Milestones in Democratic Transition in the Arab World 1/7 - 31/8/2021.

Antoine Nasri Messarra (b. 1938), a pioneer of Constitutional and Political Science in Lebanon and the Arab region, outlines a selection of the fundamental political ideas he developed over the course of his academic career. Messarra focuses on his critique of Arab political science in its reliance on a diasporic political culture that adopts European theories of nation building and applies them to Middle Eastern societies, without bringing to bear Arab-Islamic heritage in dealing with pluralism in those societies. Messarra argues that Arab production in political science has been dominated by two approaches. The first are diaspora approaches that draw on European Jacobite models , which have consequently failed to understand the Arab social dynamics. These include sectarianism studies that overlook ethnoreligious diversity and secularization research that rejects the Islamic constitutional tradition. The second (smaller) group are authentic approaches, which Messarra argues are grounded in reality and draw on the region’s heritage.

The 20 February movement was formed out of a defining moment in modern Moroccan political history, and forced the ruling regime to undertake a process to reform and give up some of its powers. This study takes a look at the path of the 20 February movement as it took shape in 2011. It looks at the defining role played by the group in the Arab Spring protests. It analyzes the components of the movement and the stages of its development and decline in addition to presenting factors that explain the potentials and setbacks it faced months after its beginning. These are related to the existing political and social opportunities in Morocco, in particular the nature of its political system, the position of main actors, as well as the regional and international atmosphere. The social framing of the movement and the limits of its ability to instigate a wide social movement among the poor and vulnerable social classes is also considered, as well as how the movement went about promoting its ideas, apart from the difficulties related to creating a common identity that can unite its contradicting components.

This paper compares the results of the Fragile States Index issued by the Fund for Peace, a charitable organization, with indicators established in the Arab Opinion Index, an annual survey undertaken by the Arab Center for Research and Policy Studies in a number of Arab countries. These indicators reflect the assessments provided by Arab respondents of economic, social and political issues and what their views mean in light of the specific country contexts. The paper also examines whether citizens' views can be relied upon as indicators of the vulnerability of the state and the extent to which the indicators of state vulnerability are accurate by comparing them with the opinions of citizens in different areas. In this context, based on the Arab Index survey, the paper relied on nine indicators out of 12 adopted by the Fragile States Index in order to interpret economic, social and political opinions expressed by respondents.

In order to keep pace with trends in Western studies that became popular in the early twenty-first century, this study addresses the status of political science in the Tunisian University, focusing on the Faculty of Law and Political Science. It monitors the Faculty’s relationship to public and private law, tracking its development and the challenges it faced. The study further examines the obstacles to its progression, its professionalism, and influence, as well as looking at its ability to stand up to international scrutiny.

This paper provides descriptive statistics on Arab public opinion towards the US over time, using the Arab Opinion Index from 2011 to 2019/2020. While Obama attempted to let pragmatism lead his foreign policy, Trump's policies upended the status quo of many issues, hastening conflict in the Arab region. How did this impact Arab opinion of the US and its foreign policy? Did these rapid shifts affect Arab citizens in their view of the US? Or does the Arab citizen find the content of this foreign policy indistinguishable from before, albeit with a different tone? The paper demonstrates that Trump's policies, which confused many international organizations and alliances, and caused chaos, especially in the Arab world, led to a rapid decline in the positive evaluation of the United States in the Arab world.

This text is considered foundational to international relations, in defence of the theoretical model of realism, which was subjected - after the end of the Cold War, the collapse of the Berlin Wall, and the disintegration of the Soviet Union - to heavy criticism, glorifying what they described as "the triumph of Western liberalism" and beginning an academic debate on the value of realist theory to the field. The value of this text comes from its author, Kenneth Waltz, who is considered the founder of structural realism and who established this theory through his formative book Theory of International Politics (1979), which is considered the most influential IR work of the Cold War era. In this text, Waltz responds to the criticism levelled at realism, demonstrating its capacity to interpret in spite of changes in the structure of the international system.

This study addresses the vital importance of the Litani River in Lebanon and tackles the environmental challenges resulting from severe pollution in the river, where approximately 40 million cubic meters of untreated sewage are dumped annually. The study argues that political fragility and inadequate governmental response in Lebanon, along with the sectarian system, civil war, and extreme poverty, have contributed to the failure to resolve Lebanon's water crisis. The study emphasizes the urgent need for sustainable development and balanced reconstruction in Lebanon, through the implementation of integrated solutions and effective governance of water and land. The study highlights the importance of efficiency in using natural resources and the adoption of innovative technologies to build resilience against climate change, such as remote sensing services, improving rainwater collection, and enhancing soil moisture.

This paper presents an overview of evolving trends in Egyptian public opinion towards a host of security-related and political issues during the period between January 2011 and the 2018 presidential elections.

Since the publication of Horowitz's Ethnic Groups in Conflict, comparative political scientists have increasingly converged on their classification of ethnic identities. But there is no agreement on the definition that justifies this classification— and the definitions that individual scholars propose do not match their classifications. I propose a definition that captures the conventional classification of ethnic identities in comparative political science to a greater degree than the alternatives. According to this definition, ethnic identities are a subset of identity categories in which membership is determined by attributes associated with, or believed to be associated with, descent (described here simply as descent-based attributes). I argue, on the basis of this definition, that ethnicity either does not matter or has not been shown to matter in explaining most outcomes to which it has been causally linked by comparative political scientists. These outcomes include violence, democratic stability, and patronage.
