The 2011 Arab uprisings sparked hopes for positive change in the regional politics of the Middle East. The uprisings not only challenged the authority of states at the domestic level but seemed poised to disrupt regional geopolitics and alter the position of the Middle East in the international system. With the outbreak of civil wars in Syria, Libya, and Sudan, military interventions in Bahrain and Yemen, and the unprecedented proliferation of armed non- state actors in the region, the uprisings seem to drive important changes in the nature of the state and its regional and international role. Despite its artificial inception and its puzzling survival throughout the 20 th century, the Arab State faces challenges in the post- 2011 era and its vulnerabilities have been exposed. While the uprisings may have weakened Arab states, changes at regional and international levels created permissive conditions to challenge the regional state system. Hamas's 7 October 2023 operation and Israel's ensuing wars in the region have further exacerbated state erosion and reinvigorated post- 2011 regional dynamics. This paper examines how structural international and regional conditions have reshaped statehood and agency in the region post- 2011. It also explores how the responses of Arab states to international conditions and the regional reverberations of the uprisings have further generated disintegrative effects for the Arab state.

This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.

Examined in this article are a number of aspects of Tunisia's 2014 constitution, specifically, the relationship between the presidency and the parliament; the status of the newly created constitutional court; the higher judicial council; constitutional controls and restrictions; the role of religion and the status of women in the new constitution; and administrative decentralization within the constitution. Adopting a comparative approach, the author examines each of these topics in their proper regional and historical context. This allows for a clearer understanding of what factors have allowed Tunisia's constitutional politics to advance so quickly when compared to other states in the region. Through successful dialogue, the Tunisian people were able to prove that ideological differences do not necessarily lead to conflict or stagnation. The author further argues that the pragmatic approach of Tunisian parties to the national dialogue provided a model of conflict resolution to be emulated across the globe.

The 2016 Arab Opinion Index is the fifth in a series of yearly public opinion surveys across the Arab world. The first survey was conducted in 2011, with following surveys in 2012/2013 and 2014. The 2016 Arab Opinion Index is based on face-to-face interviews conducted with 18,310 individual respondents in 12 separate Arab countries: Saudi Arabia, Kuwait, Iraq, Jordan, Palestine, Lebanon, Egypt, Sudan, Tunisia, Algeria, Morocco and Mauritania. Sampling followed a randomized, stratified, multi-stage, self-weighted clustered approach, giving an overall margin of error between +/- 2 % and 3% for the individual country samples. The overall samples guarantee probability-proportional-to-size (PPS), ensuring fairness in the representation of various population segments. With an aggregate sample size of 18,310 respondents (50% of whom were men and 50% women). The Arab Opinion Index remains the largest public opinion survey covering the Middle East and North Africa. The fieldwork was carried out by an overall team of 840 individuals (half of whom were women), who conducted 45,000 hours of face-to-face interviews, covering a total of 760,000 kilometers across the population clusters sampled.

It also analyses the relationship of this belief to their outlook on the Palestinian issue. This study focuses on the ACRPS Arab Opinion Index results since 2011.
