Sudanese President Omar al-Bashir’s call for national dialogue marks a critical turning point in the nation’s recent politics. This paper presents the conditions that led to Bashir’s call for the first time after his nearly 25-year rule, and describes the serious and genuine nature of this call, as well as the positions of the opposing parties. It then goes on to explain some of the challenges that might hinder the success of Bashir’s call for dialogue, in particular the extent of concessions that president Bashir and his ruling party will have to make in order for the dialogue to be successful. It further examines the extent of the flexibility that the civil and armed oppositions should maintain if this last opportunity is not to be missed to save the country from falling into a state of turmoil. This internal Sudanese situation is read within the context of the regional and international conflicts that impact the call for dialogue. Finally, the paper sets out the possible negative and positive impacts of the international situation regarding the possibility of Sudan’s recovery from its current deteriorating situation.

This article explores the introduction and implementation of mandatory military service, in three of the six Gulf monarchies that constitute the membership of the Gulf Cooperation Council. Two of these states, Qatar and the UAE, have never before imposed conscription while the third, Kuwait, decided to reintroduce it after a fifteen-year hiatus. The new policy, the essay argues, has been motivated by several reasons. First, conscription will build up the reserve forces of these states that have recently become more active in projecting military power beyond their borders. Second, it will strengthen national identity and the political socialization of young men and, to a lesser extent, women. Third, it will engage and train often poorly educated, unemployed, and unhealthy youths. Finally, the article contends, there is little chance of compulsory military service being introduced in the other three GCC states.

The post-Cold War environment has produced a world distribution structure different from that of the system prevailing in the 1945-1991 period. Geographical regions of pivotal value have emerged as important arenas of competition among the great powers, each drawing strength from the prominent features of location and resources. Referencing these same features, this study examines the geopolitical importance of Arab and Islamic countries within the international system. It posits a set of factors to inform an understanding of the international system's evolving nature: energy, the distribution of power and hegemonies in the geopolitical spaces of Europe and Asia.

According to Jonathan Grix and Fiona Carmichael, when implementing national sport policies, one of the governments' main objectives is to invest funds into gaining international prestige. Although these national sport policies' objectives have also been identified by several other leading scholars in sport governance, research proposing a measurement of these policies' success or failure remains scarce. In fact, to evaluate if countries have reached international prestige through sports, researchers tend to generally refer to the Olympic Medal Table, while the newly created soft power indicators, the "Soft Power 30", "Soft Power Index" and "Global Soft Power Index" have not managed to use appropriate sport rankings to measure countries' capacities to use sport as an instrument of soft power. The objective of this paper is to identify the inaccuracies of these commonly used indices and propose a new ranking that would evaluate whether the national sport policies implemented by governments have succeeded in developing soft power.
