Siyasat Arabiya is a bi-monthly peer reviewed academic journal published by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies (ISSN 2307-1583/E-ISSN 2789-326X) dedicated to political science, international relations, and strategic affairs.
The wave of democracy, peaceful or violent, has up till now dispelled many of the illusions prevalent in the West, in Europe especially, including so-called "Arab exceptionalism"—that is the notion that Arabs are not interested in democracy, are indifferent to whether it is present in their lives or not, and are basically not ready for it. A second dismantled illusion is that of the "good dictator" that is based on the claim that dictators loyal to the West are a better bet than the Islamist alternative. A third illusion concerns the idea that the Arab world is itself a construct and that the attractiveness of a supranational Arab identity has gone. The Arab revolutions, however, have proved the above theories wrong. It is not a coincidence that the wave for change broke out in a number of Arab states at the same time and in the same fashion with more or less the same slogans shouted out in the same language, and were able in a very short time to bring down four regimes. The Arab revolutions took academic circles by surprise and made some academics claim that understanding the future of Middle East politics required that academics carry out a serious reassessment of the restored importance of Pan-Arab identity.
Milestones in Democratic Transition in the Arab World
This study provides an analysis of Egypt's political system since 2013 , with a particular focus on President Sisi's efforts to establish and manage a "new republic." It explores the internal factors that influence the structure and nature of the regime and examines the regional and international contexts that shape this endeavor and contribute to its support, despite concerns over authoritarian practices and significant human rights violations. the study aims to elucidate the foundational principles, defining characteristics, and key dimensions of the "new republic." It also evaluates its strengths, prospects for success, functional role, and the reasons for substantial international endorsement of the regime. Furthermore, it assesses the extent to which the regime's rhetoric regarding the new republic aligns with practical realities and appraises President Sisi's efficacy in implementing this vision.

Dysfunction as Order: The Limits of Method in Political Science from a Batesonian Perspective
2026-03-01
This article addresses an epistemological question related to the methodological impasse in political science through a reading of selected conceptual orientations in Gregory Bateson's thought. It advances the hypothesis that methodological difficulty does not primarily stem from analytical tools as such, but rather from the underlying frameworks through which political action is understood. Drawing on an analytical-interpretive approach, the article examines concepts such as "dysfunction as a patterned regularity", the "double bind", and "second-order learning", with the aim of questioning linear modes of explanation in political analysis and approaching politics as a network of interrelated relations and paradoxical repetitions. The discussion also engages, comparatively, with selected contributions by Niklas Luhmann, Michel Foucault, and Pierre Bourdieu, in order to highlight shifts in the production of meaning in analyses of power and to delineate the limits of dominant approaches. The article concludes that a Batesonian perspective offers epistemological possibilities for understanding political complexity by foregrounding context, relational dynamics, and patterned dysfunction, beyond models based on linear causality and predictive techniques.

Media and Sports as Tools for National Branding and Brand Marketing: Case Study of Qatar's Strategy
2022-07-01
Simon Anholt evaluates the processes of building a national brand based on the presence, or absence, of three necessary factors: a well-defined strategy, the substance on which the strategy is based, and accompanying symbolic steps. Building on Anholt's work, this study explores Qatari strategy, which utilises media and sports as two public diplomacy tools to create a positive international reputation of a newly emerging country that, despite its size, has become a major global actor. The paper reviews Doha's strategy to combine organising and participating in huge sporting events, build state of the art sports facilities, and invest media presence in events. The study unpacks characteristics of this strategy in building the national brand through media and sports, while identifying the most important steps taken to achieve the goals of this strategy.

Political Organizations as Social Expressions: The Urban Poor, the Rise of Social Islam, and the Cases of Justice and Charity Group and the Unity and Reform
2024-07-01
This paper discusses the proposition of the rise of social Islam in Morocco by studying the country's two largest political Islam movements, the Justice and Charity Association (jamāʿat al-ʿadl wa-l-iḥsān) and the Unity and Reform Movement (ḥarakat al tawḥīd wa l-iṣlāḥ). It focuses on the concept of social Islam which implies the provision of financial and in-kind assistance and healthcare, education, athletic, artistic, and pedagogical services to a variety of social strata. The study proceeds from the rise of social Islam, how it relates to the concept of the urban poor under the development "crisis" Morocco has faced since the 1980s, and highlighting the social implications for the most important social stratum: the lower middle class and the poor. The study shows that the Islamist movements under study have managed to form new and old bonds of solidarity on a religious or tribalist basis, which have replaced traditional forms of solidarity that previously used to embrace the lower and lower middle classes.
