This report highlights some of the major milestones of the Arab democratic transition during the period from January 1 to February 28, 2017. The countries covered include Tunisia, Egypt, Libya and Yemen.

This text presents public opinion trends towards a set of public policies in Arab countries, using Arab Index data. This text focuses on citizens' evaluations of their governments, due to the importance of this evaluation itself, in addition to what it reflects about the trends in the nature of the relationship between the citizen and the state in the Arab countries. This assumption is tested through a wide range of questions that measure the level of confidence in the three state authorities, the extent of confidence in the basic executive bodies, and the use a set of detailed indicators that address the evaluation of the performance of the legislative councils in carrying out their roles and the performance of governments in providing basic services. The text uses the two indicators of the priorities of Arab citizens and the priorities of spending in the state budget from the point of view of public opinion, and the evaluation of government performance.

This study explore the concepts of populism and “the people,” linking them to ideology, hegemony, and the making of modern sport in Western liberal-capitalist democracies. While populism is widely seen as a useful way to understand oppositions between “the people” and elites, This study particularly interested here in what happens when self-styled populist political leaders actually govern, ostensibly on the people’s behalf. To illustrate this, the study consider two examples of self-styled populist leaders from different eras – Benito Mussolini and Donald Trump – that have used sport to promote narrow, ideologically laden, conceptions of “the people.” Through these examples the study argue that the concept of populism on its own does not provide a comprehensive understanding of political and cultural struggles in sport today, nor does it provide adequate guidelines for oppositional political strategies.

The study defines the "external factor" and determines its impact on the transition process. The study notes that the role of these factors in transition is different from that of "democratization" if the external influence of the revolutions is minimal. This is especially so in the case of spontaneous popular revolutions where the external factor may be influential in the democratic transition, although its impact is decisive only when accompanied by facilitating domestic factors. The study shows the relationship between the external factor and the geostrategic location of the Arab state whereby the external factor becomes more important according to the importance of the state. The study follows the evolution of the principle of supporting democracy in US politics, which has been linked to US interests and has ended up supporting regime stability. It also monitors a regional and international trend of "promoting autocracy".

This study reads the performance of Egyptian political forces from the time of Mohamed Morsi’s election as president of the republic to the coup against him on July 3, 2013. In its first section, the study concludes that the behavior of all political actors can be understood as a search for allies from within the old regime’s centers of power; this despite the fact that these forces were the targets of the January 25 Revolution. Nonetheless, political parties seek out old guard forces hoping they will provide leverage for a position of power. This reality allowed the old regime – with its enormous capabilities—to rejoin the map of political forces instead of being held accountable. In its second section, the study tries to read the map of the protest movement on June 30, comparing this new map with one of the nation’s politics during the crisis of the constitutional declaration in November 2012. It concludes that the most important development in the nation’s political sphere has been the ability of the “deep state” to learn the skills of popular mobilization in the street. This came after it had failed to do so in the previous 36 months. Using its connections with a wide spectrum of social groups through networks of patronage and influence, which it had not thought of using in the spectacular “battle of the squares,” the “deep state” was able to become an active and influential political player capable of taking matters back to square one.

The basic hypothesis of the study is summarized in Israel's ongoing efforts to maintain its monopoly on nuclear weapons in the Middle East for as long as possible, and its various political, diplomatic, security, military, and economic activities to prevent Iran and any other country in the Middle East from obtaining nuclear weapons. The study examines Israel's policy, which calls for imposing the maximum international economic sanctions on Iran, manifested in its complete abandonment of the nuclear project or the overthrow of the Iranian regime. It presents Israel's policy towards the negotiations to return to the Iranian nuclear deal and the strategic confusion in which Israel finds itself due to many mistaken assumptions adopted by the Benjamin Netanyahu government regarding the Iranian nuclear project. It also discusses Israel's goals in the "war between wars" it wages against Iran and the major strategy against Iran advocated by the Israeli military establishment, as well as Israel's efforts to establish an Israeli-Arab-American military alliance against Iran. The study also presents the Israeli vision of the Israeli military attack on Iranian nuclear facilities and the risks and problems it faces.

The relationship between Iran, Syria and Hezbollah and its effect on the Lebanese state is here examined. Divided into five parts the study first tackles Iran’s movements in Lebanese space and their connection to Hezbollah’s evolution. The second part focuses on Syria’s intervention in Lebanon and on Hezbollah as an intervention tool. The third part describes Hezbollah’s relationship with Lebanon since the party’s creation as well as the Taif Agreement and the subsequent change in the foundations of that relationship. The fourth part sheds light on the intervention of Iran and Syria in the relationship between Hezbollah and the Lebanese state. Finally, the fifth part explores Hezbollah’s intervention in the Syrian crisis and its repercussions on Lebanon.

The success and widespread deployment of artificial intelligence (AI) have raised awareness of the technology's economic, social, and political consequences. Each new step in the development and application of AI is accompanied by speculations about a supposedly imminent but largely fictional artificial general intelligence (AGI) with (super-)human capacities, as seen in the unfolding discourse about capabilities and impact of large language models (LLMs) in the wake of ChatGPT. These far- reaching expectations lead to a discussion on the societal and political impact of AI that is largely dominated by unfocused fears and enthusiasms. In contrast, this article provides a framework for a more focused and productive analysis and discussion of AI's likely impact on one specific social field: democracy. First, it is necessary to be clear about the workings of AI. This means differentiating between what is at present a largely imaginary AGI and narrow artificial intelligence focused on solving specific tasks. This distinction allows for a critical discussion of how AI affects different aspects of democracy, including its effects on the conditions of self-rule and people's opportunities to exercise it, equality, the institution of elections, and competition between democratic and autocratic systems of government. This article shows that the consequences of today's AI are more specific for democracy than broad speculation about AGI capabilities implies. Focusing on these specific aspects will account for actual threats and opportunities and thus allow for better monitoring of AI's impact on democracy in an interdisciplinary effort by computer and social scientists.
