The paper provides indications and analysis of the positions of the most influential Shia powers and parties in Iraq after the fall of the predominantly Sunni city of Mosul and the rise of the Islamic State group in 2014. In addition to the Najaf-based supreme Shia religious authority led by ayatollah Ali al-Sistani, the Shia parties represented in government since 2003, the paper shed light on the increasingly powerful Iran-backed armed groups Popular Mobilization (Hashd Sha'abi) and how their appeal, visibility and influence had changed after the fall of Mosul. The question of the Iraqi national identity and how it interacts with the Shia identity is addressed in the paper in light of the discourse of the Shia powers and relations between Shia Iraqis and other communities.

This research addresses the problem of government turnovers in Palestine between 1994 and 2016 and the impact on public policy sustainability. The thesis of the research is that government turnovers (changing ministers repeatedly) disturb the capability of top management professionals to formulate and implement sustainable public policy that can make positive impact on generations. The research adapted a qualitative methodology through selecting all 18 ministries that had eight turnovers or more between 1994-2016 as case studies, some had 17 turnovers. More than 35 deep interviews with three levels of management in the selected ministries where conducted. The researcher also interviewed former prime ministries and a sample of ministers who were in positions for three terms or more. Questions of this category focused on the impact of politics on government turnovers and public policy in regard. Major findings of the research include the way in which governments are selected (the consensus tradition of selecting governments) and the absence of the Palestinian Legislative Council encouraged ministers to ignore law and politicize public service sector.

The purpose of this paper is to document Qatar's recent contribution of humanitarian aid to the Palestinians. We consider Qatar as an example of a mini state that relies on its wealth and soft power to further its interests in the Middle East and support a beleaguered Arab-Muslim state. The paper carries out analysis of Arabic newspapers and other documentary evidence to contextualize and estimate Qatar's financial contribution from 2010 to 2016. Contextualizing Qatar's aid necessitates considering Israel's military control of the Palestinian Territories, and its ability through hard power to regulate the inflow of aid to Palestine. The paper concludes by calling for adopting the political economy perspective in dealing with humanitarian aid.

The literature on state capacity is often at odds with what constitutes state capacity, how to operationalize it, and how to measure it. Nevertheless, it is important for us to attempt this endeavor given the importance of state capacity, and its effect on a number of political and social dynamics. With the proliferation of quality surveys in the Arab world in recent years, we also have an unprecedented opportunity to examine state capacity in a new light, according to citizen perceptions in addition to material measures. Thus, in this paper I will examine variations of state capacity measurements using the Arab Opinion Index data. I will provide evidence to show that many political phenomena can only be understood if the conditions surrounding state capacity are accounted for.

The spark of Arab protests reached Morocco by means of the February 20 movement. The protests would probably have developed further were it not for the pre-emptive maneuver of the king in proposing constitutional amendments and in quickly passing legislation. Although the Justice and Development Party (PJD) did not back the movement, it was the main beneficiary of it, in that it won the elections with unprecedented support that enabled it to lead the government in prime political and constitutional conditions under the slogan "reform with continuity". While it might be premature to judge whether the experience has been a success or a failure, given that the PJD government is still in its early days, the preliminary assessment makes clear that the PJD has not, until now, pushed to bring about basic institutional reforms that would drive progress in various sectors. It seems that the logic of continuity has outweighed the logic of reform, or has restricted reforms as far as possible. The government may continue despite its limited achievements, but if matters remain as they are, the Islamist-oriented PJD will lose a lot of the goodwill it has gained, just as happened with other experiences of political parties in Morocco.

This study addresses the vital importance of the Litani River in Lebanon and tackles the environmental challenges resulting from severe pollution in the river, where approximately 40 million cubic meters of untreated sewage are dumped annually. The study argues that political fragility and inadequate governmental response in Lebanon, along with the sectarian system, civil war, and extreme poverty, have contributed to the failure to resolve Lebanon's water crisis. The study emphasizes the urgent need for sustainable development and balanced reconstruction in Lebanon, through the implementation of integrated solutions and effective governance of water and land. The study highlights the importance of efficiency in using natural resources and the adoption of innovative technologies to build resilience against climate change, such as remote sensing services, improving rainwater collection, and enhancing soil moisture.

This paper aims to analyze European Gulf relations based on the Interdependence created by the 1988 agreement, and the subsequent transformations in the relationships. The interdependence approach assumes that there is an overlap of interests between both parties, and a degree of mutual engagement, thus limiting conflict and enhancing cooperation and coordination, which entails harmonizing the movement of its parties within the international system. Nonetheless testing the effectiveness of this approach in the context of a crisis which divides one of the parties (the Gulf in our case) remains problematic. The paper tries to probe this issue, and reveal the limitations of the interdependence model in this context. It similarly attempts to test the impact of the Gulf Crisis on a European Sub Policy towards the Gulf by analyzing the behaviours of the main actors in the EU (Germany, France, and- despite brexit- the UK).
