Siyasat Arabiya is a bi-monthly peer reviewed academic journal published by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies (ISSN 2307-1583/E-ISSN 2789-326X) dedicated to political science, international relations, and strategic affairs.
Qatari foreign policy presents a challenge for students of international relations. Whereas major theories within the field tend to privilege structural factors in explaining the action of states, and particularly small states, in the case of Qatar, the quality of leadership and the strategies that leadership employs to navigate through the structural constraints—primarily geography—are equally important. One of the main findings of this paper is that the strategies adopted by the Qatari elite since 1995 did alleviate many of the structural constraints which the country would otherwise have faced. Moreover, during the short-lived Arab Spring of 2011-2013, Qatar tried to reshape the political landscape in the Middle East to its favor, challenging the two regional hegemons Saudi Arabia and Iran, in Egypt and Syria respectively. Yet, the paper concludes, geopolitical factors and the relative capabilities of states remain instrumental in assuring a state’s sustained capacity to continue playing a key role. This is particularly true in a region where elite thinking continues to be defined by realpolitik.

A Warming of American-Iranian Relations: Motives and the Prospects for Success
2013-11-01
The Gulf States enjoy a strategic location and economic power, owing that to their oil wealth. The paper examines the contributing factors of the Gulf Cooperation Council states that help in measuring their strength. One of the main goals of the study is to state the points of strength and weakness of these states so that decision-makers in the GCC countries can better understand the contributing factors. The findings show that the points of strength differ from one state to another. It is difficult to accurately evaluate the points of strength that make one state more powerful than the other, but one can deduce that the state's power does not rely on one factor. Based on the study indicators, Qatar emerged the strongest, followed by the UAE then Kuwait, Oman, Saudi Arabia and Bahrain came in sixth place.

Trends in Public Opinion in the Arab Region according to the 2016 AOI.
2017-01-01
The 2016 Arab Opinion Index is the fifth in a series of yearly public opinion surveys across the Arab world. The first survey was conducted in 2011, with following surveys in 2012/2013 and 2014. The 2016 Arab Opinion Index is based on face-to-face interviews conducted with 18,310 individual respondents in 12 separate Arab countries: Saudi Arabia, Kuwait, Iraq, Jordan, Palestine, Lebanon, Egypt, Sudan, Tunisia, Algeria, Morocco and Mauritania. Sampling followed a randomized, stratified, multi-stage, self-weighted clustered approach, giving an overall margin of error between +/- 2 % and 3% for the individual country samples. The overall samples guarantee probability-proportional-to-size (PPS), ensuring fairness in the representation of various population segments. With an aggregate sample size of 18,310 respondents (50% of whom were men and 50% women). The Arab Opinion Index remains the largest public opinion survey covering the Middle East and North Africa. The fieldwork was carried out by an overall team of 840 individuals (half of whom were women), who conducted 45,000 hours of face-to-face interviews, covering a total of 760,000 kilometers across the population clusters sampled.

Security Relations between the United States and the Gulf States: The Evolution of Regional Perspectives in an Age of Uncert
2019-09-01
This study argues that relying on the United States for of security and defense has led to the neglect of the Arab Gulf states to varying degrees. These countries failed to build an independent regional security capacity or develop broad security relations with third parties besides the United States. Since President Barack Obama took office in 2009-2016, before Donald Trump replaced him, questioning the regional balance of power, this reliance has destabilized the most stable part of the Arab world. This study examines the implications of the unprecedented regional reality regarding the strategic and security relations between the United States and the Gulf in the context of the divergent views of Washington and its local partners on regional security management methods, in particular the role of the GCC in managing peace and security.

This paper traces the evolution of the official stance of the US establishment, including the White House, towards the 2017 intra-Gulf crisis. While the president's seeming bias in favor of the four countries leading the blockade on Qatar served to make them more intransigent and less amenable to various attempts at mediation, other organs of the US establishment were quick to move to try to contain the excesses of statements made by Trump and limit the fallout of the crisis. The author concludes that the disarray in the American approach to the Gulf crisis is a reflection of the lack of a clear vision of what US foreign policy ought to be under the Trump presidency. Coupled with the inexperience of President Trump, his personal vendettas and his reliance on ideological gimmicks, this reality foretells huge challenges for US interests around the world.
Iraq’s former foreign minister Naji Sabri al-Hadithi provides an account of the details of the campaign led by the United States against Iraq on August 2, 1990. He explains the measures Iraq took in the period between March 1991 and March 2003 to avoid a second war that was clearly on the way. According to this testimony, the United States began its preparations to wage another war on Iraq the day after the end of the first war, which was brought about by Iraq’s occupation of Kuwait. The testimony includes details of the egregious measures that prepared Western public opinion to accept waging another war on Iraq despite the cooperation the country exhibited with American demands. It also explains how many of the measures employed under the cover of international legitimacy aimed to impoverish Iraq and destroy its foundations.
This report includes documentation of the most significant milestones in the democratic transition in the Arab world from May 1 to June 30, 2023.

The War on ISIL in Iraq One Year on from the “International Coalition”
2015-09-01
ISIL is the legitimate child of the crisis of the political regime that developed in Iraq after 2003. The eight-year rule of former Prime Minister Nouri al-Maliki instituted a monopoly
