The rise of the Islamic State of Iraq and the Levant (ISIL), and its capture of vast territories in the Fertile Crescent, has confounded the political calculations of a number of all major political players invested in the Arab region, including regional and global powers. With the failure of regional actors to contain the group, the United States was forced to backtrack on its military withdrawal from the region—when it pulled its troops out of Iraq—and become involved, anew, in the Middle East.

Sponsored by the “Safer World” foundation, based in the United Kingdom, this meeting held at the Shanghai Institute for International Studies examined possibilities for the spreading of peace and stability across conflict hotspots around the globe.

The 2016 Arab Opinion Index is the fifth in a series of yearly public opinion surveys across the Arab world. The first survey was conducted in 2011, with following surveys in 2012/2013 and 2014. The 2016 Arab Opinion Index is based on face-to-face interviews conducted with 18,310 individual respondents in 12 separate Arab countries: Saudi Arabia, Kuwait, Iraq, Jordan, Palestine, Lebanon, Egypt, Sudan, Tunisia, Algeria, Morocco and Mauritania. Sampling followed a randomized, stratified, multi-stage, self-weighted clustered approach, giving an overall margin of error between +/- 2 % and 3% for the individual country samples. The overall samples guarantee probability-proportional-to-size (PPS), ensuring fairness in the representation of various population segments. With an aggregate sample size of 18,310 respondents (50% of whom were men and 50% women). The Arab Opinion Index remains the largest public opinion survey covering the Middle East and North Africa. The fieldwork was carried out by an overall team of 840 individuals (half of whom were women), who conducted 45,000 hours of face-to-face interviews, covering a total of 760,000 kilometers across the population clusters sampled.

The conflict in Syria is rooted in its important geopolitical location and its significance in regional alliances and international rivalries. This paper argues that the Syrian Revolution, especially after its transition from non-violence to militarization, fell victim to an intense rivalry in the context of the game of nations over three things: the direction of the ongoing conflict, the future of the country, and its political orientation. Although the essence of the conflict has not changed much since the beginning of the crisis - both with respect to the objectives of local actors and the interests and alliances of influential powers - the regional context has seen important changes. Perhaps the most prominent of these are the overthrow of the Muslim Brotherhood in Egypt and the return of the army to the political stage; the decline of Turkey’s regional status as a result of the setbacks faced by the leadership of the Justice and Development Party; and the possible predominance of pragmatic thinking in Iranian foreign policy after the presidential election in Iran. In addition, the Saudi decision to abandon its traditional caution and move toward a direct confrontation with the Iranian project in the region presents another momentous change. Amid this changing regional landscape, the Syrian crisis remains at a standstill - a military solution is not possible and a political solution is not viable - in the context of a state of regional and international polarization, and the absence of an effective international that will to put an end to this tragedy.

The study addresses the issue of armament and the security dilemma in the Maghreb region, focusing on the rivalry between Algeria and Morocco. It argues that the armament level of the two countries has risen significantly in recent years, in the context of structural rivalry, making the Maghreb region one of the most heavily armed regions in the world, despite the absence of existential inter-Maghreb threats. The study attempts to examine the armament issue in the Maghreb and to understand its determinants and developments, focusing on the factors that influence it and on its likely consequences. Adopting the realist approach as a theoretical framework, it analyses SIRPI's data to demonstrate the high volume of Maghreb military expenditure and its evolution, and examines the Maghreb armament and its determinants and military risks. The study concludes that: the armament of the two countries reflects their competition over leadership and their threat perceptions; the armament dynamic is independent from the inter-Maghreb political tensions; the existence of a potential military confrontation between the two regional powers due to the interaction between emerging factors and structural ones.

This paper presents Arab public opinion trends on the Palestinian issue, through data collected by the ACRPS-conducted Arab Opinion Index. It assesses whether Palestine is a pan-Arab issue or one that concerns Palestinians alone. It also evaluates Arab regional attitudes towards recognition of Israel and towards the positions and policies adopted by some international or regional powers towards Palestine. The paper demonstrates that Arab public opinion strongly leans towards dealing with Palestine on the basis that it is a pan-Arab issue, not specific to the Palestinian people alone. It also shows that public opinion in the region is almost unanimous (at a rate of 88%) in rejecting any national recognition of Israel and that the assessment of Arab public opinion of regional or international powers in the region is determined by their policies towards the Palestinian issue.
