Military interventions in Sudanese politics can be attributed to a number of factors, most pertinently: excessive politicization throughout society, social institutions, trades unions and syndicates as well as educational and religious institutions. In this sense, the Sudanese was not an exception, merely one of many highly politicized institutions. This paper concludes that the three different military coups which took power in Sudan were only able to do so with the aiding and abetting of civilian political forces, such as the National Umma Party, the Islamic Front and an array of leftist forces all—to varying extents—colluded with the military to further their political aims. With the military ranks reflecting wider societal politicization, military coups were effectively an extension of the political process by other means.

Does Voting in Elections Strengthen Democratic Political Culture? Evidence from Survey Research in Six Arab Countrie
2024-09-01
This paper examines the relationship between voting in elections and democratic political culture in six Arab countries, drawing on previous research on democracy and citizens' attitudes. It reveals that political culture in the Arab world has remained largely unexamined at the individual level due to the lack of sufficient data on citizens' attitudes toward democracy and their political behavior, leaving this aspect absent from political science research for years. The paper identifies key elements that reflect democratic orientations in political culture, based on scholarly literature emphasizing their necessity for sustainable democratization. It also explores the link between citizens' support for democracy and the prevalence of democratic political values, as well as the impact of electoral participation on these orientations. By analyzing new data, the paper expands the map of political culture temporally and geographically, encompassing new countries and offering deeper insights into the mechanisms of democratic transition in the region.

Reflections on the Political Experience of the Moroccan Justice and Development Party
2013-07-01
The political game in Morocco has set rules and the royal institution plays a central role in its use of an approach that seeks to maintain the main political balance through soft guidance. The royal institution employs several strategies ranging from progressive integration to the implementation of restrictions, policies of repression, and use of torture as well as ignoring, feigning indifference, and taking a variety of other positions that skirt direct interference, which would cause the regime to appear authoritarian. This approach often leads to resolving outstanding problems instead of implementing threats. The paper argues that the political formula has enabled the Justice and Development Party to engage in the political arena on a practical level. The Islamists’ daily dealings with a complex reality, with all its problems and complications, have forced them to look for solutions with political officials either through consensus and coordination or by presenting their concerns to the parliament as an opposition party. This contributed a great deal to maturing and developing the party’s political experience despite the challenges posed by the parameters of the political game and the narrow margins it leaves for maneuvering.

Arab Islamists Five Years into the Arab Spring: Agenda, Ideology and Regimentation
2016-01-01
This paper examines those Arab Spring states in which political Islamists are actively engaged. Specifically, it looks at the cases of Tunisia and Egypt, in which political Islamists were involved in regime change, as well as Morocco and Jordan, which did not experience regime change but in which Islamists were actively engaged in the political process and a protest movement. Following an examination of the individual circumstances which prevail in each of these states, the author asserts that there remains a number of pressing questions related to the future roles of political Islamists that merit attention. The first question surrounds the political and ideological project that the Islamists want to promote: will Islamists be capable of shedding their ideological burden, and forwarding a novel political program? This paper demonstrates the limitations of the long-standing ideological promulgations of the Islamists, especially as it pertains to questions of the nation-state, democracy, pluralism, civil liberties and minority rights.
The presence of the external factor is usually related to the context of the popular hirak, the periods of political transition and the transitional phases in many countries. This factor is evident in countries with a geopolitical position in regional and international competition. This study discusses the variable of the external factor in the 22 February 2019 hirak in Algeria by examining the limits of international and regional interventions in steering the course of the popular hirak compared to other Arab cases where the external factor seemed to be more influential. It aims to discuss the determinants of Algeria's relations with regional and international powers and to explain the issue of the lack of external interference in the popular hirak, ending with the modalities of the future of the turbulent political path and discussing the possibilities of transformation from abroad. The study concludes that the lack of regional and international intervention in the popular hirak is mainly related to geopolitical and strategic constraints, far from value and normative considerations. The behaviour of external forces is determined by Algeria's geopolitical situation. The risks of instability in the country would create highly complex security challenges in the Mediterranean region. Added to this is the importance of Algeria in assessing the strategic balances in the region, especially for European security.

Individual Motives for Voter Turnout in the Arab World: What Impact Does the Evaluation of the Political System's Democratic
2024-09-01
Several scholars studying the so-called authoritarian elections argue that the primary motivation for citizens to vote in the Arab world is the pursuit of individual (mostly material) interests driven by clientelism that may take the form of explicit vote-buying or granting services and privileges to electors. However, research overlooked the potential impact of citizens' evaluation of the regime's democratic level on electoral participation. The goal of this study is to fill this gap. The analysis of the eighth round of the Arab Opinion Index (2022) across nine Arab countries—Jordan, Tunisia, Algeria, Iraq, Kuwait, Lebanon, Egypt, Morocco, and Mauritania— reveals that individuals who perceive their country as more democratic are more likely to vote, regardless of objective indicators suggesting the undemocratic nature of the political system.
