Supporters of the Muslim Brotherhood had held sit-ins outside the Rab’a Adawiya Mosque, on the edge of a Square located in the Nasr City district east of Cairo, before the forced dispersal by Egyptian security forces led to a massacre on August 2. Using aerial footage, Human Rights Watch estimated that 85,000 protestors were gathered at the square before the massacre. The steps taken to disperse the crowds had totally contradicted assurances by the Egyptian authorities, for example that the process would be gradual; that a security cordon would allow for the safe passage of women and children in particular; and that protestors would have sufficient warning to leave. Clearly, the massacre illustrates that the Egyptian authorities failed miserably in their duty to ensure that any loss of life resulting from the dispersal was kept to a bare minimum. This paper makes use of the evidence documented by Human Rights Watch on the events surrounding the dispersal of the Rab’a Square, concentrating on three main points: the violence of some of the protestors; the high death toll resulting from the dispersal; unjustified killings of protestors; and the lack of any safe exit routes for the protestors.

The Arab Center for Research and Policy Studies devoted its second Annual Conference for Arab Policy Research Centers to studying the Palestinian cause. “The Palestinian Cause and the Future of the Palestinian National Project” brought together representatives from over 60 research institutes from across the Arab region on December 7-9, 2013.

The study is premised on the assumption that the US-Iranian tensions under the Trump administration represents a new chapter in the crisis in the US-Iranian relationship. This extreme hostility was related to US domestic politics and the bordering on personal rivalry of President Trump with his predecessor, President Barack Obama, in domestic and foreign policy. One of the most important policy manifestations of this administrative divergence concerns the Nuclear Agreement with Iran, signed in 2015. Opposition to the Nuclear Agreement united Gulf players such as Saudi Arabia, the United Arab Emirates, and Bahrain, who considered shared hostility towards Iran as a bridge to strengthen their relations with the US on the one hand; while also forming a strong front, in the presence of Israel, to weaken the Iranian regime without necessarily replacing it.

This article discusses relations between Sudan and Iran against the background of the many Israeli air strikes against Sudan, and asks whether the ruling regime in Sudan favors Iran over the Arab states when it comes to dealing with its political and security concerns, or whether Sudan sees no issue in playing both sides. It also examines the dreams of Islamic leadership and the transnational revolutionary tendency espoused by Hassan al-Turabi, and the effect of this among his disciples in terms of their view of and links with Iran. The study also takes Iranian support for Islamic movements in Gaza via Sudan as an example of cooperation where the tactical and short term intersects with long term strategy. The paper also discusses the Islamists’ coming to power as a result of the Arab revolutions, and the potential for the revival of transnational revolution included in the literature of the Muslim Brotherhood and the effect of this on relations between the Arab states and their collective and individual relations with Iran.

This paper provides descriptive statistics on Arab public opinion towards the US over time, using the Arab Opinion Index from 2011 to 2019/2020. While Obama attempted to let pragmatism lead his foreign policy, Trump's policies upended the status quo of many issues, hastening conflict in the Arab region. How did this impact Arab opinion of the US and its foreign policy? Did these rapid shifts affect Arab citizens in their view of the US? Or does the Arab citizen find the content of this foreign policy indistinguishable from before, albeit with a different tone? The paper demonstrates that Trump's policies, which confused many international organizations and alliances, and caused chaos, especially in the Arab world, led to a rapid decline in the positive evaluation of the United States in the Arab world.

By making use of the data provided by the Arab Opinion Index during the periods 20172018- and 20192020-, a survey implemented by the Arab Center for Research and Policy Studies in 13 Arab countries, this paper deals with Arab public opinion towards Iran in two periods – before and after 2011 – based on an analysis of survey respondents' views of Iranian foreign policy, as conveyed in their answers. It answers a set of sub-questions: How has Iran's involvement in Syria and Yemen affected its image in the Arab world? Is Iran seen as a threat in the Arab world? Did Iran's policy towards Palestine contribute to improving its image in the Arab world? Are sectarian goals seen to be driving Iran's foreign policy towards the Arab world?

This study discusses the evolution of transitional justice in Morocco, demonstrating how the work of the Equity and Reconciliation Commission established within the regime has remained subject to the constraints of Moroccan politics. The Commission was declared a success prematurely, but over time it became clear that the Moroccan model needed to be reevaluated. The study concludes that the idea of "justice to the extent possible" obstructed transitional justice. Not only did this slogan serve to obscure the full truth; it also provided insufficient impetus to continue pushing for broader institutional reform. Although Morocco has experienced something of a human rights revival in recent years, it still harbours pockets of "lawful" injustice, broadly signaling an absence of sovereign law.

This report presents Palestinian public opinion trends in Gaza, through data collected by the 2019-2020 Arab Opinion Index. This paper reviews basic descriptive statistics from opinion on major issues relating to the economic and political situation and compares these Gaza findings with the Arab Opinion Index 2019-2020 data from the West Bank. The data shows that the situation in Gaza is extremely bad, not only in terms of economic and living conditions, but also in terms of societal confidence and the legitimacy of political actors. The report attempts to answer a set of questions surrounding the Palestinians' assessment of their economic, security and political conditions in Gaza; their conditions compared with those in the West Bank; their confidence in political parties; and levels of corruption.

The study takes up the topic of the evolution of Hamas' military action from the foundation of the Izz al-Din al-Qassam Brigades between 1987 and 1992, the movement's military wing, and beyond, drawing upon memoirs and testimonies of the movement's political and military leaders in Palestine and on available data regarding military confrontations with the Israeli occupation. The study starts from the assumption that the evolution of Hamas's military action as an active "agent" in the region differs across the different stages of the Palestinian-Israeli conflict on the one hand, and with the development of the movement's political thought and relations with regional and international systems on the other. These stages have been formational of the movement's variable identity, one that has led it to defining its regional interest and role on the basis of military strength. It transformed into a "semi-classical" army in Gaza specifically, after having been a movement of modestly equipped and armed groupings, as it continues to be to this day in the West Bank. This study attempts to monitor this evolution across the successive confrontations with the Israeli occupation in the wars of 2008, 2012 and 2014.
