficult, once demands for regime change were solidified on the part of the protestors.

The changing structure of International Law has always been a contentious issue because of the analytical and practical contradictions imposed by the concept of Solidarity whether its international or humanitarian sense.
