​This study fits into a broad category of scholarship concerned with transitional periods in various political systems. Specifically, it examines the political transition in post-revolutionary Tunisia since 2011. It does so by comparing the legal provisions of the post-revolutionary transition - the major texts, which define the transitional stage - and the political realities, which take the shape of events, actions and political discourse. A point of particular focus is the 2011 elections to the National Constituent Assembly, which the author analyzes through the rubric of "electoral engineering". One more conclusion of the paper is that electoral engineering remains a feature of Tunisian politics, although it has gone from "authoritarian electoral engineering" to "democratic electoral engineering," reflecting changes which have taken in the country as a whole.

This article sheds light on the reasons behind the lag of Arab public administration scholarship behind the needs of coping with the questions of political and administrative reform and situating public administration within the context of political governance. This article draws insights from the development of the field in the US experience, its fuzzy boundaries, and value conflicts. This was characterized by overlap and the value struggle caused by the three tributaries that established the knowledge and research architecture of the field, namely law, business administration, and political science. The study concludes with a discussion of how different origins and political context detached public administration research in the Arab world from the ontological and methodological diversity that contribute to the richness of the field in the US experience.

The conflict over demography and geography is at the heart of the Palestinian-Zionist conflict. During the last century, there have been shifts in the state of Palestinian and Israeli demography, which have brought about geopolitical changes, swings in power relations and the distribution and control of resources between them. The study deals with the concept of demographobia and projections for Jerusalem, in order to deduce the state of the Palestinian-Zionist conflict. The study presents the demographic reality in Jerusalem and analyzes it according to national, ethnic, cultural, religious and geopolitical affiliations. The paper discusses the relationship between demographics, geography, and democracy, and how they are utilized in spatial planning and resource control. The paper also seeks to forecast the future outlook and discuss its consequences by monitoring and critically analyzing quantitative data collected from Palestinian and Israeli sources.

This study examines how the 2023 Gaza War reshaped maritime security dynamics and geopolitical rivalry in the Red Sea, particularly in the Bab al-Mandab Strait, through a complex interplay between great powers and non-state actors. It demonstrates that the Houthi (Ansar Allah) attacks on commercial vessels –framed as support for Gaza – transformed the strait into a global flashpoint that exposed the vulnerability of international supply chains. The study also shows how these developments reactivated U.S.–China rivalry in the Red Sea: the United States adopted a military–security approach in support of Israel's war on Gaza and to reaffirm its role as guarantor of the maritime commons, while China favored a cautious strategy centered on economic influence, calculated non-involvement in military operations, and securing the passage of its vessels through discreet diplomatic channels. The study concludes that the Red Sea has become a space where U.S. naval dominance intersects with China's rising economic power, and where non-state actors increasingly shape regional and global security.

Following the transformations in the Levant’s regional system since the beginning of World War II to the rise of the Islamic State group in Iraq and Syria, this paper examines the new context of the region with regard to Washington’s resumption of direct military intervention. It finds that the Levant – as a soft area easily subject to geopolitical influences – has always been subject to changes based on shifts in world order, from the Cold War, followed by unipolarity, to the relative decline of US power. Thus, while the main actors of the Levant’s regional system were Arabs during the Cold War, the region has become a battleground for non-Arab parties – namely Turkey and Iran – following the invasion or Iraq and the eruption of the Arab Spring revolutions.

This study explores the origins of Qatari-US relations, the foundations on which they are based, and the rules that govern them. It begins by examining relations between the two countries from the 1970s up until the Trump era. The paper finds that Qatar's need for US security assurances did not prevent it from adopting independent policies that occasionally contradicted US strategy. Accordingly, the Qatari-US relations have been upended, and exposed to crises due to diverging interests, concerns and challenges. While Qatar has embraced a foreign policy independent of Washington, it has also tried not to alienate it and has established itself as an asset for the US, both in terms of the military facilities it provides and the unique role it plays through maintaining ties with parties that the US cannot communicate with directly. Mutual dependency has enabled Qatari-US relations to overcome all the challenges they have faced over the past three decades, including those that emerged under the Trump administration.

This paper’s primary argument is that Netanyahu’s fourth term as Prime Minister will see him lead a cabinet which will as yet be his most extreme and the most antagonistic towards the Palestinians. Its sole aim will be the expansion of the settlement enterprise and to oppress the Palestinians, both within the occupied Palestinian Territories and behind the Green Line (the 1949 Demarcation Line), in a bid to push them to surrender. To illustrate this argument, the paper presents a survey of the rightwing groups which form a part of Netanyahu’s ruling coalition. The paper further explores the draft legislation which form the basis for the new ruling coalition before offering a conclusion which attempts to forecast what the future will look like under a fourth Netanyahu cabinet.

This paper methodically studies the relationship between the functions of media organizations and their ownership. The material examined by the author is the content of daily Sudanese newspapers; the hypothesis being tested, from the prism of political economy, is whether or not there is a direct correlation between the ownership of a newspaper and the bias in its content. The paper begins with a survey of editorial content from several Sudanese newspapers and explores the influence of both private sector and public sector funding on their editorial content. The author concludes that despite the presence of a diverse media environment in Sudan, a classically authoritarian power structure reigns over the Sudanese media. This remains true even in the case of privately owned, independent papers, where the loyalty paid by the media owners to the government is not desired.
