Why did the January 25, 2011 revolution in Egypt descend into a state of violent oppression of the revolutionaries on the grounds of securing stability and fighting terrorism? This paper examines how the manner in which regime change took place following the January 25 revolution impacted on the democratic transition and its trajectory. The author looks specifically at those transformations which served to divert the course of revolutionary momentum, turning an uprising previously centered on "democratization" in the broadest sense, including the change in the system of government and the protection of personal and social liberties, into a movement which is often described in academic literature as an "electoral revolution". In other words, revolutionary momentum was focused exclusively on procedural questions and the filling of vacant executive and legislative positions following the collapse of the Mubarak regime before the more fundamental precursors to democracy could be established. This first transformation took place before the "electoral revolution" was itself diverted into a "counter revolution" which targeted all of the revolutionary forces behind the original uprising, making way for the establishment of a totalitarian mode of government.

Antoine Nasri Messarra (b. 1938), a pioneer of Constitutional and Political Science in Lebanon and the Arab region, outlines a selection of the fundamental political ideas he developed over the course of his academic career. Messarra focuses on his critique of Arab political science in its reliance on a diasporic political culture that adopts European theories of nation building and applies them to Middle Eastern societies, without bringing to bear Arab-Islamic heritage in dealing with pluralism in those societies. Messarra argues that Arab production in political science has been dominated by two approaches. The first are diaspora approaches that draw on European Jacobite models , which have consequently failed to understand the Arab social dynamics. These include sectarianism studies that overlook ethnoreligious diversity and secularization research that rejects the Islamic constitutional tradition. The second (smaller) group are authentic approaches, which Messarra argues are grounded in reality and draw on the region’s heritage.

This paper examines those Arab Spring states in which political Islamists are actively engaged. Specifically, it looks at the cases of Tunisia and Egypt, in which political Islamists were involved in regime change, as well as Morocco and Jordan, which did not experience regime change but in which Islamists were actively engaged in the political process and a protest movement. Following an examination of the individual circumstances which prevail in each of these states, the author asserts that there remains a number of pressing questions related to the future roles of political Islamists that merit attention. The first question surrounds the political and ideological project that the Islamists want to promote: will Islamists be capable of shedding their ideological burden, and forwarding a novel political program? This paper demonstrates the limitations of the long-standing ideological promulgations of the Islamists, especially as it pertains to questions of the nation-state, democracy, pluralism, civil liberties and minority rights.

The study criticizes the general framework that has governed the broader current of the researchers in civil-military relations, their method of thinking about the military institution since the inception of the field, the paper presents the theoretical and practical gaps in that literature, in particular the researchers of "Coup-Proofing". The study shows the weakness of the explanatory capabilities of the field in extrapolating and analyzing the historical era that the research seeks to reveal its theoretical and historical ambiguities, which is the phase of political pluralism in Syria between 1954 - 1958 , which the researchers viewed as a democratic phase. The paper examines why did the army step down from the presidency and allowed civil forces to engage in political action at the time, in spite of that phase is in the midst of two series of coups. The paper is based on a basic premise that the army as a military institution do represent wings, sectors, units, brigades, and power relations, before it is an expression of any other social segments, which is in contrast to what the literature says in examining the sociological backgrounds of the officers.

This study provides an analysis of Egypt's political system since 2013 , with a particular focus on President Sisi's efforts to establish and manage a "new republic." It explores the internal factors that influence the structure and nature of the regime and examines the regional and international contexts that shape this endeavor and contribute to its support, despite concerns over authoritarian practices and significant human rights violations. the study aims to elucidate the foundational principles, defining characteristics, and key dimensions of the "new republic." It also evaluates its strengths, prospects for success, functional role, and the reasons for substantial international endorsement of the regime. Furthermore, it assesses the extent to which the regime's rhetoric regarding the new republic aligns with practical realities and appraises President Sisi's efficacy in implementing this vision.

Discussions regarding the relative success of Tunisia's democratic transition, argues Ladrissi, remain premature. His paper examines the extent to which particular Tunisian specificities could explain the relative success of Tunisia to date when compared to other Arab Spring states: the role of women in society; the legacy of founding president Bourguiba; and the role of Tunisian civil society. The paper asks if Tunisia will ultimately succeed in sowing the seeds of a permanent and lasting democracy. It sets out from the assumption that a functioning democratic system is predicated on three main factors: political dialogue; social homogeneity; and an organic state. Later, the author moves on to examine three distinct, if seemingly interdependent, aspects of transitional justice: the political responsibility of the previous political leadership; the criminal liability of those leaders for violations of human rights; and responsibility in questions of bribery and corruption. Finally, the paper summarizes three major threats to the Tunisian democratic experiment: the country's economic crisis, the weakening of the Tunisian state and terrorism.

The potential impact of the Covid- 19 pandemic on populist governments has been the subject of a heated debate among specialists. There are scholars for who the pandemic will negatively impact populist governments. Here, populist governments are perceived as ill-equipped to respond to the multifaced challenges risen by the complexity of the pandemic. Conversely, many scholars that argue that the pandemic will strengthen populist governments because populism flourishes during crises. This article contests these two narratives. It asserts that any evaluation of the impact of the pandemic on populist governments should distinguish between their actions and their discourse. Thus, the study undertakes an analysis of US president Trump’s discourse, demonstrating that during the first year of the pandemic, it is twofold. First appears a “disconnected discourse” that continuously questions the reality of the pandemic, despite the important proactive actions taken by his government to mitigate the pandemic's economic, social, and sanitary impacts. Second, a “demonstrative discourse” arises, in which the pandemic was instrumentalized to enhance the legitimacy of one of the most important and controversial elements of the populist discourse: the idea of external threat.

Transitional justice in Libya is the key to stability of state and society. Under the previous regime, many Libyans' rights were violated. The regime's collapse only exacerbated these violations, in addition to bringing about the country's social and cultural disintegration. The very exceptional nature of the Libyan state complicated efforts to establish a transitional justice system in post-revolution Libya. Successive governments since the revolution have failed to exercise control over security. This paper deals with transitional justice in three sections. The first reviews Libyan legislation since the 17 February 2011 revolution. The second analyzes reasons for the failure of legislative efforts to implement an integrated program of transitional justice. The third outlines short- and medium-term requirements for implementing a transitional justice program.

​This paper addresses a theoretical model for the concept of "consociational democracy", beginning with the concept's roots in the Austrian Marxist tradition before describing its elaboration in 1969 by the Dutch-American political scientist Arend Lijphart. Lijphart's work was part of his wider critique of Gabriel Almond's categorization of Western political systems. This study presents a structural criticism of the term "consociational democracy" and its usage, arguing that the practice of "consociational democracy" was born of pragmatic policies before maturing into a theoretical model. It argues that the subsequent contributions of Lijphart were merely an extrapolation from a set of examples without "theory" to underpin it and that "power sharing" does not necessarily lead to democratization. The study thus draws up several theoretical observations that help distinguish "consociationalism" from "consociational democracy". Finally, the paper contrasts the suitability of this theoretical model for both Northern Ireland and Lebanon.
