The Myth of the Failed State and the War on Terror: A Challenge to the Conventional Wisdom
2020-05-01
This paper seeks to uncover the roles played by truth commissions in Latin America in establishing transitional justice, in a comparative study that draws upon three main experiences: Argentina, Chile, and Peru. It highlights the contexts that allowed these experiences to adhere to the democratic transformation and absorb its complexities, by questioning the dynamics that accompanied the establishment of truth commissions, and identifying the roles of actors in managing tension between the demands of victims and the requirements of reconciliation and civil peace. The paper demonstrates that the establishment of truth commissions was linked to the nature of the challenges faced by Latin countries undergoing democratization and transcending the legacy of previous violations. Inasmuch as these challenges reduced the crisis of legitimacy that ravaged these systems and led them to engage in this transformation, they also highlighted the potential that these committees have provided for actors to manage the sequence of this shift.
This paper explores the roots and developments of the rivalry between the Houthis and the Salafis, based on the recent Houthi blockade and armed attack on Dammaj town in Saada governorate in north Yemen. Illustrated by the author is a sectarian map of the region and its three components: the dominant Zaidi sect and the two emerging sects in the region—Houthis and Salafis. The paper also sheds light on the historical circumstances that bred the status quo and tackles the Yemeni government’s sectarian manipulation during the rule of deposed President Ali Abdullah Saleh. This led to the militarization of the region and turned it into a hot spot. The paper also describes the stance of the current government vis-à-vis the violence in Saada, and notes how its negative reaction could result in the expansion of strife in Yemen and could push the country into a civil war.

Forced Displacement in Area C and the (Palestinian) Jordan Valley under Israeli Settler Colonialism
2021-03-01
This study investigates the forced displacement of Palestinians in the context of Zionist settler colonialism in Area C, including in the Jordan Valley, which represents more than 60 percent of the West Bank. The study details colonial policy in this region, analyzing the patterns of forced displacement in the villages of Bardala, al-Farisiyah, Al-Sakot, Khirbet Humsa, Al-Malih and Khirbet Al-Hama, based on the position of the region within the colonial project. It also evaluates the impact of this displacement on the geographical and demographic reality on the ground. It attempts to discuss the relationship between the use of forced displacement as a means to take control of the land, and to exploit and expel the Palestinians.

Tunisia’s Coalition Government: Features, Implications and Challenges
2015-03-01
Beginning with a look at Tunisia’s current coalition government, formed by Habib Essid, this paper discusses the challenges that this government faces going forward. It will examine issues of security, economic and social issues, terrorist organizations and organized crime; each of which threaten Tunisia’s prospects for peace and democracy in the post-revolution period. While the new government won a comfortable majority unprecedented among post-revolution governments, some actors believe the composition of this government has not taken into account the marginal and deprived regions of the country, and is more inclined to centralize power in favor of coastal regions or the capital city. This paper argues a different view, however, and suggests that Essid is more concerned with establishing pluralism and gaining the most supporters in the parliament in order to pass a test of confidence. The paper also argues that the composition of the new government was based on a broad pluralistic political/ technocratic coalition that combined secularists, Islamists and non-partisans; characterized by the neutralization of most sovereign ministries.

The Governance Crisis in Sudan: Crisis of Hegemony or Hegemony of Crisis?
2013-07-01
Book Title: The Governance Crisis in Sudan: Crisis of Hegemony or Hegemony of Crisis? [Arabic]
Borders between Morocco and Algeria have been closed since the Hotel Atlas Asni terrorist attacks in Marrakech on August 24, 1994. Investigations found the groups that carried out the attacks had their origins in Algeria. Moroccan authorities responded by implementing a visa requirement for Algerians, and Algeria retaliated by closing the borders between the two countries. This paper looks for a solution to the re-normalization of relations between the two countries. Looking at the history of Moroccan-Algerian relations, it focuses on the Marrakech incident and the issue of Western Sahara, and their impact on the bilateral relations within a context of tension, and regional competition where each remains entrenched.
