From a purely political perspective, tyranny and oligarchic rule have continued to be the dominant characteristic of Arab politics. Authoritarianism has “strangled” the Arab citizen. Will an over-arching Arab liberal tendency be able to overcome sectarian, political and religious tensions to affect a comprehensive reform of Arab political culture? The search for a definitive answer to this question proves difficult. The presumed link between the question of (political) reform within the Arab countries, in general terms, and a liberal perspective from foreign cultural contexts is supported by only a tenuous hypothesis. Such a presumptive hypothesis cannot guarantee results in a cultural and social environment completely alien from the one in which the principles of liberalism first emerged. This author calls for a revitalized conceptualization of liberty which is culturally appropriate to the Arab context while maintaining its connection to global contemporary civilization: it would be a conceptualization which liberates Arab societies from historicism and a blatant emulation of the West.

According to Jonathan Grix and Fiona Carmichael, when implementing national sport policies, one of the governments' main objectives is to invest funds into gaining international prestige. Although these national sport policies' objectives have also been identified by several other leading scholars in sport governance, research proposing a measurement of these policies' success or failure remains scarce. In fact, to evaluate if countries have reached international prestige through sports, researchers tend to generally refer to the Olympic Medal Table, while the newly created soft power indicators, the "Soft Power 30", "Soft Power Index" and "Global Soft Power Index" have not managed to use appropriate sport rankings to measure countries' capacities to use sport as an instrument of soft power. The objective of this paper is to identify the inaccuracies of these commonly used indices and propose a new ranking that would evaluate whether the national sport policies implemented by governments have succeeded in developing soft power.

This article debates the significance of cultural differences in the identification and application of principles of sport governance. It attempts at refuting the underlying assumption that the ‘progress’ achieved and enjoyed within sport governance in the West represents the model to be emulated by the non-west. It argues that modernisation of sport is liable to take on subtly different forms in different local contexts which are modern but not uniform, supporting in effect a form of ‘multiple modernities’. Sport governance, like modernity itself, is not a homogeneous phenomenon, as its (cultural, political, and/or economic, and thus sport) forms varies as much as cultural contexts do, and their characteristics overlap rather than tend to take a unitary set of features attributable to a single model.

Algerian Security Policy: Determinants, Fields and Challenges [Arabic]

The current political scene has warned that Yemen could face huge threats in the coming years. The worst of these is the collapse of the country itself, in facing a comprehensive civil war. However, there is optimism that the outcomes of the national dialogue conference—which gained acceptance from core parties—will be entirely implementable. With optimism that the political scene is on a stable track, the economic situation is the next concern, with a distinct possibility that the country’s economic situation will get worse, with a spillover effect on the political situation. This paper presents Yemeni political history and describes the nation’s acting forces. The study shows the challenges of development that Yemen faces and the impacts of the 2011 uprising on this development, as well as the factors that led to the uprising. It then outlines the challenges to be faced by Yemen in the coming stages, and gives suggestions that might help in overcoming the difficulties facing stability and chances of comprehensive development.

This study explores the use of sports as a diplomatic soft power tool employed by states to achieve foreign policy objectives. It adopts a constructivist framework that highlights the role of symbolic factors in shaping state behaviour. Focusing on Qatar, as a small state lacking traditional power resources, the study examines how its leadership turned to alternative tools, notably sports, as a strategic means of influence. Qatari sports diplomacy relies on four main pillars: investing in global sports clubs, developing infrastructure and hosting major sporting events, investing in sports media, and supporting local sports. This strategic use of sport has contributed to redefining Qatar's role and enhancing its international standing, enabling it to exercise political and economic influence and to support the diversification of its national economy.
