Siyasat Arabiya is a bi-monthly peer reviewed academic journal published by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies (ISSN 2307-1583/E-ISSN 2789-326X) dedicated to political science, international relations, and strategic affairs.
The 2011 Arab uprisings sparked hopes for positive change in the regional politics of the Middle East. The uprisings not only challenged the authority of states at the domestic level but seemed poised to disrupt regional geopolitics and alter the position of the Middle East in the international system. With the outbreak of civil wars in Syria, Libya, and Sudan, military interventions in Bahrain and Yemen, and the unprecedented proliferation of armed non- state actors in the region, the uprisings seem to drive important changes in the nature of the state and its regional and international role. Despite its artificial inception and its puzzling survival throughout the 20 th century, the Arab State faces challenges in the post- 2011 era and its vulnerabilities have been exposed. While the uprisings may have weakened Arab states, changes at regional and international levels created permissive conditions to challenge the regional state system. Hamas's 7 October 2023 operation and Israel's ensuing wars in the region have further exacerbated state erosion and reinvigorated post- 2011 regional dynamics. This paper examines how structural international and regional conditions have reshaped statehood and agency in the region post- 2011. It also explores how the responses of Arab states to international conditions and the regional reverberations of the uprisings have further generated disintegrative effects for the Arab state.

This paper examines the variables that could affect the attitude of armies towards revolutions. These variables are numerous and diverse, and they differ depending on the nature of the armies and the societies from which they emerge, as well as the international climate in which they exist. As such, the paper argues that the fate of revolutions is determined - with rare exceptions - by the attitude of the army in terms of its bias toward the revolution or toward the existing regime confronting it. The paper also explores societal factors and their role in determining the behavior of the army and its attitude towards revolution, especially in societies characterized by ethnic, religious, and sectarian diversity. The paper looks to Syria as a clear model of the phenomenon within the context of Arab revolutions and uprisings. The paper concludes that the ease or difficulty of predicting the behavior of armies towards revolutions varies between different cases given the multiplicity of factors that could affect it.

Contributing Factors to the Strength of the Gulf Cooperation Council States

There exists an ongoing dispute in academia about the underlying reasons behind growing Chinese influence in Africa and the success of the foreign policy of the emerging Asian giant, China, in the wealthy continent. The findings of this study reveal that despite China’s huge geo-economic progress in Africa, its foreign policy is still a far cry from making it a decisive key player in its influence on Africa’s political systems. African countries have to face global challenges and handle political and economic reform through adopting a united vision of development and security and assuming historical responsibility to defend their independence and dignity. This is how they can live up to the slogan “Africa for Africans” and make the fortunes and resources of this rich continent beneficial for everyone.
Findings from the Arab Opinion Index show that the Arab public has broadly negative views of the performance of their countries’ legislative councils.

A Warming of American-Iranian Relations: Motives and the Prospects for Success

The Gulf States enjoy a strategic location and economic power, owing that to their oil wealth. The paper examines the contributing factors of the Gulf Cooperation Council states that help in measuring their strength. One of the main goals of the study is to state the points of strength and weakness of these states so that decision-makers in the GCC countries can better understand the contributing factors. The findings show that the points of strength differ from one state to another. It is difficult to accurately evaluate the points of strength that make one state more powerful than the other, but one can deduce that the state's power does not rely on one factor. Based on the study indicators, Qatar emerged the strongest, followed by the UAE then Kuwait, Oman, Saudi Arabia and Bahrain came in sixth place.
