Although women have been present in the Egyptian Muslim Brotherhood since its inception, their status in the organization and political role has been restricted by Brotherhood thinking that promotes a division of roles in society on the basis of biological difference, and that emphasizes the primary role for women being in the private sphere and their central function being in the family. During the short period of democratic opening up that followed the January 25 revolution, the political participation of Brotherhood women increased. Following the ousting of President Mohamed Morsi on July 3, 2013, women went beyond the frameworks and roles assigned to them. They took to the streets and for the first time in the history of the Brotherhood were at the forefront of the movement of protest and opposition against the political regime. In spite of these visible developments, this paper holds that these shifts derived from the absence of Brotherhood men, and does not reflect a shift in the ideology. For these development to have an impact on the power relations between men and women in the movement, and to lead to the political and organizational empowerment of women, there should be a fundamental change in the movement’s vision of women in general.

This article sheds light on the reasons behind the lag of Arab public administration scholarship behind the needs of coping with the questions of political and administrative reform and situating public administration within the context of political governance. This article draws insights from the development of the field in the US experience, its fuzzy boundaries, and value conflicts. This was characterized by overlap and the value struggle caused by the three tributaries that established the knowledge and research architecture of the field, namely law, business administration, and political science. The study concludes with a discussion of how different origins and political context detached public administration research in the Arab world from the ontological and methodological diversity that contribute to the richness of the field in the US experience.

This paper will attempt to approach the present crisis between Qatar and a group of four countries formed of Saudi Arabia, the United Arab Emirates, Bahrain and Egypt from a number of perspectives. The complexity of the present situation means that a process of deconstruction is required before the problem can be solved. Specifically, the present crisis reveals how the countries involved are both intertwined and in conflict, simultaneously; and how the players in question are in conflict over attempts to undo the Arab Spring. The conflicts between Qatar and the remaining countries have roots which stretch into history, and they also demonstrate that any belief that the birth of the modern nation-state would end those rivalries was misguided.

This report highlights some of the major milestones of the Arab democratic transition during the period from January 1 to February 28, 2017. The countries covered include Tunisia, Egypt, Libya and Yemen.

​Politicians are increasingly adopting populist rhetoric that is appealing to people's emotions and biases rather than their rational judgments. This rhetoric includes claims of representing the people (us) as opposed to the establishment and the traditional elite (them). Anti-elitist populism manifests in its opposition to facts, with populists becoming the main players who distort facts and spread disinformation. Therefore, populism and disinformation reinforce one other, creating a cycle of manipulation that undermines democracy. By conducting a comparative qualitative analysis of the speeches of Abdel Fattah El-Sisi in Egypt and Kais Saied in Tunisia, this study argues that there are four tactics, rely on disinformation, used by authoritarian populists to legitimize the obstruction of constitutional and institutional constraints and suppress the opposition: (1) constructing the people by creating the enemy; (2) attacking the media and democratic institutions; (3) creating illusion by amplifying achievements; and (4) employing conspiracy theory and misinformation to justify failure at fulfilling promises.

This is the second section of a study examining the application of good governance in Egypt and Tunisia. The first section, published in issue 42 of the Siyasat Arabiya journal, provided an in-depth theoretical framework for assessing the dynamics of administering governmental affairs, establishing the prerequisites of effective governance, and combatting corruption. This second section argues that administrative corruption is an important obstacle to the quality of public services provided by central government in Egypt and Tunisia, despite various laws and codes calling for tackling corruption and corrupt individuals. This study recommends governmental decentralization; gradually permitting legislative bodies to review the work mechanisms of public administration; adopting organizational philosophies that can serve to improve the process of providing public services; and finally, activating e-government and information and communications technology to achieve more effective public administration operations and services provision and thereby contribute to expanding economic growth.

This study explores the origins of Qatari-US relations, the foundations on which they are based, and the rules that govern them. It begins by examining relations between the two countries from the 1970s up until the Trump era. The paper finds that Qatar's need for US security assurances did not prevent it from adopting independent policies that occasionally contradicted US strategy. Accordingly, the Qatari-US relations have been upended, and exposed to crises due to diverging interests, concerns and challenges. While Qatar has embraced a foreign policy independent of Washington, it has also tried not to alienate it and has established itself as an asset for the US, both in terms of the military facilities it provides and the unique role it plays through maintaining ties with parties that the US cannot communicate with directly. Mutual dependency has enabled Qatari-US relations to overcome all the challenges they have faced over the past three decades, including those that emerged under the Trump administration.

This study examines the ability of network technology to challenge despotism regimes. It thus applies two theoretical approaches. The first is the "Prisoner's dilemma" and the "despot/jailer's dilemma" and the second is the "case study", which studies a number of cases of "network technology", whether used by protest groups or by authoritarian regimes, to determine the extent (and direction) of their impact in practice. The study concludes that network technology — through challenging the logic of the "prisoner's dilemma" and reversing it to become the "jailer's dilemma" — can, theoretically, pose an element of weakness for despotism regimes. However, in reality, network technology can be used by these regimes with the same effectiveness, to respond to mass protests supported by technology. This indicates that network technology can be seen as a neutralizing factor, the impact of which should be studied relative to the impact of other factors.

This study deals with the Kurdistan Workers' Party (PKK) as a non-state actor. It examines the internal environment in Turkey and the PKK's material strength before moving on to the external environment and the PKK's entry into an international conflict, focusing on historical development since the end of the Cold War. The paper argues that non-state actors contribute to international anarchy and conflict through competition with the state over the monopoly of power and the acquisition of territory, identity and resources. It also stipulates that the PKK benefited from the internal and external environmental variables contributing to international conflict. The study concludes that the entry of the PKK, which originated in Turkey, into an international conflict took place in several stages: the competition with the state for power; the influence of its foreign policy choices; the acquisition of new territories; and extra-territorial action.

This study deals with transnational Shiism and the dynamics of relations between the Shiʿi religious establishment and the post-colonial state in Iraq. It sheds light on two aspects of transnational Shiism. First, the evolution and internal dynamics of religious authority, especially in terms of adapting its transnational domain to the Iraqi national context. The study argues that the relationship between Shiʿi religious establishment and the state was often characterized by tension, as the state sought to consolidate its power within its borders. Yet, after 2003, the nature of relations between the two has significantly changed, leading to new configurations of authority. Second, the increasing polarization between activist transnational Shiism, which is today led by the Iranian state, and Iraq-centric Shiism became a key factor in shaping power relations in post-2003 Iraq.
