Hybrid Defence for Small States: Strategic Lessons and Implications from Ukraine and Gaza (2014-2024)
2024-11-01
If deterrence fails and diplomacy falters, how can small states defend themselves against adversaries that outnumber, outgun and outmatch them? This study seeks to contribute to the ongoing scholarly discourse on how "the few" can achieve a military upset - not just a political or a propaganda one- against "the many." In an era where asymmetric war has become the most anticipated type, understanding the innovative ways of warfare that enable the smaller forces to endure and even prevail is of paramount importance to strategic analysts, military commanders, and policymakers alike. To do so, the study coins a definition for the concept of "Hybrid Defence," contributes a new definition of "Multi-Domain Combined Arms Operations" and examines their correlations with, and impacts on, "Military Effectiveness" and "Combat Effectiveness." It then analyses selected operational arts and tactical adaptations employed by the relatively smaller forces - such as the Ukrainian Military and Security Forces, as well as nonstate forces, exemplified by the Palestinian Resistance Factions in Gaza - for confronting numerically and technologically superior adversaries. The study extracts seven key lessons and concludes with their comparative implications for the defence policies of small states, particularly in the Arab world and beyond.

Alexander Wendt Meets the Middle East: The Construction of Difference within Collective Identities
2025-03-01
Scholars studying the Middle East often challenge the IR discipline's Eurocentric framings of the world by emphasizing the particularities of the Middle East, which defy and challenge the universality of Western-rooted IR theories. Social constructivism, focusing on agency and processes, has been regarded by many as an approach with the potential of taking into consideration specific historical, ideational, and cultural contexts in the Middle East region. Social constructivism, as developed by Alexander Wendt (1992 , 1994 , 1999), seems to lend itself especially well to adaptations to provide insights for the Middle East. This article revisits some aspects of Wendt's constructivism and explores its applicability in the Middle East. The article examines Wendt's cultures of anarchy to show how cooperative relations transform into conflict through processes of interaction. I examine how the Middle East provides both a potential and challenge to his argument by examining the case of Saudi relations with Hamas, with a particular focus on the episode of the 2009 Gaza war. The article examines the puzzle of how Saudi Arabia changed and evolved over the years from supporting Hamas and the Palestinian resistance to identifying it as an enemy, despite sharing pan-Islamism as a collective identity.
